<p>The latest proposed San Francisco electoral map maintains the Tenderloin and central South of Market neighborhoods in the same supervisor district.  But the boundaries of the city&#8217;s 11 supervisory districts are still far from being set in stone. </p>
<p>The panel members tasked with redrawing the supervisory districts took heed Saturday of the demand from LGBTQ advocates and residents who want to see the two historic LGBTQ neighborhoods kept together in the new District 6. It reversed their vote last month that had advanced a map that moved the Tenderloin into a new District 5 with Japantown, the Fillmore and the Haight.</p>
<p>At their April 2 meeting, after hearing from 182 members of the public over seven hours, the San Francisco Redistricting Task Force voted 8-1 to advance what is known as Map 4D, which can be viewed here.  It maintains the Tenderloin with both central SOMA and Mission Bay.</p>
<p>&#8220;To me, most important is keeping the Tenderloin and central SOMA together,&#8221; said Commissioner Raynell Cooper of the main changes the public had called for in the maps.</p>
<p>Jose Maria (Chema) Hernández Gil moved that the panel advance Map 4D as a template for further refining the boundaries of the 11 supervisory districts in the coming two weeks.  He argued for viewing the Tenderloin and central SOMA as &#8220;sister neighborhoods&#8221; that should not be broken apart.</p>
<p>&#8220;Splitting these communities along Market Street would break apart vulnerable communities that can and do support each other,&#8221; he noted.</p>
<p>Jeremy Lee, who is gay and one of two LGBTQ members of the task force, said he would not support any other map than the 4D version. </p>
<p>&#8220;I can not in good conscience go against the will of the public,&#8221; said Lee, adding that moving the tenderloin out of District 6 would strip its residents of their &#8220;agency and right to self determination.&#8221;</p>
<p>The lone no vote cast Saturday came from task force chair Rev. Arnold Townsend, who last month had argued that connecting the Tenderloin with the Fillmore, two of the city&#8217;s largest Black communities, would ensure an African American person could be elected to the Board of supervisors.  He apologized if his comments violated the Voting Rights Act but defended his stance.</p>
<p>&#8220;My idea was not a political game,&#8221; said Townsend, who is Black.</p>
<p>It came, he said, from his belief that &#8220;African Americans in this city are becoming inconvenient. They are seen as in the way.&#8221;</p>
<p>Over the past week LGBTQ groups in the city have held two rallies to lambast seeing the Tenderloin be disconnected from central SOMA.  They gathered outside City Hall prior to the Saturday meeting and again made their case during public comment.</p>
<p>Jupiter Peraza, who is transgender and director of social justice initiatives at the Transgender District in the Tenderloin, told the panel splitting the cultural district from central SOMA would be &#8220;undermining the efficacy, preservation and future of communities of interest.&#8221;  By doing so, she added, the task force was &#8220;engaging in a biased process&#8221; that would &#8220;eventually render cultural districts and the boundaries that define them obsolete.&#8221;</p>
<p>Paul Aguilar, a gay man who chairs the Harvey Milk LGBTQ Democratic Club&#8217;s HIV Caucus, also implored the task force to keep the Tenderloin and SOMA connected in one supervisory district.  Doing so is &#8220;urgent and imperative,&#8221; he said.</p>
<p>Erick Arguello, a gay man who is the advocacy manager for the Glide Center for Social Justice in the Tenderloin, echoed the comments about the need to maintain the two neighborhoods under the purview of one supervisor.</p>
<p>&#8220;It is a moral obligation,&#8221; he told the panel.</p>
<p>San Francisco&#8217;s 11 supervisory districts are redrawn every 10 years based on census data so that they each have roughly similar populations.  Things the task force considers include boundaries, neighborhoods, and communities of interest.</p>
<p>Under the proposed Map 4D the Board of Supervisors&#8217; lone LGBTQ member would remain in his current district.  Gay District 8 Supervisor Rafael Mandelman, who is up for re-election of this case, lives on the block of Valencia Street between 24th and 25th streets.</p>
<p>The newly proposed eastern boundary between Districts 8 and 9 would maintain that portion of Valencia Street in District 8. The line would be moved west to Guerrero Street starting at 22nd Street and run north to Market Street with a carve out along 18th and 17th streets to Church in order to put Mission High School into District 9.</p>
<p>At the northern and western ends of the district, the neighborhoods of Duboce Triangle, Buena Vista, and Corona Heights would be included in District 8, after members of those communities argued they wanted to remain tied with the Castro LGBTQ district by the same supervisory boundary .  A previous map would have split them off into District 5.</p>
<p>The task force is to submit a final map to the Board of Supervisors by April 15. Its next meeting will be held at 5:30 pm Monday, April 5.</p>

