Redco Development and GCI General Contractors have purchased a 11,000 square foot office building in San Francisco for a discounted price of $28 million.

The local developer and the Mountain View-based builder bought the eight-story building at 300 California Street in the financial district, the San Francisco Business Times reported, citing an unnamed source. The seller was LeFrak of New York.

The price for the half-vacant building is $240 per square foot.

LeFrak purchased the Class B office building in 2014 for $58.25 million, or $485 per square foot, so the latest sale represents a 51 percent discount from the 2014 price.

The sale is the latest low-priced transaction in San Francisco, where the shift to remote work has left 36.6 percent of the city's offices vacant. Rents have plummeted. Valuations have plummeted. Refinancing has become more difficult in a clouded market affected by higher interest rates.

Property owners attempted to renegotiate expiring loans or returned the keys to their lenders in a market with newly set prices.

The deal for 300 California is expected to close next month, according to the Business Journal. The upcoming office sale is the latest in Downtown San Francisco, where interest in affordable real estate has increased among local and national investors.

The building is right next to the one where local investors SKS Real Estate Partners and The Swig Company bought a 22-story office building last summer for $61 million – 76 percent less than the asking price in 2020. The 297,600-square-foot building was one of the first office buildings to sell after the pandemic, and the price was set at about $200 per square foot.

Across the street, a 16,500-square-foot office building at California 255 is for sale for an undisclosed price.

This week, New York Life Real Estate Investors and New York-based Bridgeton bought a 76,000-square-foot office building at 410 Townsend Street in South of Market for $22 million, or $290 per square foot – 75 percent less than the sale price in 2019.

New York Life and Bridgeton are among the first foreign investors to purchase offices in San Francisco recently.

It is not clear what Redco and GCI plan to do with the boxy granite building at California 300, which was built in 1946 at the corner of California and Battery streets. Redco declined to comment to the Business Times.

According to online advertisements, around 5,700 square meters of office and retail space are available for rent, including a ground-floor store that was vacated by Amazon Go last year.

Late last year, Redco and Tonic Nightlife Group, a group of investors and members of the Harrington family, reopened Harrington's, the popular Irish bar in the financial district.

In March of last year, Redco and AEW Capital Management vacated a vacant First National Bank building at 1 Montgomery Street after defaulting on their mortgage payments.

Redco and AEW purchased the 9,200-square-foot office building in 2019 for $84 million. The price for the 115-year-old landmark was $840 per square foot.

San Francisco has secured $54.7 million in state funding that will help the city purchase a 160-room SoMa building to house formerly homeless people.

Officials said Tuesday the money from California’s Project Homekey will be used to purchase and operate the Panorama Building at Mission and Ninth Streets.

The state is providing approximately $46 million in capital funding, which will cover approximately half of the city’s $86.5 million acquisition cost. An additional $8.5 million from Project Homekey will cover operating costs.

According to the Office of the Mayor of London Breed, funds from the San Francisco Proposition C business tax will cover the remaining capital and operating costs.

Formerly a student residence, the building is particularly useful as it contains 40 three-bedroom suites that can accommodate families with children. The San Francisco Conservatory of Music and the California College of the Arts once leased the building, but both schools have now opened their own student housing.

San Francisco’s board of directors this year agreed to acquire the Panoramic — despite some neighborhood opposition — as the city seeks more housing options for those living on the streets. The city has approved the purchase or lease of nearly 1,200 of the 1,500 permanent housing units planned over the next two years.

The city also offers rental vouchers to help homeless people find housing.

But with more than 8,000 people currently homeless, more options are needed.

“As we continue to move forward with our homelessness recovery plan, we must use every opportunity and resource we have to ensure all people have the shelter and support they need,” Breed said in a statement.

City leaders said Project Homekey’s funding for the panorama is part of a $113 million funding round for five projects across the state. The five projects offer a total of 392 residential units.

San Francisco received $76.9 million last year from Project Homekey, which helped the city open about 360 assisted living units at the Hotel Diva and the Granada Hotel.

“It is critical that we provide more housing, shelter, prevention and distraction for the homeless in our community,” Shireen McSpadden, executive director of the city’s Department of Homelessness and Supportive Housing, said in a statement.

Hotel acquisition is a critical aspect of San Francisco’s efforts to help the homeless.

The city had attempted to purchase a tourist hotel in Japantown for similar accommodations, but the owner eventually backed out after residents and businesses opposed the plan.

Recently, San Francisco considered purchasing a 114-room residential hotel on Turk Street near Jefferson Square Park – less than a mile from the Japantown site. That building, a single-occupancy hotel called Vantaggio Suites, already has 42 residents and officials have said none will be evicted if the deal is approved next year.

