<p>It&#8217;s going to be a soggy holiday week with rain in the forecast for the next eight days straight through Christmas Day and potentially for several days beyond that and up until the end of the year, the National Weather Service said.</p>
<p>Between Monday and Dec.  26, the weather service is predicting 2 to 3 inches of rain in urban areas including San Francisco and Oakland and up to 5 inches of rain in the coastal mountain ranges of the North Bay.  The Santa Cruz Mountains and the Santa Lucia Range in Big Sur could record over 6 inches of rain. </p>
<p>&#8220;We already had a wet December and we&#8217;re looking to continue this pattern, probably close to the end of the month,&#8221; said Brooke Bingaman, a forecaster with the weather service.</p>
<p>This is good news for the drought-ridden San Francisco Bay Area.  The region along with all of California is facing low water supply after two, consecutive dry winters.  This year the rainy season is getting off to a wet start and Brian Garcia with the weather service said that rainfall totals at most locations across the Bay Area since Oct.  1 are running at least 200% of normal for this time of year.</p>
<p>Light rain and drizzle are in the forecast Monday night as the first storm of the week approaches the region.  The system is expected to first arrive in the North Bay Tuesday morning, and gradually push southward Tuesday afternoon but, Bingaman says, several waves of rain will continue into Tuesday night and Wednesday.</p>
<p>&#8220;That first significant rain comes in Tuesday,&#8221; she explained.  &#8220;Right now there is a low-pressure system that&#8217;s sitting out over the Pacific Ocean. It&#8217;s centered due west of the Oregon-California border. A low-pressure storm system rotates counter clockwise, and the moisture associated with that storm is going to rotate into California. That&#8217;s how we get several waves, the moisture rotates around it.&#8221;</p>
<p>A second system traveling from western Canada is forecast to push into the region in the Wednesday-Thursday timeframe and will be absorbed by the first storm.  Rain chances continue through the weekend. </p>
<p>&#8220;We&#8217;re in this trough pattern and it just keeps evolving and lingering all over the West Coast of North America,&#8221; Bingaman said. </p>
<p>Beyond the weekend, models are suggesting a possibility of rain through the end of the year though the chances are less than they are this week.  It&#8217;s more challenging to predict the weather beyond seven days and the weather service will fine-tune the forecast for next week in coming days.</p>
<p>&#8220;The good thing for us is we&#8217;re getting this rain spread out for many days,&#8221; she said.  &#8220;We&#8217;ll get good precipitation coming in gradually but consistently. That will help with the drought but because it&#8217;s spread over so much time that will lessen the risk of major flooding or major burn scar debris flows. We could still have some localized flooding or Land movement but because we&#8217;re not getting a fire hose of rain over a short amount of time, it&#8217;ll mitigate that risk.&#8221;</p>

<p>SAN FRANCISCO &#8211; Occasionally, the Arizona Diamondbacks players would look at the Oracle Park scoreboard in midfield.  It told a very familiar, dark story.</p>
<p>The Diamondbacks wrote a dubious history and set a record in the modern day major league (since 1900) with their 23rd straight road loss and were defeated 10-3 on Thursday by the San Francisco Giants.</p>
<p>&#8220;It&#8217;s not something we&#8217;re proud of,&#8221; said coach Torey Lovullo.  &#8220;It&#8217;s been a long time. It weighs you down. It&#8217;s hard.&#8221;</p>
<p>The dejected D-Backs trotted off the field and quietly made their way back to the clubhouse after the final.</p>

<p>By six innings, which was hit by pitcher Zac Gallen, by six innings, only to a lone single, Arizona dropped 6-0.  The Diamondbacks were weak and helpless to stop this runaway train of desperation that began nearly two months ago.</p>
<p>&#8220;The mood is of course unhappy,&#8221; said Gallen.  &#8220;The guys are definitely not happy with the way they play. I don&#8217;t know anyone who is sane.&#8221;</p>
<p>The MLB brand felt almost inevitable after the collapse on Tuesday when Arizona lost a 7-0 lead in an excruciating 9-8 loss to the Giants.</p>
<p>Lovullo&#8217;s team has lost 14 in a row and 28 of the last 30, falling to 20:50 for the worst record in the majors.</p>