<p>SAN FRANCISCO (CBS SF/BCN) &#8211; Suspects attempted to rob a 40-year-old man in San Francisco&#8217;s South of Market neighborhood on Sunday afternoon, and ended up shooting him, resulting in life-threatening injuries, police said Tuesday.</p>
<p>The shooting was reported at 3:48 pm Sunday in the area of ​​Mary and Natoma streets, where the victim was walking when two suspects got out of a vehicle, both pointed firearms at him and demanded his property, according to police.</p>

<p>PRP has sold 350 Rhode Island Street, a 127,100 square-foot-office building in San Francisco&#8217;s SoMa District for $182.5 million.  The land and improvements sold in two separate transactions.  Safehold Inc. purchased the fee simple interest position for $64.5 million, and a joint venture between Lincoln Property Company and Korea Asset Investment Management for $118 million.</p>
<p>Structuring the deal as two separate transactions helped to maximize value for PRP, which purchased the property in 2019 for $134.25 million.  According to Paul Dougherty, president of PRP, this was a pioneering strategy.  &#8220;We are not aware of another owner that has successfully undertaken such a complicated effort at the sale of an asset,&#8221; he said in a statement.</p>
<p>While Dougherty didn&#8217;t disclose the motivation for the disposition of the asset, PRP announced plans in August last year to <strong>allocate</strong> $2 billion to acquire credit tenant-leased logistic assets and data center land and buildings across primary and secondary markets as part of its push to diversify its net lease portfolio.  At the time, the company also sold a handful of net lease office properties with a transaction value of $1.04 billion.</p>
<p>Last year, the company also sold Sequoia Plaza, a three building, 370,000-square foot office portfolio leased to Arlington County, Virginia, for $204.41 million, and 3M Austin Office and Lab Campus, a 335,825 square foot, two-building complex located in the Northeast submarket of Austin, Texas for $184.1 million, as part of the new strategy.</p>
<p>The logistics industry thrived during the pandemic, and the sector has seen a spike in investment activity as a result.  By October of last year, industrial transaction volumes already surpassed 2020 levels.  $51.2 billion in deals closed through October.  The average sale price of industrial assets is now at $110 per square foot, a 25% increase over 2020 figures, according to new <strong>research</strong> from CommercialEdge.  That average price has also increased every quarter so far this year, from $96 per square foot in Q1 to $108 in Q2 and $120 in Q3.</p>

<p>Deal points to rising interest in Brookfield Properties&#8217; 5M as it prepares for a spring grand opening of its office, housing, parks and arts components</p>
<p>New space will be purpose-built to foster in-person connections within virtual-first company</p>
<p>SAN FRANCISCO, February 17, 2022&#8211;(BUSINESS WIRE)&#8211;Thumbtack, the modern home management platform, announced today it has leased space at Brookfield Properties&#8217; new 415 Natoma Street office tower at its 5M cultural-arts and mixed-use district in San Francisco&#8217;s downtown SoMa neighborhood.</p>
<p>San Francisco-based Thumbtack is moving its footprint from the city&#8217;s upper Market Street area to a full floor at 415 Natoma.  Last year, Thumbtack moved their more than 950 employees to a virtual-first working model, with an emphasis on prioritizing a flexible, equitable and inclusive work environment.  This new space will serve as Thumbtack&#8217;s first &#8216;Library&#8217;, a new concept providing space for independent work and in-person connections for local team members.</p>

The new district is transforming four acres of parking lots and underutilized buildings into a pedestrian-focused experience.  In spring 2022, Brookfield will mark the grand opening of its project elements including new housing, retail, and restored historic buildings with a new public park at its heart.  Programming for arts, neighborhood cultural communities, and community youth are integral to 5M.</p>

<p>Thumbtack, the modern home management platform, today announced it has leased space at Brookfield Properties&#8217; new 415 Natoma Street office tower at its 5M cultural-arts and mixed-use district in San Francisco&#8217;s downtown SoMa neighborhood.</p>
<p>San Francisco-based Thumbtack is moving its footprint from the city&#8217;s upper Market Street area to a full floor at 415 Natoma.  Last year, Thumbtack moved their more than 950 employees to a virtual-first working model, with an emphasis on prioritizing a flexible, equitable and inclusive work environment.  This new space will serve as Thumbtack&#8217;s first &#8216;Library&#8217;, a new concept providing space for independent work and in-person connections for local team members.</p>
<p>“At Thumbtack, we are rethinking the future of work as we embrace a virtual-first model. <p>Thumbtack&#8217;s San Francisco Library is custom-designed for their new way of working and features floor to ceiling windows, an open layout with no conference rooms, and two distinct spaces. While the second will provide dedicated space for quiet, heads down work with dedicated zoom rooms to meet with colleagues from around the world.</p>
<p>The 25-story Class A office building designed by KPF is part of the transformative 5M mixed-use neighborhood.  5M was entitled by Brookfield Properties in partnership with Hearst.  The new district is transforming four acres of parking lots and underutilized buildings into a pedestrian-focused experience.  In spring 2022, Brookfield will mark the grand opening of its project elements including new housing, retail, and restored historic buildings with a new public park at its heart.  Programming for arts, neighborhood cultural communities, and community youth are integral to 5M.</p>

