<p>&#8220;He&#8217;s an animal&#8221; is how new San Francisco Giants pitcher Alex Cobb described playing against Los Angeles Angels generational talent Shohei Ohtani.</p>
<p>Alex Cobb is departing the LA Angels after signing a 2-year, $20 million contract with the San Francisco Giants.  Cobb, who spent last season pitching for the Angels in Anaheim, knows firsthand how good his former teammate Ohtani is.</p>

<p>“Watching him hit a first-pitch curveball out the other day in a Spring Training game gets you a little rattled.  He&#8217;s an animal.  Another reason I went to the NL.  Of course, I pulled him up first,” said Cobb when referring to his decision to sign with the Giants.  The Giants and Angels will not play each other this year as the former plays in the National League, while the latter plays in the American League.</p>
<h2>Shohei Ohtani really is an animal</h2>
<p>Alex Cobb had an impressive season in his own right in 2021. The right-handed pitcher had an ERA of 3.76, a WHIP of just above 1.2 and went with eight wins and three losses on the season.</p>
<p>Ohtani, who is a decade Cobb&#8217;s junior, outdid his departing teammate.  The Japanese whiz finished the season with a record of 9-2.  He also bested Alex Cobb&#8217;s ERA and WHIP for a team-best 3.18 and 1.0 respectively.</p>
<p>What makes Ohtani so notable is that he is just as much a menace to opposing pitchers as he is to opposing batters.  While simultaneously logging the aforemnioned pitching stats, Shohei Ohtani hit 46 home runs and 100 RBIs.  He also had an OPS of .965, making him the stuff of pitcher nightmares.</p>

<p>Cobb faced the Angels in Spring Training on Sunday.  He pitched 3.1 innings and didn&#8217;t allow a run.  He faced Ohtani twice, walking him intentionally in both instances.  It may be a while before the two players see each other again.  Like many of us, Alex Cobb will only watch and see if Shohei Ohtani reaches the potential we all know he has to become one of the best players in baseball today.</p>

<p>“GC used autonomous robot dog for 360 [degree] photo captures, scanning of floor flatness, quality control, etc. This complicated project—with seismic upgrades, new roofing, and new MEP/FS systems—was completed on schedule and below budget.  Incredible attention to detail, quality, and safety.” </p>

<p><strong>NARRATIVES:</strong></p>
<p>This is an adaptive reuse of a building that, when originally constructed in the 1890s, was one of the largest electrical generating facilities in the US In the 1940s, San Francisco&#8217;s Municipal Transit Agency started using the building as a maintenance depot.  The latest reconstruction, which involved nearly a decade of planning, created a world-class veterinary center and provided a new home to the city&#8217;s Animal Care &#038; Control agency, which had been operating out of a crowded, outdated warehouse built in 1931. </p>
<p>This reconstruction, which was completed on time in 21 months and under budget, consisted of a major seismic upgrade, new site utilities, new mechanical systems;  and a new roof, floor decks and courtyard within the existing building envelope, which was restored to preserve the 19th-century façade.</p>
<p>The building is part of the city&#8217;s Showplace Square Historic District, once a cluster of warehouses and factories.  “We were able to preserve an important part of the City&#8217;s past and deliver a safe, modern and user-friendly facility that will serve the needs of San Francisco for years to come,” said Alaric Degrafinried, acting director of San Francisco Public Works.</p>
</p>
<p>The Animal Care &#038; Control facility is located in San Francisco&#8217;s Showplace Square historic district. </p>
<p>The project&#8217;s accomplishments included meeting modern animal welfare requirements, building emergency response resilience, preserving a historic landmark, boosting the local economy, and delivering the project during a pandemic.</p>
<h2>METICULOUS PRESERVATION</h2>
<p>During initial demolition, some 300 historic bricks were salvaged for reuse.  Broken bricks from the façade were painstakingly cut out, one by one, then replaced with the salvaged bricks.  Craftsmen used specialized grinders to preserve the surrounding bricks while also using safety methods to prevent silica exposure.</p>
<p>The building&#8217;s wood windows and the original brick were carefully cleaned.  Exterior doors and the roof profile were restored to maintain historic integrity.</p>

