A seven-story, 262-unit apartment building has been proposed in South San Francisco to occupy a site at 1477 Huntington Ave. The development will be discussed Nov. 15 during a special meeting between both the City Council and city Planning Commission.

To be built on a 1.98-acre lot, plans for the building envision a “vibrant apartment community” helping to transform the area into “an enlivened, walkable urban community near transit, services and amenities.”

The surrounding area is largely low-density commercial buildings, so the project would signify a big shift in land use for the neighborhood. The site is within a half a mile of the San Bruno BART station.

Per the cities rules, 39 units, or 15% of the project, would be affordable to those earning 50% to 80% of the area median income, meaning units designed for a household of two would be rented for $1,827 to $2,927, according to estimates based on the San Mateo County Department of Housing’s figures. The city requires at least one-third of the affordable units to be reserved for those earning 50% of the median income.

A parking garage would include 309 spaces, 10% capable of electric vehicle charging. The development would have 144 bicycle parking spaces.

Plans further indicate a fitness center, dog park and rooftop deck among other amenities. Units are described as having “high quality, Class A interiors,” with the majority of units including private outdoor patios or decks.

Developer Infill Land Partners LLC will need a general plan amendment among other approvals for the project to proceed, given the site’s current designation for commercial use. The site is currently a single-story office building leased by AT&T.

Houston-based Hines is working with the National Pension Service of Korea on a $ 2.5 billion development project that they believe is “the biggest deal down Market Street in San Francisco in the past 10 years.”

As the Commercial Observer first reported, Hines plans to convert the historic offices into two “modern office projects” and one “apartment building”.

Of these two developments, one will be a redesign of an early 20th century office complex covering 600,000 square feet. Hines will retain the facade and lobby, but core the rest of the property for “modern functionality,” according to the company.

The Pacific Gas & Electric Building at 77 Beale Street will be completely renovated and “repositioned” towards Mission Street, Hines said in a press release. With this reorientation comes a new name: 200 Mission.

His final purchase proposal is “50 Main,” a 600-unit apartment complex across from Hines-owned 101 California.

Hines, which also owns the Transbay Block Tower 4 and previously the Salesforce Tower, bought the giant offices from the electricity company in May for $ 800 million.

“Hines’ vision for this important block in the heart of downtown San Francisco is great news for the future of our city,” Mayor London Breed said in a statement on the Hines website.

Meanwhile, PG&E will move to its new Oakland headquarters in the first half of 2022 and promise in May to pass the “net profit” of the sale on to customers.

A massive research and development and office project could be headed to South San Francisco, with the Urban Planning Commission agreeing to the proposal despite agreeing to reduce the projected impact on the surrounding community.

The 2.8 million square foot development, which is slated to be spread across seven buildings, would occupy 26.5 acres bordering San Bruno, just northeast of The Shops at Tanforan near the BART and Caltrain stations . The buildings range from three to seven stories with a maximum height of 120 feet. In addition, a new public road in an east-west direction would be built through the site as well as two parking garages with 1,100 parking spaces.

The plans also include a restaurant, bar and parklet, in addition to infrastructure improvements such as cycle paths, pedestrian zone improvements and redesign of intersections.

“You have my support in what you are doing with some changes when we get to the Environmental Impact Report,” said Michele Evans, Chair of the Planning Commission.

The EIR, a report required by state law to investigate things such as air pollution, noise and traffic in connection with new development, found that the project caused “significant” air pollution both during construction and during operation, as well as significant noise during construction and traffic requiring new traffic lights to be installed at a nearby intersection.

Although the site currently hosts several industrial uses, including warehouse and distribution buildings and equipment storage, it is also directly adjacent to a single-family home in San Bruno, which is where most of the commissioners’ concerns were directed.

“We are talking about residents of San Bruno and there will be this massive construction on a two-lane road, we have to see that,” said Commissioner Norm Faria.

Commissioner Alex Tzang said that while he loved the vision and end product of the project, he had similar concerns.

“When I see that [EIR] When I say things like that, I can’t justify myself and say, ‘Yes, let’s try,’ ”he said. “That’s a pretty bad neighbor too.”

However, commissioners praised property developer Lane Partners for continuing the project and noted the environmental remediation required given the area’s past and present uses.

If approved, the project would be built in stages, the first of which would build the three southernmost buildings and the new road. A Lane Partner representative said that all 26 acres had already been procured.