<p>San Francisco has secured $54.7 million in state funding that will help the city purchase a 160-room SoMa building to house formerly homeless people.</p>
<p>Officials said Tuesday the money from California&#8217;s Project Homekey will be used to purchase and operate the Panorama Building at Mission and Ninth Streets.</p>
<p>The state is providing approximately $46 million in capital funding, which will cover approximately half of the city&#8217;s $86.5 million acquisition cost.  An additional $8.5 million from Project Homekey will cover operating costs.</p>
<p>According to the Office of the Mayor of London Breed, funds from the San Francisco Proposition C business tax will cover the remaining capital and operating costs.</p>
<p>Formerly a student residence, the building is particularly useful as it contains 40 three-bedroom suites that can accommodate families with children.  The San Francisco Conservatory of Music and the California College of the Arts once leased the building, but both schools have now opened their own student housing.</p>
<p>San Francisco&#8217;s board of directors this year agreed to acquire the Panoramic &#8212; despite some neighborhood opposition &#8212; as the city seeks more housing options for those living on the streets.  The city has approved the purchase or lease of nearly 1,200 of the 1,500 permanent housing units planned over the next two years.

<p>The city also offers rental vouchers to help homeless people find housing.</p>
<p>But with more than 8,000 people currently homeless, more options are needed.</p>
<p>&#8220;As we continue to move forward with our homelessness recovery plan, we must use every opportunity and resource we have to ensure all people have the shelter and support they need,&#8221; Breed said in a statement.</p>
<p>City leaders said Project Homekey&#8217;s funding for the panorama is part of a $113 million funding round for five projects across the state.  The five projects offer a total of 392 residential units.</p>
<p>San Francisco received $76.9 million last year from Project Homekey, which helped the city open about 360 assisted living units at the Hotel Diva and the Granada Hotel.</p>
<p>&#8220;It is critical that we provide more housing, shelter, prevention and distraction for the homeless in our community,&#8221; Shireen McSpadden, executive director of the city&#8217;s Department of Homelessness and Supportive Housing, said in a statement.</p>
<p>Hotel acquisition is a critical aspect of San Francisco&#8217;s efforts to help the homeless.</p>
<p>The city had attempted to purchase a tourist hotel in Japantown for similar accommodations, but the owner eventually backed out after residents and businesses opposed the plan.</p>
<p>Recently, San Francisco considered purchasing a 114-room residential hotel on Turk Street near Jefferson Square Park &#8211; less than a mile from the Japantown site.  That building, a single-occupancy hotel called Vantaggio Suites, already has 42 residents and officials have said none will be evicted if the deal is approved next year.</p>

<p>The plan to convert the newly acquired building at 1321 Mission St. into permanent housing is part of a larger plan by Mayor London Breed to overhaul and expand the city&#8217;s permanent housing sites.  Supportive living combines coordinated services with affordable housing for people with mental or physical health problems.</p>
<p>&#8220;As we move forward with our homelessness restoration plan, we must use all the opportunities and resources we have to ensure that all people get the housing and support they need,&#8221; Breed said in a statement.  &#8220;I would like to thank Governor Newsom for pushing Project Homekey forward and for guidelines to support our homeless residents during one of the most difficult times in our state&#8217;s history.&#8221;</p>

<p>The new financing comes after the city received US $ 76.9 million last year through the Homekey project for the purchase and operation of two other newly converted permanent residential complexes, the Hotel Diva and the Granada Hotel.  More than 360 new units will be created at the sites overseen by the San Francisco Department of Homeless and Supportive Housing, city officials said.</p>
<p>In addition, the city plans to acquire and convert three more permanent housing support properties, with the potential to add 237 additional units.</p>
<p>&#8220;The mayor and governor believe housing is the solution to homelessness,&#8221; said Shireen McSpadden, executive director of the Department of Homelessness and Supportive Housing.  &#8220;It is vitally important that we provide more housing, shelter, prevention and distraction for those who are homeless in our community.&#8221;</p>

