<p class="c-article-body__text text-pr-5 font-pratt">China&#8217;s relaxation of COVID-19 rules for international arrivals has raised hopes that its multi-billion dollar travel business will soon flourish again but countries longing for the return of Chinese tourists will likely face more of a wait.</p>
<p class="c-article-body__text text-pr-5 font-pratt">China&#8217;s National Health Commission announced on Monday that inbound travelers would no longer have to go into quarantine from Jan. 8. There are no official restrictions on Chinese people going abroad but the new rule will make it much easier for them to return home.</p>
<p class="c-article-body__text text-pr-5 font-pratt">China was the world&#8217;s largest outbound tourism market before COVID shut down global travel, with its overseas visitors spending $127.5 billion on travel in 2019.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Airlines are drawing up plans to expand their services but ordinary Chinese and travel agencies suggest that a return to anything like normal will take some time.</p>
<p class="c-article-body__text text-pr-5 font-pratt">&#8220;It&#8217;s great they announced it so I can seriously make my plans,&#8221; said Beijing exporter Tom Guo, 43.</p>
<p class="c-article-body__text text-pr-5 font-pratt">But he said he would likely wait until the late spring or even the summer before venturing abroad again, most likely to the United States to visit a sister.</p>
<p class="c-article-body__text text-pr-5 font-pratt">US carrier United Airlines Holdings Inc said it was evaluating the market demand and operating environment to determine when to resume additional flights to mainland China.</p>
<p class="c-article-body__text text-pr-5 font-pratt">The airline currently operates four times a week between San Francisco and Shanghai.</p>
<p class="c-article-body__text text-pr-5 font-pratt">German airline Lufthansa was examining whether to change its flight schedule to China following the changes.</p>
<p class="c-article-body__text text-pr-5 font-pratt">&#8220;This will contribute to the recovery of international air traffic between Mainland China and Europe,&#8221; a spokesperson said.</p>
<p class="c-article-body__text text-pr-5 font-pratt">TUI expects a positive impact on its currently limited flights to China, a spokesperson said.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Duty free retailer Dufry expects the changes to have a “positive effect at the airports that the Chinese use and where we have a presence,” a spokesperson said.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Guo said he definitely would not be going anywhere before the Lunar New Year holiday in late January.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Many others have taken heart from this week&#8217;s news about an imminent relaxation of the rules to begin making plans.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Data from travel platform Ctrip showed that within half an hour of the announcement, searches for popular cross-border destinations had increased 10-fold.  The Qunar platform said it saw a seven-fold increase in international flight searches within 15 minutes.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Japan, Thailand and South Korea were among the top destinations searched on both platforms.</p>
<p class="c-article-body__text text-pr-5 font-pratt">But an immediate surge in international travel is not widely expected.</p>
<p class="c-article-body__text text-pr-5 font-pratt">The government, which has since 2020 discouraged international travel given the dangers of COVID, said in its Monday announcement about borders reopening that outbound travel would be restored “in an orderly manner.”  It did not elaborate.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Flight tracking app VariFlight said its expected a robust rebound in flights to and from mainland China by the Labor Day holiday in May, but not before.</p>
<p class="c-article-body__text text-pr-5 font-pratt">According to VariFlight data, international flights to and from China are at 8% of pre-pandemic levels.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Liu Simin, an official with the tourism arm of the China Society for Futures Studies, a research institute based in Beijing, said international travel won&#8217;t recover to pre-pandemic levels until 2024.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Weighing on many people&#8217;s travel plans is the wave of COVID-19 infections now sweeping China, Liu said.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Some countries, including Japan and India have announced travelers from China will have to show a negative COVID test on arrival.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Another problem for many people is money.</p>
<p class="c-article-body__text text-pr-5 font-pratt">&#8220;It takes time for people to gain confidence after so many of them lost jobs or made less money during the pandemic,&#8221; Liu said.</p>
<p class="c-article-body__text text-pr-5 font-pratt">In a consumer study released this month, before the announcement of the easing of travel restrictions, consultancy Oliver Wyman found more than half of Chinese people surveyed would wait from several months to a year before resuming international travel once borders re-open.</p>
<p class="c-article-body__text text-pr-5 font-pratt">Some airlines were making plans even before Monday&#8217;s announcement.  Korean Air said it would increase flights between South Korea and China from nine a week to 15 in January.</p>
<p class="c-article-body__text text-pr-5 font-pratt">But for now, foreign visitor arrivals will be limited to resident, work, business, student and family reunification visas.  No plan for the resumption of tourist visas has been announced.</p>
<p class="c-article-body__text text-pr-5 font-pratt">One of the fastest bouncebacks is expected to be in international business travel.</p>
<p class="c-article-body__text text-pr-5 font-pratt">&#8220;The recent announcement &#8230; clears the way for resumption of normal business travel, a top advocacy priority for the American business community in China over the past two years,&#8221; said AmCham China Chairman Colm Rafferty.</p>