SAN JOSE (CBS SF) – A home for homeless veterans could make big changes that could continue to provide shelter for veterinarians in the future.

“Veterans would know they don’t have to sleep in abandoned buildings or in their cars. You could come here, ”said Irvin Goodwin, the CEO of a nonprofit that operates veteran shelter in the East Foothills of San Jose.

Goodwin was homeless himself once.

“I lived in People’s Park in Berkeley 27 years ago. But when I was on a drug program and got my life under control, God gave me the spirit to help other homeless veterans, ”Goodwin said.

Since then, Goodwin has run homeless vet programs for the Veterans Administration and established a nonprofit to house homeless vets. Eight years ago he rented a former retirement home called “10 Kirk” with enough space for 150 homeless vets and provided them with drugs, alcohol, PTSD and other psychiatric services.

“I was convinced there was no way out, that this would be my life,” said
Kenneth Vernale, who was living under a bridge in San Bruno, when the Veterans Service found him a bed here two years ago.

San Francisco is pursuing purchases of four properties across the city by the end of the year to create homes with support services for the homeless.

The city looked at dozens of potential locations and selected a motel in the Outer Mission, a residential building for student dormitories in SoMa, a one-bedroom hotel in the Mission, and a tourist hotel in Japantown. Nonprofits will operate the websites and provide services such as a case manager who deals with tenant problems and links to drug use or mental health treatment.

The properties will add 368 residential units, part of the overall goal of building up to 1,000 units with local funding of $ 400 million and a corresponding government grant due to be available in September. The exact altitude of the land is not yet known. The purchases are part of the mayor’s goal to buy or lease 1,500 units by the end of 2022.

The need is great: at the last census in 2019 there were 8,000 homeless in San Francisco, and proponents suspect the number may have increased during the pandemic. More than 10,000 people in San Francisco live in around 8,000 residential units that are either owned or leased on a permanent basis by the city.

Last year the city temporarily moved thousands of people to hotels and purchased two hotels with hundreds of units for new permanent housing for $ 74 million, using a combination of local funding and funds from the state Homekey program. Governor Gavin Newsom has pledged $ 7 billion for the nationwide program over a two-year period.

Buying older buildings meant the city inherited problems – and some existing dissatisfied tenants – but elected officials and advocates largely praised the purchases as a much faster and cheaper way to accommodate the homeless than building new ones. An existing property to buy and refurbish cost around $ 323,000 per unit last year, compared to an estimated $ 800,000 for a new unit with affordable housing.

Proponents have pushed the city to buy more by using an inflow of cash from the voter-approved business tax increase for Proposition C.

The city is also reducing its temporary hotel program and is looking for permanent places for people, to which the new acquisitions – one of which is already running as a temporary hotel – could contribute.

The city will carry out a public campaign for the four locations under consideration at the end of August. Officials will then ask the board of directors to approve the purchases and negotiate the final sale with the owners, pending price with the city councilor.

The city hopes to purchase 52 units at the Mission Inn Motel on Mission Street south of Geneva Avenue and 25 units at the Eula Hotel, an SRO located near 16th and Mission Streets. The Panoramic, 160 units – a mix of studios and three bedrooms – in SoMa and the Kimpton Buchanan Hotel, 131 rooms in Japantown, are also in the mix.

Much of the city’s long-term supportive housing is concentrated in Tenderloin and SoMa, but two of the properties are in districts with little homeless housing: Outer Mission and Japantown. Supervisor Ahsha Safaí, who represents the district where the Mission Inn is located, has supported the purchase of more hotels, and each neighborhood is doing “its fair share” to accommodate the homeless. Still, the plan could cause controversy in a quieter, residential area.

“These are once-in-a-lifetime opportunities,” Safaí said. “For all those who oppose it, I would say that you can’t complain about the people on the street and do nothing to ensure that they have an apartment.”

Some residents already support. Steven Currier has lived in the Outer Mission, currently seven blocks from Mission Inn, for 28 years, and argued that people are “not just in District 6 (where the tenderloin is)” but all over town.

“Why not buy the hotel and move these homeless people, who are in and of themselves a pandemic, to permanent accommodation?” He said. “We are honored to be able to help these people.”

This is not the first time homeless programs have been set up in the district. Following complaints about trailers and vans parked on the streets, the city worked to open a space near Balboa Park where the homeless could live in their vehicles and receive services such as health care and links to permanent housing.

Currier said the six month public relations process leading up to the opening of the parking lot was “very volatile, very vulgar” at times. As co-chair of the community working group for the safe parking program, he saw it as a success, resulting in help for those in need and fewer complaints about road conditions. The property was closed so that affordable housing could be created on the property.