<p>In a shocking and possibly illegal act of public absurdity, eight members of the board of directors voted to stop the construction of 495 new housing units on the site of a parking lot in the South of Market neighborhood.  They did this by supporting a call for the project&#8217;s Environmental Impact Report (EIR) last Tuesday.</p>
<p>Regardless of the fact that San Francisco needs fewer parking spaces and more residential units &#8211; especially high-density apartment complexes in walkable neighborhoods on public transport routes to alleviate the existential threat posed by global warming.  No, get that: the project&#8217;s opponents used some environmental protection practice to stop a good, sustainable project that would bring dozens of affordable units to the neighborhood.</p>
<p>“This single project would create more homes than many districts in our city have built in the last 10 years,” said supervisor Matt Haney, who represents SOMA and supports the project, in an interview.</p>
<p>Given the severe housing shortage in San Francisco, 27 stories of new homes on 28,790 square feet of land currently used for car parking could be a welcome addition.  Lower Austria.  Opponents of the proposed residential tower at 469 Stevenson tossed everything but the kitchen sink at the project in their determined effort to stop it.</p>
<p>Build Inc.&#8217;s 469 Stevenson project would not only replace one parking lot with housing, but also include 73 affordable units below market, 40% of which would be reserved for current residents of the city.</p>
<p>&#8220;Some of the community benefits that this project brings with it include 4,000 square feet of ground floor retail space dedicated to local nonprofits and retailers,&#8221; Lou Vasquez, General Manager of Build Inc. told supervisors.  &#8220;Half of this is rented to tenants for $ 1 a year and the other half for $ 1 a foot, which is well below current market prices.&#8221;</p>
<p>In addition, Vasquez said the project would provide $ 579,000 in funding for community programs, a lot with the capacity for up to 20 additional affordable units, an ancillary fee &#8220;equivalent to 50 additional units, and funding for the arts, homeless services, and local employment programs .</p>
<p>Unfortunately, these benefits have not been important to the opposition, which blames private development and housing market development for evil gentrification and a host of other evils.</p>
<p>During Tuesday&#8217;s supervisory board hearing, opponents of the project worried about soil integrity and the potential seismic hazard.</p>
<p>They feared that the building&#8217;s shadow might spoil the vibrancy of the sparsely populated Mint Plaza.</p>
<p>They vaguely claimed that new housing for the current residents of the city might somehow reduce the historical sites in the area.</p>
<p>They lamented the dreaded specter of gentrification, as if the current use of the site as a valet parking with 176 parking spaces for Nordstrom buyers would benefit communities struggling with housing shortages.</p>
<p>Most of the concerns had nothing to do with the environment, but that hardly matters.  If you want to stop a project, abuse of some aspect of California&#8217;s Environmental Quality Act is usually the most effective way.</p>
<p>CEQA, signed by Governor Ronald Reagan in 1970, requires local governments to consider a project&#8217;s environmental impact, usually through the EIR process.  It has been used to block or delay bike lanes, homeless shelters, housing developments, university campuses, and hospitals.  It provides a bottleneck for opponents to cause significant delays, with bogus environmental concerns being a fig leaf for NIMBY obstructionism.</p>
<p>It usually takes a CEQA-based lawsuit to cover up progress.  However, 469 Stevenson&#8217;s opponents found an easier way.  Their confused litany of complaints, disguised as an appeal by the EIR, convinced the majority of the overseers.  The board voted 8-3 against the project, outweighing Haney&#8217;s support.</p>
<p>&#8220;I don&#8217;t think gentrification is preventing Nordstrom from holding valet parking,&#8221; Haney said, noting that the project had many community supporters.  “If people are afraid of gentrification, it would help if they built apartments in their neighborhoods.  One of the main reasons why we are building so many apartments in SOMA is that other parts of the city are not building apartments. &#8220;</p>
<p>On October 2, managers unanimously rejected a project at 450 O&#8217;Farrell St., fearing that the 316 micro-unit complex could become &#8220;dormitories&#8221; for technicians.</p>
<p>&#8220;That just doesn&#8217;t suit me,&#8221; said Supervisor Catherine Stefani, who supported the 469 Stevenson Project along with Haney and Supervisor Ahsha Safaí.  “We just turned down a proposed project at O&#8217;Farrell for non-family housing, and this adds family housing to our portfolio.  I just don&#8217;t understand how we can ever build apartments in this city if we continue to let the perfect be the enemy of the good. &#8220;</p>
<p>Earlier this month, The City missed an opportunity to convert a Japantown hotel into permanent housing for the homeless after the hotel owner pulled out in the face of opposition from NIMBY.  All of this seems strange behavior in a city with 8,000 homeless people and some of the highest rents in the country.</p>
<p>Fortunately, the board&#8217;s outrageous vote did not go unnoticed.  Housing officials made angry on Twitter, pointing out the absurdity of the decision.</p>
<p>&#8220;The San Francisco board of directors used a bill signed by Ronald Reagan to halt a union-backed housing project in the Nordstrom parking lot, citing shadows and gentrification,&#8221; tweeted housing attorney Jordan Grimes.  &#8220;That sentence is both completely correct and completely insane.&#8221;</p>
<p>“A geotechnical analysis is indeed required in the CEQA,” tweeted supervisor Myrna Melgar, justifying her vote against the project to critics who accused her of abusing an election promise to support more housing.</p>
<p>The bizarre decision also caused a stir in Sacramento.  The San Francisco Chronicle reported Thursday that the California Department of Housing and Community Development is investigating whether the decision may have violated state laws.  One of the laws in question?  CEQA.</p>
<p>“We want to make sure this project and projects get approved across the state,” Gustavo Velasquez, state housing director, told Chronicle&#8217;s JK Dineen.  &#8220;Whenever one of these cases comes up, we will act carefully if it falls within our remit.&#8221;</p>
<p>&#8220;If prosecutors find the vote violates state housing law, the city would receive a warning,&#8221; Dineen wrote.  &#8220;If the city still doesn&#8217;t approve the housing project, the attorney general could file a lawsuit.&#8221;</p>
<p>It&#8217;s a sad day that you must pray that the attorney general will sue your city for common sense to prevail.  But such is the state of affairs in San Francisco, a besieged city influenced by incompetents who seem to believe they can solve the housing affordability crisis by killing good parking lot preservation projects.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; San Francisco police on Wednesday released additional details &#8211; including a body-worn camera video &#8211; relating to a fatal police shooting in the South of Market neighborhood last week.</p>
<p>Chief Bill Scott and other department officials held a virtual town hall on Wednesday, the death of 41-year-old Ajmal Amani, Friday November 19.</p>