The existing building&#8217;s windows and brick were carefully cleaned and restored. </p>
<p>The team took extraordinary measures that required careful preplanning and development coordination to protect the historic façade of the structure during construction.  To get materials and equipment into the interior of the site, the team had to crane everything over the masonry wall, including cumbersome MEP equipment and landscaping elements.</p>
<h2>READY FOR NATURAL DISASTERS</h2>
<p>Designed and constructed to meet current seismic resiliency standards, the new Animal Care &#038; Control center can perform emergency operations after a major earthquake and when power and water services are interrupted for three days.  A standby generator (installed in the parking lot) is designed to activate in under a minute in case electricity from the main grid is cut off. The new facility is fitted with a below-grade domestic water storage system to boost emergency response capabilities.</p>
<p>Parenthetically, this facility neighbors a critical agency that responds to public transit emergencies for the City and County of San Francisco, and access to their loading dock passed through the North end of the project site.  To maintain the mandated 24/7 entrance and exit access, the project required constant close coordination and communication.</p>
<p>The seismic retrofit of a historic structure was a highly complex effort.  Beginning with the foundation renovation, crews installed reinforcing shotcrete walls along the perimeter footing to support the brick envelope.</p>

Newly installed horizontal diaphragms or diaphragm trusses transmit horizontal forces to and from shear walls for seismic resistance. </p>
<p>The reconstruction team demolished existing structural columns and installed horizontal diaphragms or diaphragm trusses.  This system transmits horizontal forces to and from shear walls for seismic resilience.  The horizontal diaphragms had to be high enough to clear the clerestory windows but low enough to get decent head height below the bracing, creating a functional attic space.  The composite metal deck slabs were then installed, followed by interior finishes.</p>
<p>Always looking to innovate, Clark Construction&#8217;s VDC team used this project to test an autonomous robot dog that performed 360 photo captures, scanned the floor for flatness, flagged defined safety hazards, and created as-built point cloud scans and asset tagging.</p>
<h2>INNOVATIVE PROGRAMMING DESIGN</h2>

The main lobby accentuates the facility&#8217;s mass. </p>
<p>To figure out how to maintain the building&#8217;s historic integrity while meeting the animal care center&#8217;s needs, the ReCon team evaluated several case studies, visited other Bay Area shelters, and attended numerous conferences in animal care facilities.  The team&#8217;s solution was to slice the building horizontally into three different levels.</p>
<p>The main entrance accentuates the volume of the original structure, revealing the triple height space of the facility.  Three lobby areas also serve as canvas for art created by a local artist from the East Bay.  The colorful, large-scale images made of wood and glass energize the spaces and draw visitors into the rooms, while also serving as wayfinders for the center.</p>
<p>The courtyard is one of the main design features of the new ACC, and checks off three must-haves: a functional outdoor space, more daylight, and showingcasing the historic shell.</p>
<p>The rooftop deck on the building&#8217;s third floor is another key design feature and includes animal runs separated into two areas, one for dogs and one for smaller creatures such as bunnies.  Artificial turf conceals a flushing/rinsing system to handle pet waste and odors.  The roof deck also offers seating areas and houses the facility&#8217;s MEP system.</p>

Large water storage tanks are part of the facility&#8217;s resilience that was designed to keep the center running after a natural disaster. </p>
<p>Every animal area has been doubled in size from the ACC&#8217;s old home.  The new ACC is laid out with the latest in ventilation technology specific to animal care.  And the facility boasts a state-of-the-art veterinary suite in which veterinarians can now perform two operations simultaneously.  That expansive suite contains more recovery cages in the room so vets can observe the animals as they are coming out of anesthesia.  A new X-ray machine allows the center to provide improved dental care, removing a huge barrier to adoption.</p>

To maintain the building&#8217;s historical integrity and meet the new facility&#8217;s programming needs, the structure was divided into three levels. </p>
<p>While the facility was designed and built with animals in mind, it was also made with concern for the staff and volunteers who take care of these animals.  Administrative and volunteer spaces are bright and airy, taking advantage of historic industrial windows.  The team also sought feedback from ACC employees and volunteers about amenities they would like to have to help them carry out their tasks.</p>

