<p class="fnmMv geuMB alqtB Dyur"><span>SAN FRANCISCO (KGO) &#8212; </span>San Francisco Mayor London Breed announced the launch of a new guaranteed income program for the city&#8217;s transgender community on Wednesday.</p>
<p class="fnmMv geuMB alqtB Dyur">The Guaranteed Income for Trans People (GIFT) Program will provide low-income transgender residents with $1,200 each month, up to 18 months to help address financial insecurity within the community.</p>
<p class="fnmMv geuMB alqtB Dyur">In a statement, the City of San Francisco said: &#8220;GIFT is one of several programs the City is developing, implementing, and evaluating to identify how to best support San Francisco residents and promote economic stability and recovery.&#8221;</p>
<p class="fnmMv geuMB alqtB Dyur">The city also said that the new pilot program is the first guaranteed income initiative to focus solely on transgender people and will provide 55 eligible participants with temporary income.  Additionally, the city said it will provide the same individuals with &#8220;wrap-around&#8221; direct services, such as gender-affirming medical and mental health care, case management, specialty care services and financial coaching.</p>

<p class="fnmMv geuMB alqtB Dyur">&#8220;We know that our trans communities experience much higher rates of poverty and discrimination, so this program will target support to lift individuals in this community up. We will keep building on programs like this to provide those in the greatest need with the financial resources and services to help them thrive,&#8221; said Mayor London Breed in a statement.</p>
<p class="fnmMv geuMB alqtB Dyur">Transgender communities, experience poverty and economic instability at disproportionate rates according to the city.</p>
<p class="fnmMv geuMB alqtB Dyur">&#8220;The US Transgender Survey, which is the only largescale study of trans people in the United States, in 2015 found that 33% of trans people in California were living in poverty,&#8221; said Pau Crego with the San Francisco Office of Transgender Initiatives.</p>
<p class="fnmMv geuMB alqtB Dyur">That percentage is compared to 12% of people in the general population that were living in poverty.</p>

<p class="fnmMv geuMB alqtB Dyur">The city also noted that the percentage among transgender people who are also Black, Indigenous and People of Color is even higher.</p>
<p class="fnmMv geuMB alqtB Dyur">Lyon-Martin Community Health Services and The Transgender District are leading program design and implementation of the program, with support from the Mayor&#8217;s Office of Housing and Community Development and other agencies.</p>
<p class="fnmMv geuMB alqtB Dyur">&#8220;We hope that our guaranteed income program will be the beginning of a reparative process to change the inequities experienced by our communities, help them survive in a world that is constantly debating their right to exist, and empower them to engage in healthcare services in a meaningful and life-changing way,&#8221; said JM Jaffe, executive director of Lyon-Martin Community Health Services.</p>

<li class="cFeHI lAbJQ YFVP Dyur CQDEl rdgRX YYACZ XEOm huYHZ IcIZM PFWPl ">Be willing and able to complete a survey every 3 months, and submit a complete application.</li>

<p class="fnmMv geuMB alqtB Dyur">The GIFT program is San Francisco&#8217;s third guaranteed income program.  It follows the Abundant Birth Project, launched in 2020, and the Guaranteed Income Pilot for Artists, launched in 2021.</p>
<p class="fnmMv geuMB alqtB Dyur">In 2023, the city said it will launch two additional guaranteed income programs geared towards youth.</p>

