<p>A San Francisco building inspector resigned last week over rotten permits he&#8217;d issued on two lots and an inadequate loan from a developer, but now the dam is bursting with a school of his rotten permits spanning the city.</p>
<p>The youngest Hydra head to emerge from the ever widening public corruption scandal surrounding Mohammed Nuru &#8211; which, as things stand, also scandals about approval accelerators, allegations of bribery by Recology, resignations under fire from the head of the commission for public utilities and the city administrator (plus a cocaine Mini scandal) and check fraud involving the former President of the Department of Building Inspection Commission &#8211; is an independent Department of Building Inspection (DBI) scandal involving an inspector granting inexplicable permits to a property developer dealing with an unreported loan of $ 180,000 had smeared his hand could not answer.  When SFist first reported on this scandal earlier this month, we joked that one of the properties in question in their first floor retail space had a storefront for a payday advance, and we were all “seedy loans, haha!  Got it?&#8221;</p>
<p>That got a lot less funny six days later when Mission Local reported another property about 20 meters from the check cashing point in Visitacion Valley that was a scaffolded death trap where “Twenty illegal units were secretly built into this new mix &#8220;.  Structure of use by converting commercial space and subdividing existing units. ”The engineer featured in this death trap was the same developer who made the seedy $ 180,000 loan, and hours after the Mission Local article was published, the recipient transformed of the loan, DBI inspector Bernard Curran, quickly turned his leave of absence into a termination.</p>
<p>He resigned after it became known that he had given this property developer suspicious permits for two lots.  But today the Chronicle opens the floodgates to many, many more suspicious permits Curran issued, including &#8220;illegal entities&#8221; (Oceanside), permits to work &#8220;beyond the scope of the permit&#8221; (Sunset), and an Excelsior household that illegal &#8220;is divided into several&#8221; units. &#8221; </p>
<p>These are not even the focus of the Chron article.  The focus of Chron&#8217;s article is on a property in Miraloma, near Diamond Heights, where another inspector double-checked Curran&#8217;s work and found so many inappropriateness and outright falsifications that he became a whistleblower. </p>
<p>The whistleblower reported &#8220;an OK to pour a retaining wall without a permit&#8221;, &#8220;falsification of foundation plans&#8221;, &#8220;plan review process was falsified&#8221; and &#8220;risks of undermining slope protection&#8221; [other] Properties.&#8221;</p>
<p>Given the steep, hilly nature of the neighborhood, this could have been a tragedy in Miami, albeit on a smaller scale.  And to be honest, none of this is new, the Board of Appeal hatched these complaints two years ago.  But it is now coming back to light as we see that the DBI had pay-to-permit practices, if not widespread.</p>
<p>City Attorney General John Coté said in a statement to the Chronicle: “Our investigation is focused on tracking down employees and contractors who are abusing public trust.  This work continues.  We follow the evidence wherever it leads. &#8220;</p>
<p>Many of these complaints have one common denominator &#8211; the division of a property into additional units.  That&#8217;s a trending idea for solving the SF housing crisis, and Supervisor Rafael Mandelman&#8217;s suggestion, &#8220;Turn everything into a four-plex&#8221;, is getting rave reviews from YIMBYs and NIMBYs alike.</p>
<p>One problem with this proposal is <strong>What if everyone who approves Fourplexes is completely corrupt?</strong> Yes, there is a new (interim) sheriff at DBI, but the division of households is obviously a catastrophe for corruption when it comes to who gives permission.  Tenants who live in subdivisions refer to the building under renovation as a “living hell”, and nobody likes the sound of jackhammers and the like.  But the bigger concern isn&#8217;t just corruption (and let&#8217;s face it, more than one building inspector has likely taken a favor or two) but the potentially deadly consequences of hastily approved structural abbreviations mixed in with high density and crowded buildings.</p>

When he moved to Dallas, he was pulling a Monica Sherrod from an old friend, and when he returned to Houston &#8220;after an unsuccessful job search, among other things,&#8221; he decided they would be better off with her.  &#8220;I felt it was in the boys&#8217; best interests not to disturb their routine.&#8221;  He said about Cash and his brother Carter, who was not injured and is now with his mother.  “They were comfortable, they were with other children, and it seemed that Monica was a trustworthy person.  This decision, which I made with the best of intentions, has produced a terrible result.  “On May 15th, an intruder was caught by a baby monitor camera sneaking into Cash and Carter&#8217;s bedroom at Sherrod&#8217;s and lifting the boy who was still asleep from his bed.  Two hours later, a passer-by found the child&#8217;s body on the street.  The police said he was stabbed.  18-year-old Darriynn Brown, who has some nebulous relationships with Sherrod&#8217;s family, has been charged with kidnapping and burglary, but police are waiting for forensic test results to make a decision on murder charges.  Investigators have not released a motif, and Brown&#8217;s mother has said she thinks her son is being framed.  