<p>San Francisco Animal Care and Control reminded residents Wednesday not to feed coyotes after a woman was recently caught on camera while feeding the animals in Bernal Heights Park.</p>
<p>According to Animal Care and Control, feeding coyotes and other wildlife can cause them to approach humans for food and create potentially dangerous situations as the animals could become aggressive in looking for food.</p>
<p>In the most recent incident, photos show the woman sitting on the floor with a plate of meat and feeding coyotes.  The same woman was seen feeding coyotes in other parts of the city, animal care and control officials said.</p>

<p>&#8220;People need to stop feeding wild animals,&#8221; said Virginia Donohue, executive director of Animal Care and Control.  &#8220;If you continue to defy the law &#8211; and common sense &#8211; you will hurt a person and destroy an animal.&#8221;</p>
<p>In a recent case, a coyote in Golden Gate Park had to be fatally removed after the animal lost its natural fear of humans because park visitors were constantly feeding it.</p>

<p>To remind residents of the dangers of illegal wildlife feeding, Animal Care and Control has put up signs warning people not to feed coyotes in specific locations across the city.  Anyone caught feeding coyotes could face a fine of up to $ 1,000 or potentially jail time.</p>
<p>							Foxes get into trouble in South Bay.  Rangers say visitors to Alum Rock Park fed the gray foxes.
						</p>
<p>Animal care and control officials have released the photos of the woman who was recently seen feeding coyotes in hopes that someone can help identify her.  Anyone with information is asked to call (415) 554-9400.</p>

<p>SANTA ROSA (KPIX 5) &#8211; When two North Bay veterinarians volunteer, they save two lives: the person&#8217;s life and the life of their pet.</p>
<p>The veterinarians Dr.  Kate Kuzminski and Dr.  Sarah Reidenbach converted an ambulance into a free veterinary clinic on wheels.</p>
<p>Recently, it offered services outside of The Living Room, a domestic violence sanctuary in Santa Rosa.  Kuzminski says the mission is to break the cycle of abuse.</p>
<p>&#8220;We know that in households with domestic violence and child abuse, 80 percent also have animal abuse,&#8221; she said.</p>
<p>But Reidenbach adds that getting out is not easy.</p>
<p>&#8220;Domestic violence survivors &#8211; up to 50 percent &#8211; are not left at risk if they cannot bring their pets,&#8221; she said.</p>
<p><strong>NOMINATE A JEFFERSON AWARD HERO</strong></p>
<p>Pet-friendly shelters require pets to be fully vaccinated and healthy before they are admitted.  That&#8217;s why the two founded Ruthless Kindness in 2017.  The non-profit organization works with around a dozen animal shelters for victims of abuse and the homeless.</p>
<p>Reidenbach and Kuzminski will receive calls around the clock to help with veterinary care and vaccines so a pet can accompany its owner in an animal shelter in search of safety.</p>
<p>&#8220;A woman who leaves or tries an abusive situation shouldn&#8217;t depend on her dog to be vaccinated,&#8221; said Kuzminski.</p>
<p>To date, Ruthless Kindness has helped about 300 pets in Sonoma County, in part through free monthly medical clinics like Dogwood Animal Rescue, which have volunteers who do everything from cutting nails to distributing donations like pet food and beds.</p>
<p>Dogwood volunteer Beth Jackson is amazed at what Kuzminski and Reidenbach have created.</p>
<p>&#8220;Not only do you save lives, but you also help people in need they cannot afford,&#8221; said Jackson.</p>
<p>One recipient just adopted two kittens and they received free vaccinations and pet food at the mobile clinic before they were all returned to the shelter where she lives.</p>
<p>&#8220;I&#8217;m just overwhelmed that there are people who are kind enough to give them time,&#8221; said Jen, not wanting to use her last name.  &#8220;It&#8217;s a relief because I didn&#8217;t know how to get their shots.&#8221;</p>