Commissioner JulieAnn Murphy asked if the site could host residential units as the additional jobs in the areas would impact local housing needs.

According to Adena Friedman, a city planner, the site would have to be rezoned if living were to be included, as the area is currently intended for commercial and office use according to the city’s general plan. The site is also partially in a zone designed to receive up to 70 decibels of sound from San Francisco International Airport, and that when combined with the environmental remediation would make adding housing difficult, Friedman said.

The planning commission did not take any formal action on the project; Formal approval will be obtained from the developer during a future meeting, likely in the coming months.

GRIZZLY FLATS, El Dorado County (CBS SF) – New evacuations were ordered in El Dorado County ahead of the Caldor Fire that exploded over 30,000 acres in the Sierra Nevada on Tuesday when Governor Gavin Newsom declared the county a state of emergency.

The fire has already destroyed dozens of homes and threatens hundreds more buildings, firefighters said.

At 6:30 p.m., the El Dorado County Sheriff issued new mandatory evacuation orders for the following areas:

South side of Highway 50 north of Sly Park to extend west to Snows Road

North side of Highway 50 from Larsen Drive to the west and Ice House to the east

Portions of Pollock Pines, a community well known to Bay Area travelers traveling to the Lake Tahoe area along US Highway 50, were evacuated from wildfire Tuesday afternoon.

CHP warned that Highway 50 may have to be closed because of the fire.

According to the Cal Fire update Tuesday night, the fire consumed approximately 30,000 acres without containment after igniting over the weekend in the Cosumnes River Canyon area of the El Dorado National Forest.

The fire was estimated at around 6,500 acres on Tuesday morning.

Access to the fire is extremely difficult due to the steep, rugged terrain, according to the US Forest Service.

A Cal Fire battalion chief said at least 50 homes had been burned down in the Grizzly Flats area as gusty winds drove embers into homes with defensive space.

Cal Fire also confirmed that two civilians were found who were seriously injured in the fire.

One of the fire victims reportedly turned to the fire department in the Grizzly Flats area on Tuesday morning. These firefighters initially provided initial medical care, but the fire victim was then taken to hospital by rescue aircraft for treatment of serious injuries.

Fire officials said the Caldor fire was a rapidly changing incident with dynamic fire behavior and posed a high risk to several inhabited communities.

The El Dorado County Sheriff has ordered the following evacuations:

Cal Fire said Tuesday morning that at least 800 buildings are currently at risk, including apartment buildings and outbuildings. There are also threats to businesses, commercial forests, vineyards, and other agricultural land.

Firefighters have been working on establishing indirect control lines on the eastern flank of the fire, while, according to the forest service, an emergency line was planned north of the fire. Fire officials said crews were challenged by staff shortages and other fire incidents in the state.

A red flag warning was in effect in the region until 8 a.m. on Wednesday. The hot and dry weather over the fire was expected to continue earlier this week and the winds will continue to pick up as the week progresses.

A power outage map from Pacific Gas and Electric showed that more than 1,100 customers in the area were without power as of Tuesday afternoon.

CALDOR FIRE: Information on incidents, evacuations, maps

The wildfire began on Saturday night about six kilometers south of Grizzly Flats and about three kilometers east of Omo Ranch. The cause of the fire was still the subject of the investigation.

A local evacuate, Will Berndt, said the fire broke out in an area where a group camped along Dogtown Creek. Another witness told Berndt that two people with scorched clothing left the premises to alert others to a fire and to leave the area.

“It wasn’t a big fire, so I thought they might find someone to react to it,” said Berndt. “Nothing has happened.”

Berndt said around 9 a.m. Sunday morning he had returned to the area to take a look and the fire had spread across the Middle Fork Consumnes River towards Omo Ranch and ran along the canyon rim. At around 11:30 a.m., Berndt said firefighters were using air tankers to fight the fire.

Berndt said that in the decades he lived in the area, he never had to evacuate from wildfire.

“We talked about it, we’ve been up here for 43 years and we talked about it, so what if the mountain burns, what are we going to do?” Said Berndt. “It’s like, well, you just take what you can and get out of here. It’s one of those thoughts that you see on TV, you see that other communities have to deal with it, and you say, ‘Well, that sucks.’ But you never think we’re standing in the way of a smelly firestorm. “

South San Francisco has given biotechnology the go-ahead to continue booming.

