SAN FRANCISCO — The San Francisco District Attorney’s Office and the San Francisco Police Department this week will start renegotiating an agreement to cooperate on investigations involving police officers with the help of the state Attorney General and San Francisco’s mayor and city attorney, officials said Monday.

California Attorney General Rob Bonta, San Francisco Mayor London Breed, and San Francisco City Attorney David Chiu said in a joint statement their offices will get involved to make sure the two agencies reach an agreement that addresses compliance, accountability and mutual expectations.

Such an agreement “is an important tool for advancing transparency and accountability, which are cornerstones in ensuring effective policing and fortification of trust between law enforcement and the communities they serve,” Bonta, Breed and Chiu said.

San Francisco Police Chief Bill Scott said in a Feb. 2 letter to District Attorney Chesa Boudin that he was terminating the agreement to cooperate in DA’s investigations of police shootings, in-custody deaths, and uses of force resulting in serious bodily injury because of concerns over the office’s impartiality.

Scott cited court testimony by an investigator with the DA’s office who said she felt pressured to sign an affidavit against an officer on trial that left out evidence that could have possibly helped the officer.

Boudin denies violating the agreement. Rachel Marshall, a spokesperson for Boudin’s office, said the agreement has room for improvement and that the DA’s office remains committed to prosecuting unlawful use of force.

We are hopeful that we will be able to reach an agreement that preserves our ability to conduct independent investigations of police use of force,” she said.

The memorandum of understanding was first reached between Scott and Boudin’s predecessor in 2019 and was renewed last year for another two years. The purpose of the agreement was to give the DA’s office the lead in criminal investigations of police and give the public confidence in decisions to charge officers.

Scott in a statement praised Bonta, Breed and Chiu’s involvement in the efforts to reach a new cooperation agreement with the DA’s office.

“Accountability and transparency must be mutually honored by both parties in agreements such as these,” Scott said in a statement.

SAN FRANCISCO (CBS SF) – The San Francisco Department of Health confirmed Thursday that the House of Prime Rib had voluntarily closed to investigate complaints of alleged foodborne illnesses at the popular restaurant.

The city’s health department issued a press release Thursday saying it was “aware of ongoing online complaints and alleged foodborne illnesses related to the House of Prime Rib on 1906 Van Ness Avenue”.

“The owner has agreed to be voluntarily accessible to the public for 24 hours from today (May 13th) so that the DPH health inspectors can ensure that the preparation of meals and the handling of food are safe and coded,” it says in the explanation.

The restaurant had been serving takeaway for much of the COVID-19 pandemic but resumed dinner service in the restaurant in March.

The announcement said the SFDPH office had a total of 22 disease complaints related to the restaurant by Thursday morning. So far, officials from the Ministry of Health have interviewed a total of 55 people as part of their investigation into possible foodborne illnesses.

“The epidemiologically-based interviews with the complainants include identification of common foods, symptoms, time from eating the meal to when they feel sick and other potential exposures,” the memo reads.

According to the department’s standard protocol, the latest complaints led SFDPH officials to conduct a food-borne illness test at the restaurant on Tuesday. This on-site inspection revealed no causal link between the observations made and the suspected foodborne diseases.

The restaurant reported on the visit on its Instagram page.

SFDPH officials said the investigation into the diseases associated with the restaurants was ongoing and noted that the department would track any additional reports of foodborne illnesses.

“We are working closely with the restaurant owner to identify possible problems in the facility that could lead to foodborne diseases,” the statement said.

The department also noted that it is informed through a variety of private online websites sharing experiences and complaints about foodborne diseases. However, anyone who has symptoms of a foodborne illness is strongly encouraged to submit a formal report on the San Francisco Department of Public Health website.

MOUNTAIN VIEW (CBS SF / AP) – The European Union accused Google of stifling competition in digital advertising technology, and regulators there announced Tuesday that they launched a new technology giant for antitrust investigations on Tuesday.

The European Commission announced Tuesday that it had opened a formal investigation to investigate whether Google has violated the bloc’s competition rules by favoring its own online display advertising technology services at the expense of competing publishers, advertisers and advertising technology services.

The study underscores the European concerns about Google’s dominance in the online advertising industry and whether Google is using its data lead to consolidate its position in the display advertising market, which the EU Commission estimates is valued at 20 billion euros annually. This month, the French antitrust authority fined Google more than 220 million euros for abusing its dominance in online advertising, while in the UK it entrusted the competition watchdog with the task of setting “cookies” for ad tracking from the Chrome browser to monitor to clarify an investigation.

Online display ads are banners and text that appear on websites such as newspaper home pages and are personalized based on an Internet user’s browsing history. Search ads, on the other hand, appear next to search engine results and are based on keywords that users are searching for.