<p>The co-founders of Ruthless Kindness both have full-time jobs outside of the nonprofit.  Reidenbach is the managing director of Sonoma CART, an animal disaster team.  Kuzminski is the medical director of guide dogs for the blind.</p>
<p>Your charitable work is entirely voluntary and is supported by donations and a generous helping of compassion.</p>
<p>&#8220;I&#8217;m a domestic violence survivor too, so I was able to need help,&#8221; Reidenbach said.  “Serving the community I belong to is beautiful.  I love to be able to do that. &#8220;</p>
<p>&#8220;It feels rewarding, but it feels like we should,&#8221; added Kuzminski.</p>
<p>That&#8217;s why this week&#8217;s Jefferson Award in the Bay Area goes to Dr.  Kate Kuzminski and Dr.  Sarah Reidenbach for spreading &#8220;Ruthless Friendliness&#8221; to people at risk and their pets.</p></p>

<p>Valerie Lynn Evans was known for her love for animals.  She kept horses, goats, dogs, a mule, and an ox at her home on Coffey Lane in Santa Rosa.</p>
<p>&#8220;We knew her as the horse lady,&#8221; said Tracy Long, who was Mrs. Evans&#8217; neighbor for two decades.  Ms. Evans, 75, occasionally took a mule down the street and let passers-by feed it, she said.</p>
<p>Mrs. Evans died at her home on Sunday evening or early Monday morning trying to save her dogs from the approaching Tubbs Fire.  Her death was confirmed Thursday by the Sonoma County Sheriff&#8217;s Office.</p>
<p>Brian Strehlow, who lived across the street, said when the flames approached he offered to help Mrs. Evans, but she shooed him away.</p>
<p>“She said, &#8216;We have that,&#8217;” Strehlow recalls.</p>
<p>Ms. Evans lived with her husband, son and daughter-in-law in a house with a barn and a parent-in-law.  Neighbors believed the other three family members escaped but have not been able to reach them since the fire.</p>
<p>She had an extensive collection of horse books, parts of which survived the fire.  Long, whose house was also on fire, said she occasionally saw stray pages from Mrs. Evans&#8217; library wafting down the street.</p>

<p>OAKLAND (KPIX) &#8211; During the COVID lockdown, record numbers of people brought new pets into their homes, in many cases from animal shelters and rescues.</p>
<p>With COVID restrictions lifted and people back to work, shelters are now seeing the opposite &#8211; a record number of people wanting to give up their dogs.</p>
<p>Rocket Dog Rescue in Oakland currently has so many dogs that they have set up makeshift kennels in their lobby.</p>
<p>“We got too full almost overnight.  The shelters are overloaded, ”said Pali Boucher, founder of Rocket Dog Rescue.</p>
<p>She founded Rocket Dog 20 years ago and said she saw a record number of people wanting to give up their dogs.  She receives dozens of emails and SMS requests every day.</p>
<p>&#8220;I&#8217;ve never had so many re-homings!&#8221; She said.</p>
<p>Boucher says two things happen: some people adopted dogs when the lockdown began and don&#8217;t want a dog&#8217;s responsibility now that they work or travel again;  others are simply dealing with the hardship caused by the pandemic.</p>
<p>&#8220;I would say that 60 percent of the move requests we are getting now are people being evicted from their homes &#8211; evicted or having to take care of an older parent or move back in with a family member,&#8221; Bouchercher said.</p>
<p>It&#8217;s a trend that is spreading across the Bay Area.  Contra Costa Animal Services says their owner drop-outs are also increasing at 23 in April, 32 in May and 40 in June.</p>
<p>“It&#8217;s just awful.  I don&#8217;t think any of the rescues or shelters were prepared for this, ”Boucher said.</p>
<p>At the same time, she says that they see fewer people who want to adopt.</p>
<p>&#8220;We went to a couple of adoption events and everyone would love the pups, but they weren&#8217;t adopted,&#8221; she said.</p>
<p>Boucher says that by the time the trend reverses, she and other rescue groups will do everything possible to make room for dogs in need of new homes, even if that means keeping puppies in the lobby.</p>

<p>SAN FRANCISCO (BCN) &#8211; As the fire season begins, animal rescue groups recommend that Bay Area residents involve their furry friends in emergency drills and household evacuation plans.</p>
<p>A good first step is to prepare a stretcher with supplies like linen, medicine, plenty of food, and portable bowls.  Without proper transportation equipment, nervous pets can easily get loose when an owner stops to refuel or settles in an unfamiliar area.</p>