On Tuesday evening, the city council approved Genentech’s massive expansion plan to nearly double the headquarters’ campus by adding it to 4.3 million square feet over 15 years. The long-term plan, one of the Bay Area’s largest real estate projects, is a sign that the biotech industry will remain an area of growth for a coronavirus-torn regional economy.

“It’s been a fantastic partnership and this master plan literally gives us the flexibility and space to ensure we continue to have the positive impact we have on the local community,” said Genentech CEO Alexander Hardy said in an interview before the vote.

Individual new buildings require future permits and there are no plans for immediate expansion, Hardy said. New buildings would be constructed on the company’s existing 207 hectare campus to replace parking lots or older buildings.

The company employs around 15,000 people, 10,000 of them in the Bay Area. About half have worked remotely, but many workers continue to go to laboratories, Hardy said. The company has around 700 vacancies.

“We really have a phenomenal campus. It’s such an important part of Genentech, ”he said. “Although remote working has increased, the campus will remain a really important part of Genentech’s future.”

South San Francisco city councils watch a presentation Tuesday on Genentech’s 15-year expansion plan, which they later approved.

South San Francisco

Genentech is working on 10 drugs that could potentially treat COVID-19, including Actemra. It has partnered with Regeneron to make the antibody cocktail of casirivimab and imdevimab, drugs that President Trump was given to treat his coronavirus.

Founded in 1976, Genentech pioneered the use of DNA technology to develop drugs – for example, the manufacture of synthetic insulin for the treatment of diabetes. The company is a subsidiary of the Swiss healthcare giant Roche.

As part of the expansion, Genentech will pay at least $ 30 million in city fees to fund affordable housing, and more than $ 30 million after construction is complete, and $ 15 million in transportation modernization fees. Fees include $ 1 million to finance residential units or small backyard houses managed by the nonprofit Hello Housing.

The plan was originally proposed in 2017 and required a full environmental assessment.

“This is the culmination of over three years of work,” said Mike Futrell, South San Francisco city manager, at the hearing on Tuesday.

Plans for a 13,000-square-foot food hall in Seattle’s South Lake Union neighborhood have been canceled due to uncertainty over technicians returning to the neighborhood.

The Seattle PI first reported on the highly anticipated plans to bring San Francisco’s popular restaurant and market complex China Live to Westlake Avenue in February 2020, just a month before the COVID-19 pandemic hits the city and eats as we do know has changed.

The company had rented a space at Amazon’s headquarters on the corner of 8th Ave and Lenora near the Spheres and was hoping to open it in 2021 with a rotating selection of local groceries. After the virus outbreak and subsequent stay-at-home orders last spring, owners delayed the opening of the Emerald City outpost until 2022 and planned to switch to more contactless ordering options and pod-style seating.

However, according to Eater Seattle, those plans are not moving forward as owners have weighed the city’s economic recovery against the virus and many tech companies in the neighborhood may telecommute a large portion of their workforce and take away potential customers.

“We’re not going to do Seattle,” said George Chen, co-founder of China Live, on an episode of Eater’s Digest. “It’s not the right concept and location because, like any big secret company, Amazon won’t tell you whether or not their employees can work remotely.”

Guests dine in the main dining area of China Live in San Francisco, California on Wednesday, April 26, 2017. China Live is the new and ambitious restaurant and Chinese grocery store in Chinatown.Carlos Avila Gonzalez / The Chronicle

China Live opened in 2017 in San Francisco on an area of 30,000 square meters and was inspired by the Italian New York food complex Eataly. The Food Emporium offers a variety of options including casual table service and fine dining restaurants, cocktail bars, and retail stores selling condiments, teas, condiments, produce, cookware, and cutlery.

In the South Lake Union neighborhood, several high profile restaurant closings were closed during the pandemic, including two Tom Douglas restaurants in July 2020 popular with neighborhood workers for happy hours.

It is unclear when or if masses of technicians will return to the neighborhood. Amazon, which employs around 75,000 people in the Puget Sound area, appears to be cautious about reopening its offices and announced last fall that it would be extending corporate work from home until June 30, 2021.

However, some tech companies have begun making plans to return to the office as vaccination efforts increase. Facebook, the region’s fifth largest tech company, announced in March that 10% of its employees will be able to return to their offices in the Seattle area.