<p class="speakable">A California resident who was a key advocate for schools reopening after many learned remotely at the start of the coronavirus pandemic, has announced a candidacy for a seat in the state assembly. </p>
<p class="speakable">Jonathan Zachreson, founder of Reopen California Schools, announced his candidacy for the 5th Assembly District on Friday after Rep. Kevin Kiley announced he was running for Congress.</p>
<p>Zachreson told Fox News Digital that he is running for the state assembly to make 2022 the &#8220;Year of the Parents,&#8221; and said there are pressing issues schools are facing that are being ignored by California lawmakers.</p>
<p>“They don&#8217;t address the fact that we have more than doubled the rate of chronic absenteeism due to quarantine policies.  You know, we have situations where we test unnecessarily and that causes problems and it&#8217;s invasive.  Schools spend a lot of money on testing and other unnecessary procedures when they could really do things to make up the difference,&#8221; Zachreson said.</p>
<p><strong>CALIFORNIA STUDENTS SUFFER ACADEMICALLY DURING COVID-19, NEW REPORT REVEALED</strong></p>

<p>Reopen California Schools, the organization Zachreson founded, is focused on getting California kids back to school five days a week.</p>
<p>Aside from problems with reopening and keeping schools open, Zachreson says unions in California need to be confronted.  In some situations, he says, unions negotiate for school districts to pay union administrators&#8217; salaries. </p>
<p>&#8220;This has to go,&#8221; Zachreson said. </p>
<p>He also said that since California has a Democratic supermajority, making it very difficult for Republicans to pass legislation, another focus will be raising awareness of Republican issues through ballot initiatives and social media campaigns.</p>

<p>&#8220;My approach is going to be unconventional and how we&#8217;re tackling these issues, try to do whatever it takes to take them directly to the people through electoral initiatives, to lobby for electoral initiatives and to uncover things through social media and media that the just don&#8217;t know people,&#8221; Zachreson said.</p>
<p>Referring to the recent crime spate in the state&#8217;s major cities, Zachreson said criminals need to start being treated like criminals.</p>
<p>“You know, we have to start treating victims like victims and criminals like criminals.  We can address the issues that might lead to a life of crime,&#8221; Zachreson said.</p>

<p>One measure he supports is repealing Proposition 47, which was passed in 2014 and set the threshold for stealing property at $950, meaning if someone steals goods from a store, their value is below that price lies, this is charged as a misdemeanor.</p>
<p>Zachreson also said he was running a grassroots campaign &#8220;by parents and for parents&#8221; and didn&#8217;t want special interest money.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; San Francisco Mayor, London Breed, announced Monday that the city will reopen the Abigail Hotel to serve as a temporary home to help homeless people get off the streets.</p>
<p>City officials, in collaboration with the Tenderloin Housing Clinic, are planning to use the nearly hundred-year-old hotel as part of their Step Up Housing program, which helps homeless adults move into independent living quarters.</p>

