<p class="prntac">2021-2022 Civil Grand Jury Publishes &#8220;Shovel Ready: Best Practices and Collaboration to Improve San Francisco&#8217;s Capital Construction Program&#8221;</p>
<p><span class="xn-location">SAN FRANCISCO</span>, <span class="xn-chron">April 13, 2022</span> /PRNewswire/ &#8212; The 2021-2022 San Francisco Civil Grand Jury today released its report on best practices and collaboration to improve <span class="xn-location">San Francisco&#8217;s</span> capital construction program.  The Jury&#8217;s interest in investigating this subject stemmed from its desire to follow up on recommendations made in prior Jury reports, including <span class="xn-location">San Francisco&#8217;s</span> City Construction Program: It Needs Work (2015) and Van Ness Avenue &#8211; What Lies Beneath (2021), which City leaders agreed to adopt, but have yet to implement.</p>
<p><span class="xn-location">san francisco</span> relies on contractors for most of its capital construction projects, budgeted at <span class="xn-money">$39 billion</span> for the 2020-2029 period.  To ensure the greatest chance of success, these projects require relevant experience, use of construction best practices, and close collaboration between the city and contractors.</p>
<p>One recommendation from the 2015 report focused on the need for City departments charged with managing capital construction projects to create and adopt a contractor performance evaluation database.  The purpose was to find the best contractor for the job, by requiring these city departments and contractors to evaluate each other&#8217;s performance during and after a construction project, thus ensuring accountability, transparency and two-way communications.  The Mayor, Board of Supervisors and head of each applicable department all agreed the database would have a meaningful and positive impact on project quality, budgets and timelines.</p>
<p>&#8220;Six years after the City decided to create this database, and two years after it was developed, the database remains unused,&#8221; said <span class="xn-person">Michael Hofman</span>, Jury Foreperson.  &#8220;No department has entered data since <span class="xn-chron">February 2020</span>.  As a result, there is little contractor information in the database, and since the database isn&#8217;t being populated with evaluations, it&#8217;s unlikely to be used in selecting contractors.  The City is failing to benefit from lessons learned on construction projects, and given the high stakes nature of the City&#8217;s capital construction projects, we want to see this change.&#8221;</p>
<p>The database, however, is only one example of a construction best practice.  The Jury&#8217;s report finds that the City misses opportunities to benefit from other construction best practices too.</p>
<p>About the San Francisco Civil Grand Jury<br class="dnr"/>The Superior Court selects 19 San Franciscans to serve year-long terms as Civil Grand Jurors.  The Jury has the authority to investigate City and County government by reviewing documents and interviewing public officials and private individuals.  At the end of its inquiries, the jury issues reports of its findings and recommendations.  Agencies identified in the report must respond to these findings and recommendations within either 60 or 90 days, and the Board of Supervisors conducts a public hearing on each Civil Grand Jury report after those responses are submitted.</p>

<p>SAN FRANCISCO (CBS SF) — The San Francisco Bay Area Water Emergency Transportation Authority has been awarded $3.4 million by the US Federal Transit Administration to build a zero-emission, electric ferry to launch a new service between San Francisco&#8217;s growing Treasure Island and Mission Bay neighborhoods.</p>
<p>The authority oversees the San Francisco Bay Ferry which currently operates water routes connecting the cities of Alameda, Oakland, Richmond, San Francisco, South San Francisco and Vallejo.</p>

<p>The grant will support a new network of zero-emission, short-hop ferry services along San Francisco&#8217;s waterfront.</p>
<p>The first vessel will bring ferry service to Treasure Island, where 8,000 residential units are planned or currently under construction, and help ease the potential traffic bottlenecks on the San Francisco-Oakland Bay Bridge.</p>
<p>&#8220;Mission Bay and Treasure Island are rapidly growing, and both have transportation challenges,&#8221; said Jim Wunderman, Chair of the WETA Board of Directors.  “This grant helps provide a solution to those challenges, and at the same time advances WETA&#8217;s transition to zero-emissions technology.”</p>