<p>Michelle Hurst, host of community-run California Wildfire Pets rescue site on Facebook, is working to reconnect pets with their owners during the forest fire season, the most common cases she encounters being cats.</p>
<p>To prevent animals from taking off in stressful situations, she recommends that owners put their dogs on a harness or two leashes and put their cats in a stretcher or pillowcase if there is no other option during the evacuation.</p>
<p>“Often times people don&#8217;t have their stretcher, so they grab the cat in their arms and try to get from the house to the car,” said Hurst.  &#8220;The cat freaked out because she can feel that you are upset, your adrenaline levels are going to zero &#8230; any sound can freak them out and they&#8217;ll scratch you and run away.&#8221;</p>
<p>The more practice an animal has in loading it into a truck &#8211; or livestock trailer &#8211; the less stressful it will be to move it quickly and the less likely it is to run free.  Saanen Kerson, vice president of the Napa Community Animal Response Team, recommends practicing the process of moving animals in vehicles to prevent this from happening.</p>
<p>&#8220;If you have cats and dogs at home, we recommend just putting them in a box, putting them in the car once a month, just driving them around town, and then taking them home,&#8221; said Kerson .  “That way, it normalizes the situation for them.  They are used to walking in their pet carriers and they just know that dogs and cats do that sometimes. &#8220;</p>
<p>For a dog who loves driving, preparing for evacuation can be a breeze, but pets that are older, have an illness, or are more nervous may need some practice.</p>
<p>Training can also increase the chances of success in those worst-case scenarios when people evacuating their homes have to leave animals behind.  This is especially true of farm animals, Kerson said.  One of the most difficult situations evacuation workers get into is locking up groups of cattle that are not trained to load into trailers.</p>
<p>&#8220;When we are called to a site and have to run around a field to catch a horse, we are pressed for time to keep moving and being in the middle of an evacuation is not training time,&#8221; said Kerson.  &#8220;It&#8217;s not really the time to teach an animal everything it needs to know about loading trailers.&#8221;</p>

<p>Sometimes, like chickens or feral cats, animals have to stay behind.  But they can be safe at home while their owners are evacuated, as long as the room is clear of flammable vegetation and open food and water are available.</p>
<p>During the two evacuations in Napa County last year, Kerson said her team was responsible for screening these animals while the owners continued to stay away.</p>
<p>“We had hundreds of animals out in the field where they were safe.  The fire was over and they were fine, but their owners just couldn&#8217;t get back in because they were still being evacuated.  We also looked after these animals until those evacuation orders were lifted, ”said Kerson.</p>
<p>The final result?  &#8220;Evacuate early, even if you are not sure if it is necessary at all,&#8221; said Kerson.  &#8220;If you feel unsafe, go. Take your animals, go early, have plans.&#8221;</p>