<p>&#8220;I lay in bed at night thinking about different things,&#8221; revealed Lovullo.  &#8220;Sometimes I&#8217;m up until 3 or 4 in the morning trying to put the pieces of the puzzle together in my own head. It&#8217;s tough. It&#8217;s very challenging.&#8221;</p>
<p>The only consolation for the Diamondbacks that this four-game sweep brings with it: They won&#8217;t be back on the streets until June 25th in San Diego, exactly two months after their last street win.  On the other hand, Arizona is not scheduled for a street game against a team under .500 until July 27 in Texas.</p>
<p>Also: The Diamondbacks are not the only team fighting away.  Baltimore lost their 19th straight street game on Thursday and fell back in Cleveland with 10-3 points.</p>
<p>Arizona&#8217;s last road win came in Atlanta on April 25 when Madison Bumgarner pitched a seven-inning no-hitter to complete a double-header sweep.  At this point, the Diamondbacks were a solid 9-8 away from Chase Field with no sign of problems ahead.</p>
<p>Since then, the Diamondbacks have been swept onto the streets by the Marlins, Mets, Dodgers, Rockies, Brewers, Athletics, and Giants.</p>
<p>Arizona was outdone in these road losses with 137-60 points.  Last week Lovullo fired punch coach Darnell Coles and punch coach assistant Eric Hinske.</p>
<p>The 1963 Mets and 1943 Athletics, by the way, were both led by Hall of Fame managers towards the end of their terms.  Casey Stengel turned 73 the day the Mets finished their slide, and Connie Mack was 80 while Philadelphia was in a skid.</p>
<p>&#8220;We have to find a way to go out and win a baseball game tomorrow before our next road trip,&#8221; said Lovullo.  &#8220;That is my focus and that will also be the focus of everyone else.&#8221;</p>
<p>Gallen (1-2) allowed four well-deserved runs in 2⅔-innings in his first startback from a sprained pitching elbow.  The right-hander also recorded Arizona&#8217;s first hit of the afternoon, a third inning single from Giants starter Kevin Gausman.</p>
<p>Gausman (8-1) limited the d-backs to two runs on four hits in eight masterful innings.  The right-hander struck six and went one.</p>
<p>Curt Casali homed and drove four runs for San Francisco, finishing the cycle doubly shy.  Steven Duggar went 3-for-3 with an RBI double and Mauricio Dubon and Mike Yastrzemski both ran two runs as the Giants improved their best record in the majors to 44-25.</p>

<p data-block="1">Three games in San Francisco everything seemed to go wrong for the Cubs.</p>
<p data-block="2">When they caught a few breaks in the ninth innings on Saturday, they couldn&#8217;t take advantage and dropped their third game in a row at the bay.</p>
<p class="p402_premiumInside">It&#8217;s like the tables have been turned for the Cubs.  All of those things the Cubs did to win nine of their previous 10 games are now part of the Giants&#8217; raffle roster.  With pitcher Kevin Gausman limiting the Cubs to 2 hits through 7 innings, San Francisco pulled out a 4-3 win on Saturday.</p>
<p class="p402_premiumInside">&#8220;I don&#8217;t think we played terrible baseball,&#8221; said manager David Ross.  &#8220;Today I thought your mug was damn good.&#8221;</p>
<p class="p402_premiumInside">On the third day in a row, the Cubs took an early lead thanks to a home run.  This time it was Patrick Wisdom, who shot his fifth home run in 12 games since joining the team, giving the Cubs 2-0 lead in the second inning.</p>
<p class="p402_premiumInside">Otherwise, the Cubs&#8217; thugs were baffled by Kevin Gausman&#8217;s Splitter.  Gausman, 30, has been a journeyman starter with limited success for most of his career.  But he improved to 7-0 that season with a 1.27 ERA.</p>
</p>
<p class="p402_premiumInside">&#8220;This is a difficult place to sit in,&#8221; said Wisdom.  &#8220;I wouldn&#8217;t necessarily call it a sliver either. He can make it do different things. Sometimes it goes straight down like a sliver and sometimes it fades like a change. It&#8217;s a tough place to sit on.</p>
<p class="p402_premiumInside">&#8220;Fortunately, I hit a fastball that he left in the middle of the plate well. It&#8217;s difficult with a guy like that, you might see a good pitch to hit. Fortunately, I was able to put a barrel on it.&#8221;</p>
<p class="p402_premiumInside">Kohl Stewart made his second start with the Cubs but wasn&#8217;t as effective as on his debut.  Holding on to a 2-1 lead, Cubs pitchers gave up leadoff walks in both the fourth and fifth innings and both runners scored a result.</p>