<p>&#8220;During the pandemic, San Francisco provided emergency shelters and shelter to thousands of people without shelter, and as we continue our city&#8217;s recovery we must do everything in our power to ensure that the same people have access to permanent housing.&#8221; said Breed.  &#8220;We know housing is the solution to homelessness, and the Abigail Hotel will provide permanent living space for people with a history of homelessness and access to supportive housing for those new to the streets.&#8221;</p>
<p>Built in 1926, the Abigail Hotel in downtown San Francisco was one of the first properties to open during the COVID-19 pandemic, providing shelter for transitional adolescents.  Officials closed it back in June to begin moving to Step Up Housing, which is managed by the Tenderloin Housing Clinic.</p>
<p>As Step Up Housing, Abigail will provide 59 residential units, and the property managers will offer their residents case management services five days a week.</p>

<p>&#8220;We are excited to convert the Abigail Hotel to improve housing,&#8221; said Shireen McSpadden, executive director of the San Francisco Department of Homelessness and Supportive Housing.  &#8220;As people start looking for accommodation, they are releasing urgently needed places in permanent support housing for vulnerable people who need their first home or their first home for a long time.&#8221;</p>
<p>Reopening Abigail is part of Breed&#8217;s strategy to address San Francisco&#8217;s problems with its homeless population.  Their strategy includes their homelessness recovery plan, which aims to expand the city&#8217;s homeless response system and acquire or lease 1,500 new PSH units over the next two years, the largest one-time expansion in the city in 20 years.</p>
<p>&#8220;It is exciting to see another SIP hotel continue to be part of the city&#8217;s long-term strategy to accommodate all of our residents,&#8221; said District 6 Supervisor Matt Haney.  “The Abigail Hotel will provide better accommodation for those who graduate in permanent supportive housing and can live more independently.  By providing more of these housing options for the most vulnerable residents of our city, we are creating an essential part of the framework that will help us finally get our homelessness crisis under control. &#8220;</p>

<p>The announcement came almost a year after the San Francisco Bay Area imposed the country&#8217;s first lockdown, closing thousands of businesses and forcing residents inside.</p>
<p>San Francisco, with a pre-pandemic population of 900,000, has one of the lowest case and death rates in the country with more than 34,000 cases since the pandemic began and 422 deaths. </p>
<p>							San Francisco will begin reopening more parts of the economy starting Wednesday, including indoor dining, movie theaters and gyms, Mayor London Breed told Breed on Tuesday.  Pete Suratos reports.