<p>Officials in the South San Francisco Unified School District are considering possible plans to launch a new transition kindergarten program that would align with state goals to expand early education opportunities, but without additional state funding.</p>
<p>With the adoption of Bill 130 by the State Assembly, school districts must now develop a plan to offer all 4-year-olds a transitional kindergarten by June 30, 2022, the first year of a two-year kindergarten program, with full implementation by the school year 2025-26.</p>
<p>&#8220;It&#8217;s really about providing fair opportunities for all students so that when they enter the K-12 system they have all the skills and basic knowledge to be successful throughout their school years,&#8221; said District Superintendent Dr.  Shawnterra Moore during a board meeting on Wednesday, Dec. 15.</p>
<p>But as a community-funded district, which means that most of the SSFUSD&#8217;s budget is funded through property taxes, the district does not receive government funding for admitting the new students unless the student comes from a low-income household or an underserved community.</p>
<p>Without government funding, civil servants will have to develop a program within the existing budget by 2023 that can accommodate 48 students between two classes with an adult to 12 student ratio.</p>
<p>Ted O, deputy superintendent of Business Services, said the district will receive $ 200,000 in one-time funding from the state and could receive an additional government-backed grant of up to $ 200,000 for infrastructure needs like retrofitting a building or paying teachers receive wages.  But the district would have to top up the contribution it receives.</p>
<p>&#8220;I understand very well that we&#8217;re going to have to be doing some kind of magic if we&#8217;re going to apply for funding,&#8221; said vice president of the board, Mina Richardson.</p>
<p>The districts with the most underserved students also have priority for these dollars.  These numbers are based on applications for the free or discounted lunch program.  Dr.  Jay Spaulding, assistant director of human resources and student services, said the number of students enrolled in the program has fallen from 42% to 32% in recent years as government measures have been put in place to fund school meals for all students regardless of income level .</p>
<p>“And that was the Catch-22.  It&#8217;s amazing that we have free lunch for all students, but I think it has made some families feel like applying for the program, ”said President John Baker.</p>
<p>Alternatively, a drop in enrollments that has plagued the state could be seen as a benefit to the district, which must determine how to make room for the new students, Spaulding noted.  Over the past eight years, the district has seen enrollments decrease by nearly 13%.  The number of kindergarten attendants fell by more than 24% over the same period.</p>
<p>Community-funded districts cannot face fines or other consequences if the program is not set up within the first year, Moore said, adding that more clarity is needed on the matter.</p>
<p>&#8220;I don&#8217;t want to set it up so that it doesn&#8217;t come, but we were told that at that moment when we realized we were still gathering information,&#8221; said Moore.</p>
<p>To implement the program, the district has a number of options, including hiring a TC teacher for a class of 12 students, hiring a TC teacher and classified employee for a class of 24, or introducing a morning and evening model , the district, to accept 48 students a day by hiring two TC teachers to split the management.</p>
<p>The first model would cost the district $ 110,674 per class of 12, the second $ 79,837 per 12 students or $ 159,674 for 24, and the third $ 55,737 per class of 12 students, but $ 222,948 Dollars in total.</p>
<p>Some trustees supported the third option, but the district must support community contributions before it can agree on a plan.  Baker said it could be difficult to interview parents who are unaware of possible program configurations.</p>
<p>&#8220;It&#8217;s really important to know that the option will really drive potential demand,&#8221; said Baker.</p>
<p>Richardson argued that a survey would not get enough responses from the community, pointing to previous efforts with little interaction.  Instead, she suggested that the board set up a volunteer parenting committee to examine the options in more detail.</p>
<p>&#8220;They would bring a lot of insight that we are likely to miss tonight,&#8221; said Richardson.</p>
<p>Ultimately, the board directed staff members to interview parents and the community to gauge their interest in the options.  They also directed staff to further investigate the costs and staffing levels required to implement the third option.</p>
<p>Moore said staff would come up with a resolution that the board should pass the next time the matter was discussed, and shared the hope that the state will release additional details on the potential impact if the program does not start immediately.</p>