Currier hopes a motel that is being converted into homeless shelters will be better accepted.

For the owner of the Mission Inn, Amit Motawala, the opportunity to sell was attractive as the pandemic dragged on. The motel used to serve contractors who wanted to avoid night trips to the Central Valley during the week and international tourists who needed affordable accommodation.

As occupancy dropped dramatically, Motawala found another way to fill spaces last year through local nonprofit Swords to Plowshares, who provided emergency shelter to formerly homeless veterans before they settled in a permanent location. About half of the rooms are still available to veterans, he said.

Selling to fill the rooms with more needy people seemed like a natural solution.

“We saw this opportunity and think it is the right step,” said Motawala.

SAN FRANCISCO (AP) – Digital payments company Square Inc. says it has agreed to acquire Afterpay, which gives merchants a “buy now, pay later” option in an all-stock deal valued at approximately $ 29 billion offers.

Square said Sunday it had agreed to buy all of the shares in the Australian company and that the estimated value of the transaction was based on the closing price of Square’s common shares last Friday.

Square enables retailers to process credit card transactions with devices that plug into tablets or smartphones. The San Francisco-based company said the acquisition is expected to close in early 2022.

The company plans to integrate Afterpay into its services so that merchants can offer their customers the option of paying for goods later without a credit card. Afterpay users could manage their installment payments right in Square’s Cash app.

“Square and Afterpay have a common purpose,” Square CEO Jack Dorsey said in a statement.

About 70 million people use Square’s Cash app. As of June 30, Afterpay served more than 16 million users and nearly 100,000 merchants, including large retailers, the company said.

Installment payments are popular with retailers as they encourage customers to spend more money. And they allow customers who do not have sufficient credit or credit at the time of purchase to leave a store with the item they want. Payments are made in multiple installments without interest over time – unless customers are late, in which case additional fees or interest may apply.

“Afterpay is deeply committed to helping people spend money responsibly without incurring service fees for those who pay on time,” said a joint press release announcing the deal.

The city council voted Tuesday evening to borrow $ 2 million from its affordable housing fund to help residents, who are mostly low-income, buy their land and stay in the park.

Palo Mobile Estates Associates, who currently owns the park on 1885 East Bayshore Road, is currently filing for a subdivision which means the park will be converted into independent salable units. This means that residents who occupy spaces in the park can buy their land.

However, according to a report from the staff, the lots could be estimated at $ 260,000 for single lots to $ 325,000 for double wide lots. A resident survey found that most residents are interested in buying their property but would need around $ 100,000 in financial support per family to do so.

The $ 2 million city council loan would go to two community housing organizations: East Palo Alto Community Alliance and Neighborhood Development Organization (EPACANDO) and Preserving Affordable Housing Assets Longterm, Inc. (PAHALI).

EPACANDO is a non-profit developer of affordable housing and PAHALI is a community land trust. Both organizations will use the funds to help residents purchase their land.

Deputy City Director Patrick Heisinger said the $ 2 million loan will help use other funds to help more families.

“The donors really want to see a commitment from the city to know that the people are at the table and ready to help,” said Heisinger. “If we can bring more donors to the table, we could either provide more help to lower their housing expense ratio or help more households.”

Heisinger also said there was an urgent schedule to help residents as they would have to submit an offer to buy their property by early August and then have 60 days to complete the sale.

“For a lot of residents out there, this can be a pretty intimidating process,” Heisinger said, adding that it would take a lot of case management.

Before funds can be spent, city officials will prepare a grant agreement detailing how EPACANDO and PAHALI will identify families for support and spend the money. Heisinger said they plan to return in July with a full grant agreement.

Mayor Carlos Romero said he plans to review the grant agreement and looks forward to further funding.

“I really hope that EPACANDO and this city can convert that $ 2 million into $ 19 million,” said Romero. The “$ 2 million is the city’s bona fide money. It is important. It’s not our biggest investment. We’ve made much bigger housing investments, but it’s pretty important to start that engine. “

On Tuesday evening, the city council also voted to monitor several homeless camps that have been reported in recent months, such as Bell Street Park, which is home to 11-13 homeless people.

Rather than building a “sanctioned” camp – which is a designated area for the homeless to stay overnight – the city plans to monitor the camps and provide portable toilets, hand washing facilities and garbage disposal services.

The city also plans to work with San Mateo County to make it easier for people in the camps to access hotel or motel rooms. These are rooms that were converted into transitional apartments during the COVID-19 pandemic through the government initiatives Project Roomkey and Project Homekey.