<p>Kirby shelter staff attended the December 17th city council meeting and expected to learn about the cost of installing a heating system for the shelter&#8217;s large kennel area.</p>
<p>Jon Wayne Service Company employees stood behind the council chamber podium Thursday, describing the type and size of heating and cooling system the city would need for the kennel.</p>
<p>In the audience sat Kirby Animal Control Officer Ashley St. Denis, waiting to hear the cost &#8211; and assess the council&#8217;s reaction.  But instead of watching the Council, it was the Council that was watching her.</p>
<p>“They showed up and made their presentation.  At the end they said: &#8220;We would like to give this to you as a donation.&#8221;  That was it, that was all it took.  I started crying, ”said St. Denis.</p>
<p>Jon Wayne officials surprised the shelter&#8217;s staff with the announcement Thursday and worked hard the next morning to install the full $ 15,000 HVAC system.</p>
<p>David Herrera, an engineering specialist at Jon Wayne, said the company&#8217;s marketing team first reached out to Kirby to sponsor some guard dogs &#8220;so they could adopt them a bit faster,&#8221; he said.</p>
<p>While representatives from Jon Wayne were visiting, the shelter staff inquired about air conditioning and warmth in the kennel.</p>
<p>“I got involved.  You asked me to take a look at the website, ”he said.</p>
<p>While reviewing the scope of such a contract and speaking with the animal control officers, Herrera said the decision had been made to proceed with the free installation.</p>
<p>&#8220;We have a lot of animal lovers working at Jon Wayne, so we thought it would be just a great idea to give them the entire system,&#8221; he added.</p>
<p>First, according to St. Denis, the staff considered buying some gas heaters to be placed outdoors to &#8220;bring some heat&#8221; into the kennel and keep the dogs warm.</p>
<p>When Jon Wayne&#8217;s representatives arrived for that first meeting, St. Denis said, “I thought, &#8216;Well, it wouldn&#8217;t hurt to get an offer to see if a system would actually be put in place for the dogs.  &#8216;That way we wouldn&#8217;t have to worry about the gas heaters going on.  &#8220;</p>
<p>She didn&#8217;t know how much her request meant to Herrera and his staff.</p>
<p>&#8220;It was definitely not our original plan,&#8221; said Herrera.  “What really touched us was the animal control officers.  They are very committed to what they do and they have been extremely gracious.</p>
<p>&#8220;I remember them saying they thought the dogs deserved better than what they had,&#8221; he said.  “At night, when it got very cold, they just wanted them to have some relief.  That really touched us, and that really made us want to do this for them.  &#8220;</p>
<p>The office, the lobby as well as the doctor and cat rooms of the animal shelter were already heated and air-conditioned &#8211; only the large dog pen remained without heating and cooling.</p>
<p>&#8220;It&#8217;s a wide open bay that is cold and concrete,&#8221; said St. Denis.  “And it&#8217;s definitely suffocating out there in summer.  We&#8217;re trying to get fans out there.  We put buckets of ice in front of the fans to try and make it cooler for them.  &#8220;</p>
<p>Herrera said the initial intent is to see if a smaller unit would be enough.</p>
<p>&#8220;They thought that maybe only a very small system could be used. It would be something really simple, really easy that we could put in place for them,&#8221; he said.</p>
<p>“But when I got there, I realized that this was going to be a very big job.  It is a very large building with no insulation on the walls or ceiling.  It would take a very large system.  &#8220;</p>
<p>The next morning, workers arrived to begin installing an HVAC system that St. Denis said was far from certain would be outside of the shelter&#8217;s price range.  Jon Wayne&#8217;s staff worked late Friday night to get the job done.</p>
<p>Now St. Denis can put those buckets away and keep the ice cream in the freezer where it belongs this summer as their “hot dogs” will now be “cool canines” thanks to Jon Wayne.</p>