The news that the grocery hall will not have an outpost in town comes as King County is likely to fall back on Phase 2 of the state’s reopening plan this week. If the county rolls back, restaurants will have to cut capacity back down to 25%, adding another challenge to the city’s food scene.

After closing two massive budget gaps this year, San Francisco will face a new deficit of $ 653.2 million over the next two fiscal years as COVID-19 soars and a severe economic shutdown continues to plague the city’s finances .

To fill that void, Mayor London Breed plans to instruct departments on Wednesday to cut costs. This could include painful layoffs and service cuts that have largely been avoided so far.

The city’s budget bureau projects a $ 411.1 million hole for the next fiscal year, which begins in July, and a $ 242.1 million deficit the following year. City officials were hoping for a stronger economic recovery at this point in the pandemic, but sales, hotel and corporate taxes have been lower than expected, while costs associated with the pandemic and expected staff increases are driving up spending.

“We need to be clear about the options if we do not address this deficit, and unfortunately every option is on the table,” said Jeff Cretan, the mayor’s spokesman. “The mayor still has the priority not to fire anyone. But we know that this deficit will require a lot of work and sacrifice and difficult choices. “

Despite the looming cuts, Cretan said the mayor’s budget priorities remain the same: helping small businesses, providing basic services, and helping the homeless and the mentally ill.

The recent surge in viruses has led the state and city to return to more extensive business shutdowns. While its biggest budget hit can be attributed to falling tax revenues, the city’s economic troubles also stem from the multi-million dollar hikes promised to most city workers.

Over the summer, Breed urged the 35 San Francisco unions, representing 37,000 city workers, to postpone the increases to avoid layoffs and service cuts. In preparing the budget, the city was confident that negotiations with the unions would postpone an increase, but only police and firefighters agreed.

In August, the Board of Supervisors agreed to use $ 36.9 million in business tax reserves to fund 3% increases for the majority of unions that year. Now the city is ready for a further 3% increase from July 1st and a half percent increase on January 1st, 2022.

Increases could be delayed due to a treaty provision to postpone increases for six months if the budget deficit exceeds $ 200 million, which happened this year. However, this depends on an update of the budget in March.

At the time, the mayor sharply criticized the board’s decision to dive into the city’s reserves.

The supervisor Catherine Stefani – the only supervisor to vote against the Board’s budget proposal in the autumn – accused its colleagues of having adopted a spending plan based on reserves. She said the new budget projections were a “self-inflicted wound”.

“I am very disappointed that we got to this point,” she said in a statement. “Instead of protecting our existing services, my colleagues spent beyond our means. … We have to make painful decisions to get back on track. “

Meanwhile, COVID-19 costs are expected to pull $ 100 million out of the general fund this fiscal year. The largest costs include testing, food security programs, and running the command center in Moscone. While officials expect COVID-19 costs to fall over the next year, they won’t go away entirely. Since the funds of the federal CARES law will be used up at the end of 2020, the city plans to spend roughly the same amount in the next fiscal year.

Another unsolved issue that could have budget implications is the city’s homeless hotel program. The Ministry of Homelessness and Supportive Housing is finalizing a program that will accommodate more than 2,300 homeless people in hotels. While the city expects FEMA to reimburse the majority of the expenses – which range from $ 15 million to $ 18 million per month – City Controller Ben Rosenfield has warned that funding could run out in the short term.

The Board of Supervisors plans to vote Tuesday on laws that could lead the city to fund the program longer than currently planned.

The new deficit arises after hard-fought battles to close the deficits this year. The city closed a $ 1.5 billion hole for this fiscal year and next in October and expects to use funds from the previous fiscal year to fill another $ 116 million gap that is better than expected ended. This included revenue from a public health department settlement and more property taxes. The rest of the deficit was addressed by streamlining the processes in the departments.

To cope with the crisis, the city has already started reducing its budget stabilization reserves and plans to use the full amount – up to $ 500 million – over the next three years. The deficit expects about $ 100 million to be used by mid-2022 from Proposition I, a voter-approved tax hike on property sales worth more than $ 10 million, but less the next year.

Supervisor Dean Preston proposed a bill last week that will bring in more than $ 11 million in Prop. I finance this financial year for rent relief and affordable housing. If the proposal is adopted, the deficit would increase by an additional $ 11 million.