The partnership between <span class="xn-org">City College of San Francisco</span> (CCSF), UC San Francisco (UCSF) and Homebridge &#8211; one of <span class="xn-location">San Francisco</span> Leading in-house care organizations for older adults and people with complex health, behavioral and social needs &#8211; follows key lessons learned from the COVID-19 crisis.  It should strengthen <span class="xn-location">San Francisco</span> Responding to current challenges related to aging, equal opportunities and labor. </p>
<p>The program provides Homebridge In-Home Supportive Services (IHSS) employees with on-the-job training for Certified Nursing Assistant (CNA) certification by CCSF and connects participants with on-the-job clinical training at UCSF.  It will then connect workers with CNA jobs and provide a path to nursing careers with <span class="xn-location">San Francisco</span> Health care provider.</p>
<p>The initiative aims to overcome barriers to career advancement for home care services, including access to education and training, and fees associated with healthcare education and certification.  Funded by the San Francisco Office of Economic and Workforce Development and the Metta Fund, the program provides paid on-the-job training for CNA certification for Homebridge employees.  Program participants stay on the job at Homebridge while attending ten hours of weekly classes on the CCSF curriculum.  The state clinical practice requirement of 100 hours is met at UCSF Health.</p>
<p>&#8220;The launch of this innovative career pipeline initiative is an important strategic step in expanding our long-term care workforce and creating a thriving health sector for all San Franciscans,&#8221; said Mayor London Breed.  “Since these workers are predominantly colored women, the initiative also shows <span class="xn-location">San Francisco</span> Commitment to economic opportunities and equal opportunities for women and people of color.  These dedicated home care workers have been at the forefront of helping older adults and people with disabilities during the COVID-19 crisis, saving lives and enabling vulnerable residents to stay at home safely here in the city. &#8220;</p>
<p>Throughout the pandemic, home and community caregivers have been first responders to older adults and people with disabilities living in isolation at home.  Your rapid response networks and home support services are critical to maintaining home safety, access to vital resources such as food and health care, and facilitating entry or re-entry into community care facilities.</p>

<p>Fully accredited by the CA Department of Public Health, the 15-week, on-the-job, Certified Nursing Assistant training program provides career opportunities in certified healthcare for home care workers and provides healthcare providers with access to a dedicated, highly skilled, experienced and patient workforce .  The partnership is an innovative step in the integration of home care and health services that has long been advocated by IHSS practitioners and beneficiaries as necessary for successful, high quality home care. </p>
<p>A statewide master plan for aging called for by Governor Newsom in 2018 and published in <span class="xn-chron">January 2021</span>, names &#8220;care that works&#8221; as one of its five bold goals to be achieved by 2030.  The plan aims to create one million high quality caregivers and predicts a labor shortage of up to 3.2 million paid direct caregivers. </p>
<p>During the COVID-19 pandemic, the demand for long-term home and community-based carers increased and is expected to increase in the near future as access to IHSS is expanded below <span class="xn-location">California</span> State law 2021-2022.  These shifts come after a decade of growth in <span class="xn-location">California</span> direct care workers between 2009-2019 (source: PHI) and as <span class="xn-location">California</span> is preparing for 25% of the population to be 65 or older by 2030.</p>
<p>Home care is currently the largest of all occupations in <span class="xn-location">California</span> (Source: PHI 2021).  Despite their vast reach, the vendors&#8217; workforce remains largely underpaid and unrecognized as an invaluable part of the U.S. workforce and health care system.  In <span class="xn-location">California</span>, home care workers are twice as likely to live in low-income households as other Californians, and one in four lives below the state poverty line (Source: CA Master Plan for Aging).  Most nursing professions are held by women (81% PHI), particularly black, Indigenous, Latin American, and Asian-American women, and many are immigrants (48% PHI).  </p>
<p>The program is also a step in addressing a significant shortage of nurses and care assistants across the country, both in the face of aging caregivers and increased demands during the COVID-19 pandemic. </p>