<p>Mission Bay, on San Francisco&#8217;s eastern waterfront is the home of Chase Center and Oracle Park, a major UCSF medical campus and a growing number of employers and residential development. </p>
<p>The electric vessel will operate out of a new Mission Bay Ferry Terminal that is expected to be complete as early as 2025. In the meantime, the vessel will serve a temporary terminal at Pier 48 ½, where WETA currently provides San Francisco Bay Ferry special event service for home Golden State Warriors games.</p>
<p>The vessel is one of four that will operate as a part of this new service.  In 2020, WETA received a $9 million grant from the California State Transportation Agency to build a battery-electric ferry along with shoreside charging infrastructure.  WETA will be seeking future grant funding for the two additional zero-emission ferries and corresponding charging infrastructure.</p>

<p>SAN JOSE (CBS SF) &#8211; The new building in unincorporated Santa Clara County must have all-electric heaters and appliances, as well as connections for charging electric vehicles, according to a new ordinance passed by regulators on Tuesday.</p>
<p>The ordinance to reduce greenhouse gas emissions prohibits natural gas connections in new buildings and calls for the use of electricity for &#8220;water heating, space heating, cooking, drying clothes, indoor and outdoor fireplaces as well as decorative devices&#8221;.  New homes must also have cabling for the installation of battery storage systems.</p>

<p>For residential and non-residential high-rise buildings as well as hotels and motels, the measure also requires the installation of solar power.</p>
<p>When charging electric vehicles, the requirements vary depending on the size of the building.  Single-family houses and townhouses require at least two electric vehicle sockets.  Today, larger non-residential projects require high-capacity charging systems and dedicated parking spaces for charging.</p>
<p>According to district officials, the measure goes beyond state requirements that encourage all-electric construction.</p>
<p>Supervisor Otto Lee said in a statement: &#8220;This is clearly in line with our climate protection plan and will help us achieve our goal of being 100% CO2 neutral by 2045.&#8221;</p>

<p>In addition to reducing greenhouse gas emissions, officials claim that all-electric designs are generally less expensive because they don&#8217;t require natural gas lines, meters, and vents.</p>
<p>Jasneet Sharma, director of the district&#8217;s sustainability bureau, touted building electrification and the use of electric vehicles as a cost-effective, low-risk way of reducing greenhouse gas emissions.</p>
<p>&#8220;That means improved indoor air quality and safety for our residents, fewer gas-powered vehicles on our roads and fewer pollutants in the atmosphere,&#8221; said Sharma.</p>
<p>Some exceptions apply, including hospitals and correctional facilities and buildings where all-electric devices are “not feasible”.  Also excluded are certain accessory apartments (ADU) that are completely contained in a single-family house that is already piped for natural gas.</p>

