<p>Kickoff to the final game of the NFL season is only hours away.  Super Bowl 56 will pit the Los Angeles Rams against the Cincinnati Bengals.  at 6:30pm ET tonight at SoFi Stadium in Inglewood, CA.</p>
<p>This matchup was cemented on January 30 when Cincinnati upset Kansas City in the AFC Championship game, and LA came back to down San Francisco in the NFC title contest.</p>
<p>Cincinnati, which won the opening game of Conference Championship Sunday, saw its Super Bowl odds shorten all the way from +800 to +140.  They moved back to +145 after Los Angeles took down San Francisco in the late game.  The Rams&#8217; Super Bowl odds improved to -175.</p>
<p>The Rams vs Bengals stats show that LA opened as -190 moneyline favorites.  That number has shortened a little as of Sunday morning.</p>

<p>The Bengals opened as +160 moneyline underdogs.  By Feb 7, The Bengals were seeing average odds of +166, while LA had shortened to average odds of -199.</p>
<p>As of Sunday morning, the best Rams number you could get on the moneyline was at Caesars Sportsbook, where LA was at -185.  At BetMGM, that figure is as short as -208.  In terms of payout, a $100 bet on the Rams would net an extra $6 on the longer Caesars odds.</p>
<p>Betting on the Bengals to pull off an upset?  You&#8217;ll want to nab them at BetMGM, where they&#8217;re at the longest odds at +175.  Compare that to DraftKings, where they at +160.  That&#8217;s a $15 difference in payout on a $100 bet should Cincinnati hoist the Lombardi Trophy.</p>
<h3>Moneyline Bets Predict Bengals Upset</h3>
<p>Looking at the Rams vs Bengals picks, the books opened with LA as the 3.5-point favorite.  That&#8217;s been bumped up a half-point at most sportsbooks — and as high as Rams by 4.5 at BetMGM.  Maybe it&#8217;s the better odds, or maybe bettors have tired betting against Joe Burrow unsuccessfully, but the NFL public money trends show 64% of the handle and 64% of the total bets on the Bengals as of Saturday night.</p>
<p>In tracking the biggest bets on Super Bowl 2022, the largest bets are on the moneyline, both on Cincinnati.  Both were made at Caesars, catching odds of Bengals at +170.  One wager went for a cool $5 million, which would net a profit of $8.5 million.</p>

<p>The second-highest bet was for $4,534 million, which would earn a payout of $7,707 million and change.  A moneyline wager on the Rams is the fourth-highest.  Listed at a non-US book, the $600,000 wager would bring the bettor back $306,000.  In the United States, a Rams win at -200 at PointsBet for $240,000 would return a profit of $120,000.</p>
<p>The final Rams vs Bengals injury report doesn&#8217;t show much advantage either way, with Rams tight end Tyler Higbee the only significant listed as out on either side.</p>
<h3>Should You Be Taking the Rams?</h3>
<p>This Super Bowl is a neutral site game only by definition, as the Rams will be the second straight team to play a Super Bowl at their home stadium, following Tampa Bay last year.  They&#8217;re also considered the visitors in this one, and will prepare in the visitor locker room.  Other than that, this is their game at SoFi Stadium, along with a more star-studded lineup, there&#8217;s a reason LA&#8217;s line has continued to shorten as we get close to kickoff.</p>
<p>With their odds as low as -185 still at Caesars, if you like the Rams, that&#8217;s going to be the best number to get them at.</p>
<p>If you&#8217;re like the rest of the betting public, however, you&#8217;re leaning towards a Bengals upset, and their odds have only gotten longer.  You may as well get the best odds, at Caesars (+175).</p>
<p>Me?  I think it&#8217;s close, and has a Hollywood ending, with the Rams coming out on top.  Even though the team that wins the Super Bowl almost always covers the spread, I don&#8217;t think it happens here.</p>