<p>“Without rushing to judge the appropriateness of the violence used in this particular incident, on behalf of all of us in our department, I can express our condolences to Mr. Amani&#8217;s family, friends and loved ones for the loss suffered.  &#8220;Said Scott in town hall.</p>
<p>According to Commander Paul Yep, officers were called to a residential hotel on the 900 block of Folsom Street shortly after 8 a.m. on Friday because a man was holding a knife.  The caller said she couldn&#8217;t stay on the phone because the man &#8220;put a knife in my face&#8221;.</p>
<p>When two officers arrived, they found the caller and another victim who said they had also been threatened with a knife.  Both victims are said to be employees of the hotel.</p>
<p>Yep said the officers then went to Amani&#8217;s room and found a man who matched Amani&#8217;s appearance at the end of the hall, who yelled and pointed at the officers before moving back out of sight.</p>
<p>The video shows the officers then going back to the victims and standing in the hallway saying they wanted to speak to Amani.</p>
<p>Yep said at the time that one officer had drawn his department-issued pistol while the second officer was armed with something called a &#8220;beanbag weapon.&#8221;  The first officer then requested additional resources, including a nearby ambulance, as well as a tactical shield that the commander said was compatible with SFPD training.</p>

<p>About a minute later, Yep said that Amani then stepped back into the hallway, screaming and brandishing a knife.  Then he charged the officers with the knife.</p>
<p>Yep said when Amani got closer, both police officers fired their guns and hit Amani who fell to the ground.  Amani was shot four times by the officer with the pistol and three times by the officer with the beanbag bullets.</p>
<p>Videos show officers asking Amani to speak to them, but they continued to keep their distance.  Minutes later, more officers with a tactical shield approached Amani and secured the knife.  Officers and medical personnel then provided assistance.</p>
<p>Yep said Amani was taken to Zuckerberg San Francisco General Hospital where he was pronounced dead.</p>
<p>The officer who fired his department-issued firearm was identified at City Hall as Officer John Quinlan, while the officer who fired the beanbag gun was identified as Officer Danny De Leon Garcia.</p>
<p>According to the San Francisco Chronicle, Amani was a former Afghan interpreter for the US special forces and had to contend with the post-traumatic stress regime.  In 2019, Amani was charged with assault and fatality for allegedly slitting a city park ranger with a box cutter.</p>
<p>The newspaper reported that Amani was ordered to undergo a mental diversion, which he completed that year and lived in a hotel room rented by the city.</p>

<p>The fatal shootout by an officer is still under investigation.</p>