The Commission, the EU executive and the bloc’s top antitrust authority, signaled that it is looking into YouTube in particular and whether Google is using the video-sharing site’s dominant position to favor its own ad-buying services by placing restrictions on competitors imposed.

According to Google, competition in online ads has made them more affordable and relevant, lowered fees, and expanded options for publishers and advertisers.

“Thousands of European companies use our advertising products to reach new customers every day and to fund their websites,” said a prepared statement from Google. “They choose them because they are competitive and effective. We will continue to work constructively with the European Commission to answer their questions and to show European businesses and consumers the benefits of our products. ”

The investigation signals a renewed attempt by Margrethe Vestager, head of competition and executive vice president for digital of the EU commission, to curb the market power of Google. It has already fined Google 8.2 billion euros (now 9.7 billion US dollars) in three different antitrust proceedings. However, it was criticized that the investigations lasted too long and the fines were little deterrent because the company could easily afford them.

“Online advertising services are at the heart of how Google and publishers monetize their online services,” said Vestager. Google collects data to be used for targeted advertising while it also sells ad space and acts as an intermediary between online advertisers and publishers, she said.

“We are concerned that Google has made it difficult for competing online advertising services to compete in what is known as the ad tech stack,” said Vestager.

The European Commission has announced that it is investigating how Google is using technology to mediate display ad sales between online advertisers and publishers.

For one, officials are reviewing the requirements for purchasing display ads on YouTube through Google’s internal advertising platforms, while competing services may be limited in how they can serve ads on the video sharing site. They also check to see if Google’s various ad platforms are mutually beneficial.

Another area the Commission is investigating is restrictions that Google places on advertisers, publishers and competing ad brokers to access data on the identity and behavior of users who have access to Google’s own advertising services. This data can be used to tailor online advertising to individual web users.

Also under review are Google’s plans to phase out third-party browser cookies on Chrome and ad identification tags on Android devices for users who opt out of personalized advertising, as part of the company’s plans to do so Reinforce data protection measures. The Commission is examining how these plans will affect the digital advertising markets.

EU regulators have the power to impose fines of up to 10% of a company’s annual turnover. But it’s a small price to pay for wealthy tech companies like Google, which made $ 17.9 billion in profits last quarter, and the commission is turning to other methods beyond headline-grabbing fines.

Vestager has begun using “interim measures” to quickly stop anti-competitive behavior during the investigation. It also plays a leading role in updating the EU’s digital rulebook with measures aimed at containing the tech giants and preventing them from cornering digital markets in the first place.

The shooting took place around 12:48 p.m. in the Varney Place area near 3rd St. in the South of Market neighborhood, San Francisco police reported.

San Francisco Police later announced that the shooting took place while Central Station officials were investigating a suspect for an automatic break-in in the area.

SFPD official Robert Rueca said police saw a known vehicle with car theft suspects manned by three suspects in Varney Place when the gunfight took place with the officer in attendance.

Rueca said one suspect was shot when the other two suspects fled the scene in the suspicious vehicle. The officers immediately provided medical assistance to the suspect and called local doctors.

The suspect was then taken to an area hospital for treatment for non-life threatening injuries.

The police did not provide any information about how many shots were fired by officers or how many officers were involved in the incident.

The shootout, in which an officer is involved, is being investigated by multiple agencies including the SFPD’s Internal Affairs and Investigative Services, the San Francisco District Attorney’s Office and an independent investigative bureau.

Police said additional information about the incident will be released as it becomes available. In accordance with the SFPD’s commitment to transparency and accountability, a town hall meeting on the shooting by officials will be held within ten days.

SAN FRANCISCO (CBS SF) – San Francisco police arrested two people on suspicion of murder in connection with a fatal shootout in the Bayview neighborhood last year.

According to investigators in the murder, the victim was found shot dead near Keith Street and Thomas Avenue on October 24, 2020 at around 3:50 p.m. Officials and paramedics helped the victim, but he died on the scene.

The San Francisco coroner’s office identified the victim as Mourice Green, 41, of Antioch.

Investigators identified two people as suspects in Green’s death and received search warrants issued earlier this month in two homes in San Francisco.

On March 4, officers arrested 50-year-old Willie Woodson on 3rd Street and Oakdale Avenue. The following day, officials arrested Denise Lasha Johnson, 29, from a house on the 2500 block of Arelious Walker Drive.

Both Woodson and Johnson have been booked for murder in San Francisco. You carried a loaded gun with the intent to commit a crime and you were a prohibited person carrying a gun in public. Johnson is also charged with conspiracy.

Police said while searching Johnson’s home, investigators found another person at the residence and developed a likely reason for arresting him on firearms charges. This suspect, identified as 29-year-old Romony Wilson, was detained in the county jail on suspicion of being a convicted criminal in possession of firearms, possession of assault weapons, possession of a large capacity magazine, and endangering children.