<p>Stephen Bechtel Jr., a San Francisco philanthropist and retired CEO of a global construction company that started out in San Francisco, died Monday morning in his 12th floor penthouse in Pacific Heights.  He was 95.</p>
<p>Bechtel&#8217;s death was confirmed by a publicist at Bechtel, based in Reston, Virginia.  The company with 55,000 employees and many subsidiaries was founded in San Francisco in 1898 by Bechtel&#8217;s grandfather Warren A. Bechtel.  No cause of death was given.</p>
<p>Steve Jr., as he was known, became CEO at the age of 35 and ran the company from 1960 to 1990. During his tenure, what started as an engineering firm focusing on projects in the Bay Area grew into a global leader in the construction industry.  , built large infrastructure projects on six continents while sales and employees grew exponentially.</p>
<p>He retired in 1990 at the age of 65 and was succeeded as CEO by his son Riley Bechtel.</p>
<p>&#8220;My grandfather leaves a remarkable legacy of achievement, integrity, excellence and commitment to customers and communities,&#8221; said Brendan P. Bechtel, CEO and Chairman of Bechtel, on Monday.  &#8220;In every aspect of his life, he was driven by his strong values ​​and vision of building a better world that still guide us today when we work with customers.&#8221;</p>
<p>Probably the largest Bay Area project that Bechtel implemented under his leadership was the construction of the Bay Area Rapid Transit System (BART).  In 1974, Bechtel hired George Shultz and promoted him to president a year later before becoming Secretary of State under President Ronald Reagan.  The two have often been spotted in the social whirlwind of San Francisco with their wives Charlotte Shultz and Betty Bechtel.  Shultz died in February at the age of 100.</p>
<p>In 2018, the company moved its global headquarters from San Francisco and Houston to the Washington, DC area.  Bechtel&#8217;s focus in recent years has been on the SD Bechtel, Jr. Foundation, which began operations in December.</p>
<p>&#8220;He was a great man,&#8221; said retired Marine Major Mike Myatt, who worked for Bechtel from 1995 to 2001, overseeing the construction of a high-speed rail line in Korea.</p>
<p>Later, when Myatt ran the Marines Memorial Club, he could count on his fellow Navy fellows to fund a scholarship every year through his foundation for high school graduates interested in STEM (science, technology, engineering, and math) education were.</p>
<p>“He really loved San Francisco and whatever we needed we could always call him.  He was a generous man who wanted to do something useful, ”Myatt said.</p>
<p>One of those purposes was the Veterans Memorial, inaugurated in 2012 on the square between the War Memorial Veterans Building and the Opera House.  The project cost 2.5 million US dollars, the Bechtel Foundation contributed half.</p>
<p>The foundation also made a large donation to begin construction of the Korean War Memorial, a $ 4 million memorial that opened in the Presidio of San Francisco in 2016.</p>
<p>&#8220;This Bechtel donation was the first major donation we received at the beginning of our work,&#8221; said Gerard Parker, executive director of the Korean War Memorial Foundation.  &#8220;It had a snowball effect on our fundraising.&#8221;</p>
<p>Stephen Davison Bechtel was born in Oakland on May 10, 1925, and was a graduate of Piedmont High School, which served in the US Marine Corps.  He earned his bachelor&#8217;s degree from Purdue University in Indiana and an MBA from Stanford University.</p>
<p>In 1991, President George HW Bush awarded him the nation&#8217;s highest honor for technological achievement, the National Medal of Technology and Innovation.</p>
<p>Forbes estimates Bechtel&#8217;s net worth in 2021 at $ 2.9 billion, based on a 20% stake in the company.</p>

<p><strong>CHICAGO (CBS) &#8211;</strong> You sent us an email, you tweeted us, you posted on Facebook.  Morning Insiders continue to investigate complaints about construction noise while people are stuck at home.</p>
<p>Lauren Victory of CBS 2 investigated why condominium conversions are allowed in Chicago and banned in other cities.</p>

<p>From rehab units to building-wide brickwork, the construction noise drives some people crazy.</p>
<p>A disgruntled Steve Dishler posted a video on Mayor Lori Lightfoot&#8217;s Twitter page about construction noise in his Lakeview building after management, his city council and the Department of Buildings said nothing illegal was happening so the work did not stop can be</p>
<p>“A thousand people live in this building.  The students are obviously unable to carry out their work.  Parents cannot rest their babies during the day.  I cannot do my job.  It&#8217;s incredibly inconsiderate, ”he said.</p>

<p>How many other people are fed up with recording their moves in public?  CBS 2 reviewed the 311 logs.  Within a few minutes&#8217; walk of Dishler&#8217;s building, two complaints about equipment noise have been filed in the past 20 days.</p>
<p>CBS 2 asked Governor JB Pritzker&#8217;s office why condominium remodeling and facade work were not on hold until the stay at home order was cleared.</p>
<p>Consider other cities like Boston that have stopped construction since March unless it&#8217;s an emergency.  San Francisco limited the crew to health and public works projects.  Elective additions and maintenance are prohibited in Dallas.  so is remodeling.</p>
<p>In Illinois, the governor&#8217;s stay at home makes construction an essential business.</p>