Sherrod told reporters Gernon left town after being ordered into rehab by a court.  CrimeOnline received court records showing several pending charges against Gernon in Harris County.  Referring to his legal troubles, Geron said on the tap: “I have to fear for my freedom as the goal of some is to put me in jail instead of mourning the loss of my little boy. &#8220;He did not disclose his location or his legal status. Sometimes he cried and took responsibility for not protecting the twins.&#8221; I paid the highest and most painful price for my poor judgment and I have to live with this devastation every day, &#8221; He said, &#8220;I will never forgive myself. If I could, I would go back and do things differently. This is a nightmare that won&#8217;t go away when I open my eyes in the morning. We just don&#8217;t understand how it makes you so smart and happy.&#8221; Addressing the boys&#8217; mother, Melinda Seagroves added, &#8220;I am so sorry I did not protect him. That is my job as his father and I have not been able to do it.&#8221; , and I&#8217;m sorry. ”As reported by The Daily Beast, Gernon has made a number of arrests over the years and spent 68 days in jail for an attack during 2018 on his father  a dispute over a credit card bill.  The Strange New Twist in the Case of 4-year-old Cash Gernon after his drug abuse charge last November, he failed to appear for a hearing on March 29, 2021, forfeiting a $ 10,000 bond payment.  There is now an open arrest warrant against him.  Johnny Flanagan, whose son gave Gernon a job in his business until they had an argument, told The Daily Beast, “He&#8217;s one of those guys who goes any way, you know, and he&#8217;s going to do good for a few months and then doing bad things for several months and you know, just get up and leave.  &#8220;In the recording, Gernon asked the public opinion court for mercy.&#8221; I can hardly get through a day that doesn&#8217;t take me to a dark place, &#8220;he said.  &#8220;I hope you all could understand how fragile we all are and how quickly things can turn upside down &#8230;&#8221; I would hope that we can all work together and band together to make sure Cash gets justice he deserves. <p>More than two decades after the Hall of Justice prison was classified as seismically unsafe, San Francisco officially plans to shut down the rundown facility within the next six months.</p>
<p>Led by regulator Sandra Fewer, the board of directors voted 10-1 on Tuesday to pass laws requiring the accelerated closure of the No. 4 District Jail on the seventh floor of the courthouse at 850 Bryant Street.</p>
<p>While Mayor London Breed had previously ordered the closure until July 2021, inmates must now have moved out by November 1st.</p>
<p>&#8220;This legislation just creates a mandate to close a facility that everyone agrees must close, just on a more aggressive timeline,&#8221; Less said ahead of the vote.  &#8220;Let&#8217;s do what needs to be done.&#8221;</p>
<p>Fewer found support for their legislation when inmate numbers fell below 700 during the COVID-19 pandemic, well below the long-established goal of not having more than 1,044 inmates in the system to close the prison without the overcrowding both remaining facilities.</p>
<p>While Sheriff Paul Miyamoto has raised concerns that inmate numbers might rise again after the crisis ended, he appeared to have stopped opposing the law after several changes had given him more &#8220;flexibility to accommodate future fluctuations in the prison population.&#8221; carry&#8221;.</p>
<p>Indeed, the legislation instructs a subcommittee of the Sentences Commission to draw up an emergency plan for the accommodation of inmates in the event of an influx of inmates after the prison has been closed.</p>
<p>However, the subcommittee, which will report in August and October, must not consider moving inmates to another county or adding new prison beds to the system outside of the redevelopment of an existing facility such as the No. 2 County Jail.</p>
<p>&#8220;Our office is determined to close the No. 4 District Jail to ensure the health and safety of everyone there,&#8221; said Miyamoto, who tried to close the prison by sending inmates to the Alameda District and moving to the No. 4 District Jail 2. Rehabilitated unsafe, outdated and dilapidated.  &#8220;</p>
<p>Only regulator Catherine Stefani voted against the legislation, saying it was struggling to balance the necessary closure of the facility with the city&#8217;s public safety needs.</p>
<p>&#8220;Although I agree, we have to close this prison,&#8221; said Stefani.  &#8220;I don&#8217;t think we can do that until I demonstrate to my constituents in some way that we are not endangering victims of crime, particularly domestic violence and victims of sexual assault.&#8221;</p>
<p>Stefani said she has not yet received any responses from the sheriff, including about the charges facing inmates who are being released in order to reduce the prison population.  The defense attorney and prosecutor have agreed on the early release of at least 40 people to clear prisons and prevent a coronavirus outbreak behind bars.</p>
<p>Supervisor Norman Yee, president of the board of supervisors, said the prison would not be closed &#8220;irresponsibly&#8221;.</p>
<p>&#8220;It is dangerous and irresponsible for anyone to spread misinformation and rumors that this legislation is somehow making us less safe,&#8221; Yee said.  “We do not release anyone who would pose a threat to themselves or the public.</p>
<p>&#8220;We ensure public safety while also making sure that this unsafe facility cannot continue to operate,&#8221; he added.</p>