<p>SANTA ROSA (BCN) &#8211; Sonoma County&#8217;s board of directors voted this week to have the<br />District headquarters in downtown Santa Rosa by 2027, a move that could cost the district up to $ 55 million a year.</p>
<p>The decision to move was triggered by rising operating costs and a lack of expansion options at the current location in the north of Santa Rosa.  In a 4-1 vote on Tuesday, the board approved the continuation of a new location, which is 7.4 acres in the former Sears Auto Center on the Santa Rosa Mall.</p>

<p>Two other options were suggested: sticking to the current location or moving to a combined location already owned by the city of Santa Rosa.</p>
<p>Prior to the meeting, the county&#8217;s General Services Department conducted a site assessment and cost feasibility study and concluded that rebuilding at the current site &#8211; a project valued at between $ 37 million and $ 46 million annually for 30 years &#8211; was the fastest and was cheapest<br />Option for the district.</p>
<p>The Sears location was the second most expensive option due to the $ 20.75 million acquisition cost and the cost of renting the parking lot in the Santa Rosa Mall.</p>
<p>However, the move also brings back some money, as the current location restrictions mean that no additional space needs to be rented.  The new location also offers greater proximity to a SMART train station and the rest of downtown Santa Rosa.</p>

<p>Supervisor David Rabbitt, the only one against, disapproved of the new website primarily because he felt the financial implications of the move were not properly discussed.</p>
<p>&#8220;Usually the first thing you do when buying a home is pre-approved a loan,&#8221; Rabbitt said.  “We said, &#8216;What do I want to buy?&#8217;  and pick the most expensive downtown area &#8230; My only worry is that in downtown Santa Rosa we will own an empty lot for a product we do<br />You can&#8217;t necessarily build on that. &#8220;</p>
<p>Under the district&#8217;s current plan, 30 percent of employees would work remotely, and some employees in departments like the Sonoma County sheriff&#8217;s office and the Sonoma County District Attorney would not be relocating to the new location.</p>
<p>Prior to the sale, the seller of the Sears site agreed to demolish the buildings that currently occupy the area on which the county plans to erect an 18-story office tower, among other things.  Construction is not expected to start until winter 2025.</p>

<p>San Francisco voters are in favor of a $ 487.7 million loan to meet some of the city&#8217;s most pressing needs, including mental health facilities, shelter for the homeless, and upgrades to public parks.  In the election results released early Wednesday morning, Proposal A results show that 233,931 voters (71.07 percent) are in favor and 95,215 (28.93 percent) are against the proposal.</p>
<p>Prop. A, the San Francisco Health and Recovery Bond, was helped by Mayor London Breed and the Board of Supervisors to raise $ 487.7 million in property taxes to provide housing for homelessness and mental health facilities, parks and Fund road works.</p>
<p>The bond is timed so that property owners do not experience any increase in taxes owed and 50 percent of the costs can be passed on to tenants.</p>
<p>When it was put on the ballot, Breed said the bond &#8220;comes at a critical time for our city.&#8221;</p>
<p>&#8220;COVID-19 has shown us the importance of having safe and accessible outdoor spaces and recreational opportunities, and has underscored the need to create more permanent supportive housing while improving our behavioral health resources,&#8221; she then said.</p>
<p>Two thirds of the votes are required for the loan.</p>
<p>Of the total loan amount, $ 207 million would be used for public facilities and housing for the homeless in need of help with mental health and substance use disorders.</p>
<p>About $ 239 million would be used for parks and open spaces, including $ 54 million for the renovation of Portsmouth Square in Chinatown, $ 30 million for the Gene Friend Recreation Center in SoMa, and $ 29 million for India Basin in Bayview for a waterfront park.</p>
<p>And $ 41.5 million would be used for road renewal and other repairs.</p>
<p>The bond would result in annual property tax costs of approximately $ 8.13 for a $ 600,000 home, according to City Controller&#8217;s analysis.</p>
<p>With interest on the general notes, the total cost is estimated at $ 960 million.</p>
<p>One paid argument against the loan came from retired Judge Quentin Kopp, a former manager and ethics commissioner, who said voters should &#8220;break the cycle of dependence on our hard-earned tax dollars.&#8221;</p>