<p>City financial analysts noted that residents have stayed home more than people in other California cities and even in other equally strict counties in the Bay Area, contributing to good public health but also a poor economy. </p>
<p>Most of the state is still limited to outdoor restaurants and museums, including the densely populated boroughs of Los Angeles, Orange, and San Diego to the south. </p>
<p>San Francisco, Santa Clara, and Napa counties in the Bay Area join four other counties that move out under the most restrictive rules in the state, including reopening indoor dining rooms and movie theaters with a capacity of 25% or up to 100 Open people and gyms and yoga studios with a capacity of 10%.  Museums, zoos and aquariums can be opened indoors with a capacity of 25%.</p>
<p>While some sectors were allowed to reopen after case numbers dropped in the summer, operations in San Francisco resumed in early December when the positivity rate rose across the country. </p>
<p>Outdoor dining, outdoor museums, and some indoor and outdoor personal services reopened in late January after the state canceled its regional stay-at-home order, but the economic toll has been grim.</p>
<p>Housing and commercial rents have plummeted as technicians who could work from anywhere fled to other parts of the state and county that were cheaper and had more leeway.  Downtown restaurants that once fed crowds of hungry office workers and tourists for lunch have struggled.</p>
<p>Tourism is also struggling, as airline ticket purchases to San Francisco in late October and November fell 80% year-over-year &#8211; much worse than the US average &#8211; the city&#8217;s financial analysts said in a January report. </p>
<p>Breed on Tuesday urged residents to continue to wear masks and maintain proper social distance, even as it encouraged them to explore the city and pump money into the local economy. </p>
<p>“When your waiter comes to your table, put on your mask.  When you go to the bathroom, put your mask on, ”she said.</p>
<p>Alcatraz Island, another top tourist attraction for the city, is slated to reopen in mid-March, said Julian Espinoza, spokesman for the Golden Gate National Recreation Area, which also includes Alcatraz.</p>
<p>Breed also announced on social media that another iconic San Francisco landmark will return sometime this year: the rattle of cable cars. </p>
<p>“Cable cars are part of the fabric of San Francisco.  They attract tourists, they help our economy, and I won&#8217;t just make them go away, &#8220;she said. </p>
<p>The districts of El Dorado, Lassen, Modoc and San Luis Obispo were also allowed to reopen on Tuesday.</p>
<p>As more things reopen, Governor Gavin Newsom urges his case to resume classroom learning and urges the state&#8217;s public schools to raise $ 2 billion in funding, part of one that he announced with lawmakers Reopening agreements are. </p>
<p>It provides additional funding for districts starting classroom reopening April 1, starting with the youngest classes and students with special needs. </p>
<p>The majority of California&#8217;s K-12 public school classes have been closed for a year, including San Francisco, which had to sue its own school district to begin talks about returning children to schools. </p>
<p>Though his plan wouldn&#8217;t tell districts to reopen schools, Newsom has urged schools to work harder to get kids back into the classroom as vaccinations spike and positivity rates remain low.  He said Tuesday the state&#8217;s 7-day positivity rate had dropped to just 2.3% &#8211; a record low, the health department said.  Nearly 52,500 people have died in the state of nearly 40 million. </p>
<p>&#8220;Try it out,&#8221; Newsom said Tuesday after a school tour.  &#8220;We can do the data that backs up science.&#8221; </p>
<p>The state&#8217;s two largest teacher unions have largely praised the deal, but teachers in Los Angeles called the plan an attempt to force schools to reopen, which would put still unvaccinated teachers at risk. </p>
<p>United Teachers Los Angeles, the union that represents California&#8217;s largest school district, said it was &#8220;a recipe for spreading structural racism&#8221;.</p>
<p>&#8220;If you make funding dependent on schools reopening, that money will only go to white and wealthier and healthier school communities,&#8221; union leader Cecily Myart-Cruz said in a statement.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; A section of San Francisco&#8217;s Great Highway will reopen to weekday traffic after being restricted to pedestrians and bicycles as a safe recreational area for more than a year during the COVID pandemic, city officials said on Known Thursday.</p>
<p>The route &#8211; from Lincoln Way to Sloat Blvd &#8211; has been a popular spot for local residents to walk, hike, or cycle since April 2020.</p>

<p>According to the new plan, car traffic on the route will be prohibited on weekends.</p>
<p>&#8220;Using the Great Highway during this pandemic has shown what we can do to give our residents and families more opportunities to enjoy the west side of our city,&#8221; the Mayor of San Francisco London Breed said in a press release.  &#8220;Closing the Great Highway on weekends and holidays ensures residents and visitors alike can continue to enjoy this incredible space while also addressing the needs of our families and residents who will have to go to school and work during the week when it reopens.&#8221;</p>
<p>Starting Monday, August 16, the Great Highway will be closed to vehicle traffic and only open to pedestrians and bicycles from 12:00 PM Friday to 6:00 AM Monday</p>

<p>&#8220;Creating a boardwalk on the Great Highway during the pandemic has changed with incredible benefits and real challenges,&#8221; said Supervisor Gordon Mar. &#8220;New and solid investments in Westside transit and transportation will be needed to really get the traffic going.&#8221; &#8220;Impact, and it is unreasonable to continue closing around the clock without them.&#8221;</p>
<p>Supervisor Connie Chan expressed her support for the plan.</p>
<p>&#8220;As the chief of the Richmond District, I&#8217;ve heard from most of my constituents that more traffic and connectivity are needed in north-south directions, and the Great Highway has been an important access road,&#8221; said Chan.</p>