<p>Although the mayor can shut down the lakefront and large parks, city officials said they had opted for condominium associations to call for building construction to be stopped.</p>
<p>This might be a mystery to some housing associations.</p>
<p>&#8220;We as the building&#8217;s representative could be sued for unauthorized conclusions from a contract,&#8221; an anonymous woman told us about the ongoing construction work on her condominium building.</p>
<p>She said it was impossible to get anything done with all the noise the work made.</p>
<p>&#8220;I was sometimes unable to attend work meetings because it was so loud,&#8221; she said.  &#8220;When I asked how long it was going to be, they said they still have a lot of woodwork to do.&#8221;</p>
<p>The threat of bills prevented the apartment sign from putting down the gavel for renovation work in the building.</p>
<p>&#8220;I just think that the state shouldn&#8217;t make them choose between taking legal action and protecting residents,&#8221; the woman said.</p>
<p>CBS 2 never heard directly from the governor&#8217;s office, but Pritzker answered a question about city rules at Monday&#8217;s press conference.</p>
<p>&#8220;The communities have the option to have stricter rules than we have proposed on any subject,&#8221; he said.</p>
<p>A city spokesman reiterated that residents can call 311 with noise complaints.</p>

<p>Another project by the Rotterdam-based practice is starting construction in San Francisco.  MVRDV&#8217;s newest mixed-use building, named Building A, is part of the city&#8217;s new Mission Rock master plan.  The team designed a 23-story tower with wavy balconies that extend to the west facade of the building and suggest a &#8220;rocky&#8221; appearance. </p>
<p>According to the company, the blocky topography of their tower was inspired by California landscapes to form a low to tall structure that creates a canyon-like space that opens into the harbor.  The structure&#8217;s rooftop decks &#8220;add to the internal amenities for residents, while sharing the canyon with people who work in offices on the lower floors,&#8221; shares MVRDV.  &#8220;The internal, canyon-like road is an integral part of a series of public spaces that stretch the landscape from China Basin Park to the building itself and into the heart of the Mission Rock master plan, connecting the various lots.&#8221; </p>

<p>The Mission Rock Masterplan is part of the city&#8217;s goal to help revitalize the area by connecting the public space to the surrounding buildings from the ground floor.  The 28-acre property &#8220;is part of a public-private partnership formed by the San Francisco Giants, Tishman Speyer, and the Port of San Francisco with the goal of developing a mixed-use waterfront neighborhood near Oracle Park. &#8221; </p>

<p>Investigators are still trying to find out why a local handyman allegedly shot and killed a friendly construction worker nicknamed the &#8220;Mayor of City Island&#8221;.</p>
<h3>Video transcript</h3>
<p><span class="speaker">&#8211; &#8211;</span> A truly bizarre and tragic story in a part of the Bronx that is usually idyllic.  On City Island, a woman is shot dead by a man on a bicycle for a reason we do not yet know.  The victim&#8217;s friend happened to be there too.  And he jumped in his car, chased the shooter down, beat him, and then held him for cops.  Why is that happend?  Here is our Eyewitness News reporter Jim Dolan.</p>
<p><span class="speaker">JIM DOLAN:</span> Despite the murder of a colleague this afternoon, workers had to stop working on City Island tonight or the residents would not have had water.  It was an emotional day.  The neighbors left flowers on the bridge that leads to and from City Island.  Nearby, police investigators at the scene were meticulous with the bike they believe the gunman was riding when he shot and killed a crew worker.</p>
<p><span class="speaker">LYON&#8217;S TEETH:</span> She did the slow and the stop, you know  She had the sign and we&#8217;re coming to the island to slow down.  Very nice.  She actually had lunch the other day and got up.  And that&#8217;s a good worker.</p>
<p><span class="speaker">JIM DOLAN:</span> The crew started work around 6:30 this morning to replace a water pipe.  They crossed the street around noon to have lunch in this waterfront park on City Island.  About half an hour later, they heard the gunshots.</p>
<p><span class="speaker">&#8211; &#8211;</span> The shots rang out and you know you never know.  Because you have Rodman&#8217;s neck that&#8217;s right here.  So shots are always fired.  So you don&#8217;t know, but this sound is too clear and it was right outside the door.</p>
<p><span class="speaker">JIM DOLAN:</span> Police say the victim&#8217;s friend chased the suspect in that car and rammed him into his bike.  You can see the damage.  Police say the driver beat the suspect and held him for the police.  The construction workers had been here on City Island for a few weeks.  So many here knew the 52-year-old victim.</p>
<p>The story goes on</p>
<p><span class="speaker">&#8211; &#8211;</span> She was a very, very nice person.  Very bubbly personality.  The last kind of person you&#8217;d want to see something like this happened.</p>
<p><span class="speaker">LYON&#8217;S TEETH:</span> She was a doll, she was good.  We all understand they work, you know.  Wait for the traffic.  It wasn&#8217;t a big deal.  I don&#8217;t know how anyone can be so angry.</p>
<p><span class="speaker">JIM DOLAN:</span> The victim is 52-year-old Lizabeth Mass.  She lived in Brooklyn.  The 67-year-old man, who rode a bicycle and was being held for the police, is in custody.  Police interviewed the friend who witnessed the shooting.</p>