It should strengthen <span class="xn-location">San Francisco</span> Responding to current challenges related to aging, equal opportunities and labor.</p>
<p>The program provides Homebridge In-Home Supportive Services (IHSS) employees with on-the-job training for Certified Nursing Assistant (CNA) certification by CCSF and connects participants with on-the-job clinical training at UCSF.  It will then connect workers with CNA jobs and provide a path to nursing careers with <span class="xn-location">San Francisco</span> Health care provider.</p>
<p>The initiative aims to overcome barriers to career advancement for home care services, including access to education and training, and fees associated with healthcare education and certification.  Funded by the San Francisco Office of Economic and Workforce Development and the Metta Fund, the program provides paid on-the-job training for CNA certification for Homebridge employees.  Program participants stay on the job at Homebridge while attending ten hours of weekly classes on the CCSF curriculum.  The state clinical practice requirement of 100 hours is met at UCSF Health.</p>

<p>Throughout the pandemic, home and community caregivers have been first responders to older adults and people with disabilities living in isolation at home.  Your rapid response networks and home support services are critical to maintaining home safety, access to vital resources such as food and health care, and facilitating entry or re-entry into community care facilities.</p>

<p>Fully accredited by the CA Department of Public Health, the 15-week, on-the-job, Certified Nursing Assistant training program provides career opportunities in certified healthcare for home care workers and provides healthcare providers with access to a dedicated, highly skilled, experienced and patient workforce .  The partnership is an innovative step in the integration of home care and health services that has long been advocated by IHSS practitioners and beneficiaries as necessary for successful, high quality home care.</p>
<p>A statewide master plan for aging called for by Governor Newsom in 2018 and published in <span class="xn-chron">January 2021</span>, names &#8220;care that works&#8221; as one of its five bold goals to be achieved by 2030.  The plan aims to create one million high quality caregivers and predicts a labor shortage of up to 3.2 million paid direct caregivers.</p>
<p>During the COVID-19 pandemic, the demand for long-term home and community-based carers increased and is expected to increase in the near future as access to IHSS is expanded below <span class="xn-location">California</span> State law 2021-2022.  These shifts come after a decade of growth in <span class="xn-location">California</span> direct care workers between 2009-2019 (source: PHI) and as <span class="xn-location">California</span> is preparing for 25% of the population to be 65 or older by 2030.</p>
<p>Home care is currently the largest of all occupations in <span class="xn-location">California</span> (Source: PHI 2021).  Despite their vast reach, the vendors&#8217; workforce remains largely underpaid and unrecognized as an invaluable part of the U.S. workforce and health care system.  In <span class="xn-location">California</span>, home care workers are twice as likely to live in low-income households as other Californians, and one in four lives below the state poverty line (Source: CA Master Plan for Aging).  Most nursing professions are held by women (81% PHI), particularly black, Indigenous, Latin American, and Asian-American women, and many are immigrants (48% PHI).</p>
<p>The program is also a step in addressing a significant shortage of nurses and care assistants across the country, both in the face of aging caregivers and increased demands during the COVID-19 pandemic.</p>

LucidAct&#8217;s innovative and linguistically appropriate virtual health care will aim to improve patient outcomes for some of NEMS&#8217;s San Francisco seniors with limited English proficiency by making these virtual services available and accessible to seniors from the comfort of their homes.</p>
<p>NEMS, a state-qualified health center based in the San Francisco Bay Area, is partnering with LucidAct Health, a leader in RPM and virtual visiting software based in Silicon Valley, to improve the health and lives of seniors living at the NEMS program for everyone to participate.  Inclusive Care for the Elderly (PACE) in San Francisco.  NEMS is one of the largest community health centers in the United States, targeting the medically underserved Asian population.  Based in the San Francisco Bay Area and clinics in San Francisco, Daly City and San Jose, NEMS provides comprehensive healthcare services to over 65,000 patients, most of whom are uninsured, low-income and prefer to be served in a language other than English.  Launched in the heart of Chinatown in early 2021, the NEMS PACE program provides low-income, eligible seniors, the majority of whom are dual-eligible, with comprehensive medical and social services for Medicare and Medi-Cal (California&#8217;s Medicaid program).  With 90% of their patients identifying as Asian, NEMS and NEMS PACE prioritize the provision of linguistically competent and culturally sensitive healthcare services.</p>