<p class="p402_premiumInside">When Ross turned to rescuer Tommy Nance to get out of the fourth inning, he might have made it a blow too late, as the last hit Stewart faced was Lamonte Wade Jr., who kicked off the finish line.</p>
</p>
<p class="p402_premiumInside">&#8220;They put tough ABs together,&#8221; said Stewart.  &#8220;They bring the ball into play and put pressure on you on the grassroots. I just didn&#8217;t have a heat command today and couldn&#8217;t get a feel for my sinker. I fell behind a lot in the end and the guys made me pay for it.&#8221;</p>
<p class="p402_premiumInside">After 4-2 in the ninth inning, the Cubs eventually got a series of breaks.  Rafael Ortega took out and made a mistake.  Then Kris Bryant missed a perfect double play ball, but second baseman Mauricio Dubon dropped the ball on the transfer and Bryant was initially safe.</p>
<p class="p402_premiumInside">After a Javy Baez single, Anthony Rizzo hit another double play ball short and this time the left side of the Giants infield, Brandon Crawford and Evan Longoria collided.  Longoria had to leave the game, Bryant scored and the Cubs had two runners on base.</p>
<p class="p402_premiumInside">Willson Contreras faced the San Francisco submarine pitcher Tyler Rodgers and hit a 3-2, 71 mph slider.  Then Jason Heyward rose to end the game.</p>
<p class="p402_premiumInside">&#8220;It&#8217;s definitely hard to lose three in a row,&#8221; said Wisdom.  &#8220;Losing is no fun, whether it&#8217;s one or three. I think this team is good at flushing it. Understand what happened, where we made mistakes, what we need to do better and how we did the next day go ahead and the negativity, I think we can flip the switch. &#8220;</p>

<p>RENO (AP) &#8211; Burning Man&#8217;s cancellation for the second year has met with mixed reactions in northern Nevada.  Some companies and tourism officials say they will miss out on the festival-goers&#8217; economic boom, but health officials are glad they will not do anything to increase the risk of the spread of COVID-19.</p>
<p>The counterculture festival in the Black Rock Desert, about 100 miles north of Reno, typically attracts nearly 80,000 people, who spend an estimated $ 63 million in Nevada.</p>

<p>Officials at Reno-Tahoe International Airport were among those hoping the event would return in late August after last year&#8217;s cancellation due to the pandemic.</p>

<p>“Let&#8217;s be honest, our world needs Burning Man now.  If you want to celebrate that a pandemic breaks out, Burning Man is perfect, ”said airport spokesman Brian Kulpin.</p>
<p>&#8220;We missed her last year and we will miss her again this year,&#8221; he told the Reno Gazette Journal.</p>
<p>Health officials&#8217; concerns were based in part on the fact that the event draws people from around the world to locations with a wide variety of COVID-19 cases, vaccination rates, and virus variants.</p>
<p>&#8220;I&#8217;m sure it was a tough decision to cancel Burning Man this year, but I think the right call was made in terms of public safety and reducing the risk of COVID-19 transmission&#8221; said Kevin Dick, district health officer for Washoe County.</p>
<p>According to Dick, health officials are seeing outbreaks of COVID-19 in a number of countries, &#8220;in areas where highly contagious COVID-19 variants are of concern and where vaccination rates are low&#8221;.</p>
<p>Janet Davis, chairwoman of the Pyramid Lake Paiute Tribe, shared these concerns as most of the burners traverse the tribe&#8217;s reservation to get to the Playa Desert.</p>
<p>&#8220;We are trying to protect our people and that influx of people would be a risk to our tribe,&#8221; said Davis.</p>
<p>Davis said that after speaking with Burning Man organizers earlier this year, she felt confident the event was moving forward.  She believes the recent cuts in vaccination rates and the unknowns involving participants from abroad likely led to the cancellation.</p>
<p>&#8220;It&#8217;s a mixed blessing,&#8221; said Davis, finding tribal businesses will miss out on the seasonal spike in sales.</p>
<p>Many Reno companies &#8211; from hardware stores to grocery stores &#8211; see their best sales reports in August, largely due to Burning Man, but most local businesses seem to get the decision.</p>
<p>Lisa Martin runs the Melting Pot World Emporium, a eclectic midtown boutique that caters to Burners&#8217; needs for things that are blurry and colorful.</p>

<p>For several years now, the shop has not relied on Brenner anyway, as many of them shop online.</p>