<p>Mission Rock Development in San Francisco has been under construction since last year, and prefabrication is an important part of building the project.  The 28-acre mixed-use development, valued at $ 2.5 billion, is a public-private partnership between the Port of San Francisco, the San Francisco Giants and commercial real estate company Tishman Speyer.</p>
<p>Prefabricated building systems company Clark Pacific worked with owners and design firms like Henning Larsen, MVRDV, Studio Gang, and WORKac to come up with a prefabricated solution that also matched the aesthetics of the project, adding natural and iconic Californian scenes to the exterior.</p>
<p>Permission granted by the Port of San Francisco</p>
</p>
<p>Clark Pacific carried out the design work for free, with an agreement that the prefabrication contract would be awarded if the project&#8217;s design goals and budget can be met.  It has since been awarded the project.</p>
<p>When Mission Rock is fully built in 2026 and is on the San Francisco waterfront and a bridge from the Giants&#8217; Oracle Park, it will be up to 2.8 million square feet and include:</p>
<ul>
<li>1,200 residential units, 40% of which will be affordable.</li>
<li>Improvements in public access to the water.</li>
<li>Resilience against a 66-inch sea level rise and adjustment features. </li>
<li>8 hectares of new parks and open spaces.</li>
<li>Up to 1.4 million square meters of office space.</li>
<li>More than 200,000 square meters of retail and manufacturing space.</li>
<li>Refurbishment of the historic pier 48.</li>
</ul>
<p><span>For example, elevated loading ramps have been designed so that they can be used as pedestrian paths when the water level rises.</span></p>
<p>Jim Lewis, director of sales at Clark Pacific, said the early collaboration style between the prefabrication team and the Mission Rock team was similar to the way the company operates at Apple&#8217;s &#8220;Spaceship&#8221; headquarters in Cupertino, California, and was necessary to a design to reach. <p>The challenge is to make these projects constructible and still aesthetically pleasing to the customer.  A large team of engineers and designers plays a key role.</p>
<p>&#8220;We have integrators in various disciplines within Clark Pacific,&#8221; he said.</p>
<p>As part of this collaboration, Lewis said, the customer starts with a list of must-haves and then the team goes from there.</p>
<p>&#8220;And then we do a deep dive internally,&#8221; he said, &#8220;to see if we can change materials, change thicknesses, change a little detail, change the window profile &#8230; and then we work on it.&#8221;</p>
<h3 class="standard-heading">Efficient and beautiful</h3>
<p>Using prefabricated houses on such high profile projects should help expose the misconception that prefabricated houses are always useful, according to Lewis.</p>
<p>&#8220;It&#8217;s totally changing,&#8221; he said.  &#8220;You can do iconic architecture and have it pre-fabricated. You just have to start early.&#8221;</p>
<p>The COVID-19 pandemic naturally presented a challenge to the process as many of the typical face-to-face presentations and meetings were virtual, he said.  The gatherings, which were held in person, had to be carefully planned to comply with social distancing and other safety guidelines.</p>
<p>But when it comes to protecting against COVID-19, prefabrication also offers some advantages.  If a significant portion of a project is prefabricated off-site, fewer on-site craftsmen are required.</p>
<p>Often, Lewis said, there is little control over who goes in and out of a project site.  This is easier to control in a prefabricated &#8220;production bubble&#8221;.</p>
<p>&#8220;It&#8217;s a game changer,&#8221; he said.</p>