<p>Higher education institutions plan to welcome students and faculty back in the fall as the COVID-19 pandemic appears to be easing.  What the returning residents will find in these facilities remains to be seen, but it is clear that maintenance and engineering managers and their staff are implementing a range of HVAC tactics and strategies to create safe spaces and keep residents healthy guarantee.</p>
<p>At the University of San Francisco, facility management staff evaluated more than 600 ventilation, air conditioning and filtering devices, replacing 76 non-standard devices.  Facility management staff checked for heating and cooling-related issues and checked the quality of ventilation for each unit to prevent airborne transmission of the coronavirus.</p>
<p>At the University of Virginia, facility management has set up a task force that advocates energy savings and at the same time implements measures to ensure a safe indoor climate.  The group focused on identifying and evaluating existing HVAC mitigation measures and ranking them for implementation.  One area the group focused on is the use of high efficiency filters and increased ventilation rates to create an extra layer of airborne reduction in buildings.</p>
<p>At Simon Frasier University, facility services examined campus ventilation, room entry, measuring airflow, and verifying that the systems met the best indoor air quality standards.  The audit covers approximately 1,000 rooms and includes the review of plans and diagrams that are reviewed on site by energy specialists, air conditioning mechanics and HVAC balancing service providers.</p>

<p>The San Francisco area has one of the highest vaccination rates in the country, but also one of the lowest readmission rates, a breakup that bodes badly for the future of the city that was the booming hub of the U.S. tech sector before the turnaround pandemic.</p>
<p>As of July 4, according to the Centers for Disease Control and Prevention, approximately 76% of eligible San Francisco residents had received at least one dose of the Covid-19 vaccine, compared to 67% in the U.S. as a whole.  But the San Francisco area follows the rest of the country back to the office &#8211; with less than 20% of the city&#8217;s workforce returning in mid-June, compared to a US average of 32%, according to Kastle Systems, a statewide security company that does the Swiping of access cards monitored.</p>
<p>Reduced foot traffic has resulted in many of the shops and restaurants in San Francisco&#8217;s once thriving business district being closed.  &#8220;It&#8217;s a ghost town,&#8221; said Steve Sarver, owner of the Ladle &#038; Leaf restaurant group, which has only opened one of its eight downtown locations in the city.</p>
<p>A major reason behind the delayed return to normal is because tech companies are proving to be the slowest companies to repopulate office space and the most flexible to allow their employees to work from home after the health crisis ends, companies, brokers say Landlord in the Bay Area.</p>
<p>Companies from other companies in other regions of the US are also employing hybrid strategies that include office and remote work as the country reopens.  But the boundaries of the workplace are pushed the furthest by technology companies in the San Francisco area like Salesforce.com Inc., Dropbox Inc., and Google by Alphabet Inc. as they try to target their younger, highly skilled workforce who enjoy working remotely .</p>

Some companies were allowed to reopen after cases fell in the summer, but plans to reopen were rolled back in the fall when cases began to rise. </span></p>

<p><span style="font-weight: 400;">Tuesday, city officials </span><span style="font-weight: 400;">announced</span><span style="font-weight: 400;">    San Francisco had met the criteria based on its coronavirus cases, hospital admissions, and other metrics to move to California&#8217;s less restrictive red tier and allow indoor activities to reopen with restrictions. </span></p>
<p>Indoor dining in restaurants, bars serving food, cafes and food courts can now be opened for 25 percent capacity or up to 100 people, whichever is lower.  Indoor dining tables are limited to members of a household up to a maximum of four people, and office work must end at 10:00 p.m.</p>
<p><span style="font-weight: 400;">Fitness studios and yoga studios are allowed to open at 10 percent capacity, while museums, zoos and aquariums are allowed to open 25 percent indoors. </span></p>
<p><span style="font-weight: 400;">Cinemas may reopen with 25 percent capacity or up to 100 people without concessions.  Outdoor activities such as recreational sports are now being expanded. </span></p>
<p><span style="font-weight: 400;">&#8220;Thanks to everyone in our city who act responsibly and do their part, we can take another step towards reopening and beginning our recovery,&#8221; said the Mayor of San Francisco London Breed (D) in a </span><span style="font-weight: 400;">statement</span><span style="font-weight: 400;">    Tuesday. </span></p>
<p>“This year has been incredibly tough for our residents and small businesses, so every step forward is critical to ensuring they can survive this pandemic.  To make sure we can keep moving forward, we all need to stay focused and continue to follow health guidelines, ”Breed said. </p>
<p><span style="font-weight: 400;">Starting Thursday is San Francisco </span><span style="font-weight: 400;">Averaging calculation</span><span style="font-weight: 400;">    62 new coronavirus cases every day and a total of 34,207 cases with 423 deaths.  In January, the number of new cases hit a seven-day average of more than 370. </span></p>