Kretan said “any decision we make about funding other programs” will affect the ability to meet the mayor’s budget priorities.

The new deficit brings more uncertainty for the struggling city authorities. The San Francisco Municipal Transportation Agency, which lost 95% of its Muni tariffs, has a deficit of at least $ 68 million this fiscal year and potentially $ 168 million in the next fiscal year. The agency could lay off more than 20% of its employees and further restrict the service.

The San Francisco Chamber of Commerce sent a letter to the Board of Supervisors on Friday asking them to prioritize funding for Muni, which is vital for businesses and key workers.

“We are seeing a devastating deficit for MTA and Muni,” said Cretan. “Our transport is the definition of a basic, essential service in our city. If we lose that, it will hinder our economic recovery. It will affect our ability to move workers. As we make decisions, we need to think about the bigger picture and what it means to get this city back on its feet and moving forward. “

Theresa Rutherford, a nursing assistant who works at Laguna Honda and is vice president of SEIU 1021, which represents more than 17,000 city workers, said helping frontline workers is inseparable from the economic recovery.

“Without our input, without our work, without us making the sacrifice and sitting on the line to show up for work and take care of the city, whether it has a deficit or not, the city won’t thrive, it so will not be able to pull yourself out of the pandemic and it will only be in a worse situation, “Rutherford said. “Workers are basically some of the key resources the city needs to invest in to get back on its feet.”

SAN FRANCISCO, California (KRON) – It’s not every day that a huge house drifts down the street in San Francisco, California.

But the city made an exception for a grand Victorian house, also known as Englander, that has stood on Franklin and Turk Streets in San Francisco for 139 years.

The house was slowly moving down the street from 635 Fulton to 807 Fulton on Sunday morning.

The six blocks, one mile per hour move cost around $ 400,000.

“The cleared project site will be expanded to 48 new rental units in an eight-story concrete structure with a view of Hayes Valley and Jefferson Park,” says Kerman Morris Architects.

SAN FRANCISCO (KGO) – Smoky conditions didn’t stop the crowds from making their way to the Bay Area beaches. Some of these beaches are closed and those with parking spaces still open are busier than ever.

WORKING DAY: This is where the Bay Area beaches are open and closed

Dozens of campfires burned on Ocean Beach Sunday night, which is not allowed during Spare the Air days. This after a day that consisted of hot temperatures, smoky conditions and massive crowds along the beaches.

“We were absolutely shocked when we got to the beach today. I mean, we actually thought we should go back to the car and get our masks because we’re not used to seeing so many people,” says Muffi Bailey, who lives in San Francisco.

Ocean Beach parking was closed after an estimated thousand people showed up Saturday night to celebrate Burning Man.

RELATED: San Francisco Closes Ocean Beach Parking Lot After Big Saturday Meeting, Mayor Says

Even so, many parked nearby and went inside on Sunday. Others opted for different locations like Crissy Field’s East Beach.

“It’s about as full as I’ve never seen it before,” said Chris Apicella from San Francisco.

Crissy Field East Beach in San Francisco is packed. One man said it was busier than he’s seen in 20 years. Some people told me other beaches are closed so they came here. You could really smell smoke earlier in the day, but right now it’s not that bad. @ abc7newsbayarea pic.twitter.com/SG0MmlFFzV

– JR Stone (@jrstonelive) September 7, 2020

Most of the Sunday smoke in the Bay Area came from two fires. Both the Woodward and August fires burn north of San Francisco.

Add three-digit temperatures and you have additional concerns in some areas.

Ralph Borrmann of the Bay Area Air Quality Management District said, “This is leading to high levels of ozone, particularly in parts of Santa Clara and the Livermore Valley.”

RECORD HEAT: SF hits 100 degrees, more than 10 cities in the Bay Area hit record temperatures

“People still enjoy themselves, but it’s not the bay we’re used to seeing, it’s not beautiful San Francisco that people visit,” said Austin Teece of Berkeley.

Still as crowded as these beaches. The attitude was positive. The spirit was festive and everything was topped with a spectacular sunset and the hope that we could meet during a hot, smoky pandemic.

“We’re doing our best and I think we just have to try not to match every last letter of every little regulation 100%. Just be patient with all of us, you know,” said one beachgoer Sunday.

The parking lots at Ocean Beach are still closed and will be closed until Tuesday.