<p>&#8220;We have more home decor and incense and lots of sage,&#8221; said Martin.</p>
<p>Despite the cancellation of the official event, at least one community, Gerlach, plans to welcome Burners en masse.</p>
<p>About 3,000 to 5,000 distillers gathered on Black Rock Desert Playa last year to celebrate.  They brought in a number of art installations, art cars, and even some makeshift representations of the &#8220;man&#8221;.  Some graciously called the gathering &#8220;Not Burning Man&#8221;.</p>
<p>Lacey Holle, who owns Bruno&#8217;s Country Club in Gerlach, said she was hoping for the same this year.</p>
<p>&#8220;Our Burning Man season last year lasted until October, people just kept coming,&#8221; said Holle.</p>
<p>Gerlach, a town of around 100 residents on the edge of Playa, is the last stop for amenities, even if limited.  The city&#8217;s few businesses make the most of their annual income from the month before Burning Man and the month after.</p>
<p>While last year couldn&#8217;t keep up with the revenue from the actual event, the unofficial distillers at least provided some financial cushion.</p>
<p>Last year Burning Man organizers advised against any gathering in the desert to some extent.  But this year they admitted that many would go to Playa for a party.  They reminded people that they had to be self-sufficient.</p>
<p>Officials from the Bureau of Land Management, which normally oversees Burning Man, also said they had no special plans on site for the week of the now-canceled event.  Several police officers patrolled the area last year, mainly to prevent people from burning structures.</p>
<p>Back in Reno, the people at the airport have to wait another year for the colorfully dressed festival goers to parade, who usually pique their curiosity.</p>
<p>Kulpin said he enjoyed watching other travelers react.</p>
<p>&#8220;A couple of times I&#8217;ve seen someone wearing a dark blue or black suit and they see someone coming back from dust-covered playa,&#8221; he said.  &#8220;You can see the fear in their eyes, &#8216;Oh man, I hope I&#8217;m not sitting next to this person.'&#8221;</p>

<p>Hours before she was likely rejected by the San Francisco Board of Directors at its Tuesday meeting, Historic Preservation Commission Mayor Christina Dikas withdrew her nomination.  Dikas has been the fourth person in a row to be appointed to the regulator by Mayor London Breed in recent months.  Because of her appointment, Dikas met fierce opposition, which meant there would be no LGBTQ representation on the commission.</p>
<p>The regulatory committee at its meeting last Monday, April 5th, voted 3-0 against Dikas, an architectural historian and cultural resource planner who works for Page and Turnbull.  The vote was expected because all three committee members had told the Bay Area reporter that they would not support Dikas when their nomination was announced.</p>
<p>The BAR editorial board had urged the full board to reject Dikas at its April 13 meeting, as had local LGBTQ heritage protection advocates and the Harvey Milk LGBTQ Democratic Club&#8217;s political action committee.  A source had told the BAR on Tuesday that there are likely to be at least six votes on the board of directors against confirming Dikas, the minimum required to turn down her nomination.</p>
<p>Faced with this opposition, Dikas announced to Breed Tuesday morning that she would take her name out of consideration for the oversight role.  She thanked the mayor for trusting her and said it was her honor to be considered.</p>
<p>&#8220;I looked forward to joining the Historic Preservation Commission and eager to continue the work and conversation to balance our city&#8217;s development needs and the rich historical and cultural character of our city and its various communities through landmark labels and other conservation programs to recognize initiatives, &#8220;Dikas wrote.  &#8220;In my work and volunteer efforts at the California Preservation Foundation, both based in San Francisco, I will continue to be involved in heritage conservation discussions and initiatives about housing needs, the effects of climate change, and the recognition of previously underrepresented people Communities and Voices. &#8220;</p>
<p>Jeff Cretan, a spokesperson for Breed, did not immediately respond to the BAR&#8217;s request to comment on Dika&#8217;s decision.</p>