<p>The seismically safe facility offers improvements for animals, volunteers, staff and visitors</p>
<p><strong>San Francisco, CA. </strong>&#8211; Mayor of London N. Breed today announced the opening of Animal Care &#038; Control&#8217;s new state-of-the-art seismic safe shelter in the Mission District, which will be home to thousands of pets and wildlife coming through the doors each year.</p>
<p>With almost twice the area of ​​the old facility, the new 65,000-square-foot shelter at 1419 Bryant Street includes a modernized veterinary suite, better ventilation, improved cleaning systems to reduce the spread of disease, and mechanisms to more effectively control noise and odor.  The expanded play and training areas of the new animal adoption center and larger educational spaces will better serve the public, animal care staff and volunteers.</p>
<p>&#8220;During the pandemic, we made further progress on our critical infrastructure projects, supported good jobs and made our city more resilient,&#8221; said Mayor Breed.  &#8220;Thanks to our long-term planning and capital investments as well as the hard work and commitment of everyone involved in the project, we now have a modern, seismically safe new animal shelter where we can ensure that the animals we care for are housed in safe, hygienic and humane conditions The new facility also offers more space for education, training and volunteering. &#8220;</p>
<p>The agency takes in almost 10,000 animals of all species annually and operates San Francisco&#8217;s only open animal shelter, in which dogs, cats, rabbits, raccoons, goats, pigs, pelicans, snakes and squirrels are taken care of in addition to many other living things.</p>
<p>Planning for the facility began a decade ago and construction began two years ago.  Animal Care &#038; Control had been working in a former Depression-era warehouse on 1200-15th Street that had insufficient space for animals, staff, and volunteers, and it had failed to meet current earthquake and other life safety building regulations, to serve San Francisco&#8217;s 21st century needs.</p>
<p>Infrastructure projects like the new shelter create jobs and will be a critical part of the recovery from COVID-19 in San Francisco.  In its heyday, the project employed 110 people in the construction industry and created many more jobs with manufacturers, suppliers and partners in the project&#8217;s material supply chain.</p>
<p>&#8220;We are excited to continue our lifesaving work in a new, beautiful and safe facility,&#8221; said Virginia Donohue, executive director of Animal Care &#038; Control.  &#8220;We look forward to our innovative and improved home becoming a welcoming place for animals and the community.&#8221;</p>
<p>The shelter is where you can take in a found pet or look for a lost pet.  It offers an adoption program that includes dogs and cats as well as small and exotic animals.  The agency employs 55 people including a team of 12 animal control officers who respond to animal-related emergencies and investigate cases of animal cruelty and neglect.  Animal Care &#038; Control has a large pool of dedicated volunteers who provide animal enrichment, exercise and socialization to the animals.  In total, the volunteer team gives more than 27,000 hours of time annually and is of vital importance to the wellbeing of the animals.</p>
<p>Currently, the new shelter is limiting public access due to COVID-19 restrictions, but looks forward to welcoming visitors and volunteers back when it is safer.  In the meantime, Animal Care &#038; Control employees continue to respond to animal-related emergencies, offer virtual adoptions, and offer personal services such as handling lost property by appointment only.</p>
<p>“Our family has taken on a rescue in the past and while Birdie is no longer with us, she has brought a lot of joy into our lives. The new animal care and control facility will provide a place for healing and care for animals in need before they leave find new loving houses, &#8220;said city administrator Carmen Chu.  &#8220;San Francisco has long been a leader in animal welfare and this important project enhances the services ACC offers.&#8221;</p>
<p>The Friends of SF Animal Care &#038; Control (SFACC), a non-profit organization, worked hard to raise funds for the project.  &#8220;The Friends of SF Animal Care &#038; Control are honored to have played a role in supporting the new shelter,&#8221; said Lauren Weston, chairman of the Friends of SFACC board.  &#8220;It is heartwarming to know that our work will be important to so many animals and people alike.&#8221;</p>
<p>The new home for Animal Care &#038; Control included the adaptive reuse and refurbishment of the Market Street Railway Company&#8217;s original power station, which was built in 1893 and expanded nine years later.  The shelter was built on the original footprint of the building and retains the historic brick facade and industrial wooden windows.  However, it has been remodeled for a modern, multi-story facility that includes rooftop animal runs and a courtyard where animals can enjoy fresh air.</p>
<p>&#8220;The imaginative and thoughtful reuse of this historic building has been an exciting project for our team,&#8221; said Alaric Degrafinried, deputy director of public works in San Francisco.  &#8220;We have preserved an important part of the city&#8217;s past and delivered a safe, modern, and easy-to-use facility that will meet the needs of San Francisco for years to come.&#8221;</p>
<p>Public Works designed and managed the new facility on behalf of San Francisco Animal Care &#038; Control.  Clark Construction acted as general contractor.  The building features beautiful and colorful animal-themed artwork selected by the San Francisco Arts Commission.</p>
<p>&#8220;A shelter can be a very stressful environment for both pets and people,&#8221; said Ralph Remington, the city&#8217;s cultural director.  &#8220;Bay Area artist Favianna Rodriguez&#8217;s large-format wood and glass paintings greet those considering adoption and lost pet owners. Colorful and heartwarming, they help calm a charged situation. The beauty on The trick is that it can define the mood of a room, and that mood can help create a positive experience for all parties &#8211; furry, feathered, or otherwise. &#8220;</p>
<p>The $ 76.4 million project, which is part of San Francisco&#8217;s 10-year capital plan, was funded primarily with proceeds from equity certificates.  Certificates of attendance are a source of funding for the acquisition or improvement of existing or new facilities.  They are often backed by physical assets in the city&#8217;s capital portfolio and repayments are approved each year from the General Fund.</p>