<p>The city of San Francisco is moving forward with reopening plans next week as health officials say nearly 80% of eligible residents are vaccinated, it&#8217;s safe to lift most of the COVID-19 restrictions. </p>
<p>&#8220;No more capacity limits for your business, no more distancing requirements,&#8221; said Mayor of London Breed.</p>
<p>This is the news that entrepreneurs have been waiting for. </p>
<p>&#8220;We have to take down chairs and put some bodies on the seats,&#8221; said Dave Heft of the Richmond Republic Draft House.</p>
<p>Companies are free to set their own rules and must continue to adhere to federal and state guidelines.</p>
<p>Some COVID-19 rules remain in effect in healthcare facilities, lodging, public transportation, and large indoor and outdoor events.</p>

<p>San Francisco is expected to move from the red tier to the milder orange tier as early as March 24th, and infection rates are falling.</p>
<p>&#8220;I understand the reopening we planned for the orange tier is more than we have ever reopened since that time,&#8221; said Breed.  &#8220;So this is great news and I hope we can continue with it. I&#8217;m excited to see the momentum we have around us and how much we will reopen next week.&#8221;</p>
<p>With the move to Orange, the city is starting its first efforts to bring back festivals and entertainment.  Just three weeks after jumping into orange, the city could jump into the even less strict yellow class.  Breed hinted that more openings would come this summer.</p>
<p>&#8220;I hope we will have more in this area soon because I am dying to go to a concert to see a concert,&#8221; she said.</p>
<p>In the orange tier, California allows for the reopening of new business areas and the expansion of some indoor activities such as restaurants, museums, cinemas and fitness with restrictions.</p>
<p>With a few exceptions, the reopening of the city is based on what is allowed by the state.</p>
<p>Here&#8217;s what allows SF to reopen when it turns orange Wednesday.  Get the full picture by watching the city&#8217;s webinar. </p>
<p>-Bars, breweries, wineries, and distilleries may be opened for outdoor table service without serving food.  No more than six people per table.  Two table reservations are allowed, but guests cannot mingle between the tables.</p>
<p>-All retail stores including grocery stores can increase capacity to 50%.  Indoor food courts can also be opened with a capacity of 50%.</p>
<p>-Laundries, dry cleaners, banks, car repairs and equipment rentals can expand capacity to 50%.</p>
<p>-Indoor dining can be expanded to 50% or 200 people, whichever is less.  Tables with up to six people from up to three households are permitted, businesses can stay open until 11 p.m.  The two-hour seating is canceled.</p>
<p>&#8211; For al fresco dining, the limit on the number of households at one table for al fresco dining is removed, but the tables are limited to a total of six people.</p>
<p>&#8211; Outdoor arts and music festivals with no assigned seating are allowed, but attendance must be limited to 50 people and social distancing rules must be observed between people from different households.</p>
<p>-Indoor gyms can be expanded to 25% capacity and showers and changing rooms can be reopened.  Cardio, aerobic group and hot yoga classes are allowed with a capacity of 25%.  Indoor pools can be operated with reduced capacity.</p>
<p>&#8211; Youth sports, dance and movement can be done indoors with a capacity of 25%.</p>
<p>-Hotels can open restaurants and fitness facilities.  Indoor saunas, steam baths and whirlpools must remain closed.</p>
<p>&#8211; Indoor personal services such as hairdressing salons may be expanded to 50% of capacity.</p>
<p>-In indoor cinemas, the capacity can be increased to 50% or 200 people, whichever is lower.  Guests from up to three households, up to six people, can buy tickets to sit together and eat or drink.</p>
<p>-Indoor museums, zoos and aquariums can expand the capacity to 50%;  Indoor food and beverage service permitted with capacity restrictions.  External capacity restrictions will be lifted.</p>
<p>-Non-essential offices can be reopened with a capacity of 25%;  The capacity in conference rooms is limited to 25%.</p>