<p>The mayor will certainly continue to be under pressure to nominate an LGBTQ person for the seat.  In February, Breed did not reappoint the two gay members of the Historic Preservation Commission, Jonathan Pearlman and Aaron Hyland, who had served as president of the commission.  Pearlman&#8217;s 3rd place is slated to be occupied by an architectural historian, and LGBTQ community leaders have encouraged Breed to name Hyland.</p>
<p>Breed had appointed Ruchira D. Nageswaran as Hyland&#8217;s seat and reappointed Commissioners Diane Matsuda and Chris Foley.  The regulators then confirmed that the three will apply in the HPC on December 31, 2024.</p>
<p>Instead of putting Hyland or another LGBTQ person in Pearlman&#8217;s seat, Breed nominated Dikas in early March, who at the time did not respond to the BAR&#8217;s request for comment.  She has worked on various historical conservation projects with minority communities in the city, from Japantown to the South of Market district of the Philippines.</p>
<p>She also worked on an oral history project with the Polk Gulch Restaurant Grubstake Diner, aimed at the transgender community in the 1970s.  The property was the focus of a protection struggle, as it is intended for renovation.</p>
<p>&#8220;I am very pleased to have the opportunity as Commissioner to contribute to the heritage of my city,&#8221; Dikas told the members of the rules committee last week.</p>
<p>But District 8 gay supervisor Rafael Mandelman, the board&#8217;s only LGBTQ community member, declared his rejection of her appointment by reaching out to one of his board predecessors, the late gay supervisor Harvey Milk.  In the 1970s, Milk routinely requested diverse leadership in city administrations and commissions, which included LGBTQ people in his columns in the BAR and on the Campaign Path.  He himself was one of the first to be appointed to a city inspectorate by a mayor.</p>
<p>&#8220;Harvey Milk was a very strong believer and often said it was important not only to have allies in positions of power, but also strange people, as it was important that all minorities are represented on commissions and elected bodies,&#8221; said Mandelman, the vice chairman of the rules committee.</p>
<p>While stressing that Dikas was qualified for the position, Mandelman said he still could not support her and accused the mayor&#8217;s office of not nominating an LGBTQ person for the seat.  Following Dikas&#8217; decision to back out, Mandelman again urged Breed to appoint an out agent who could continue the work Hyland cited on LGBTQ conservation issues.</p>
<p>&#8220;I know there are strange women and people of color who are ready, willing and able to continue this work,&#8221; Mandelman said during the board hearing when regulators 11-0 for filing on Dika&#8217;s decision of the point were correct.  &#8220;I think this is an opportunity to look for candidates who can continue this work and increase the diversity of representation on our commissions.&#8221;</p>
<p>District 3 Supervisor Aaron Peskin, Chair of the Rules Committee, and District 1 Supervisor Connie Chan have repeatedly agreed with Mandelman&#8217;s claim that a member of the LGBTQ community must be on the Historic Preservation Board.</p>
<p>&#8220;I&#8217;m looking forward to an appointment that really represents the LGBTQ community on the Historic Preservation Commission,&#8221; Chan said last week.</p>
<p>On Tuesday, Peskin noted how rare it was that the rules committee turned down an appointed mayor and that he did not seek the seat after a dispute with Breed&#8217;s government.  But he again urged the mayor to appoint a qualified LGBTQ person ready to serve and is committed to addressing LGBTQ heritage conservation issues in the city.</p>
<p>&#8220;I think we should start there instead of letting the mayor appoint people who are LGBT but don&#8217;t have that commitment and demonstrate the story,&#8221; Peskin said.  &#8220;I&#8217;ll leave it there and thank Ms. Dikas for withdrawing her name from the exam this afternoon.&#8221;</p>
<p>The question of the seat on the board of directors comes from the fact that a number of LGBTQ listed items are going through the city&#8217;s approval process.  The city&#8217;s landmarks are also going through the approval process for the Noe Valley residence of the late pioneer lesbian couple Phyllis Lyon and Del Martin, as well as the gay Eagle bar in SOMA, popular with the leather community.</p>
<p>However, other local LGBTQ historic sites remain on the city planning department&#8217;s list of future potential landmarks for the city as initial talks focused on transforming Milk im Castro&#8217;s former home and camera business into a national historic site.</p>
