<h3><strong>In California overall, prices dropped year-over-year, as sales collapsed, supply more than doubled.  No dear, this isn&#8217;t just a seasonal dip.</strong></h3>

<p>San Francisco and Silicon Valley are now in the solid leadership role of the housing bust playing out in California with sales collapsing and prices heading south from the peak in April at an astonishing pace.</p>
<p>Just about everything that could come together came together.  After a two-year outflux of workers due to working from anywhere, there came the collapse of the startup and crypto scenes, starting in 2021 and continuing unabated, leading to the early entries into my pantheon of Imploded Stocks.  In early 2022 came the spike in mortgage rates.  In mid-2022 came the downturn in employment at Big Tech.  By that time, the Fed had been hiking its policy rates relentlessly, and Quantitative Tightening had kicked off. This was punctuated over the past two months by the chaotic dismantling of the workforce at Twitter and its ecosystem.</p>
<p>Local budgets have fallen into deep deficits &#8211; although most are still flush with cash from the pandemic funds received from the federal government and the state.</p>
<p>Vacant office space that is on the market for lease and sublease continues to balloon, while landlords have started to file for huge reductions in assessment values ​​to lower their property taxes, which is going to cut revenues further.</p>
<p>This comes garnished by stories in the New York Times that Twitter stopped paying rent on its leased office spaces, and that it was instructed not to pay vendors.  At least one of those unpaid vendors – a Silicon Valley company whose software Twitter had licensed – filed a lawsuit last week in the San Francisco Superior Court for nonpayment.  It stated, “shortly after Musk&#8217;s purchase of Twitter closed, Twitter refused to pay the outstanding quarterly invoice, which was due on November 30, 2022, and Twitter disclaimed any obligation to pay any future invoices…”</p>
<p>These are all signs that the housing market is going to get a lot messier.  Prices have plunged the most in San Francisco, followed by the Silicon Valley counties of San Mateo and Santa Clara.</p>
<h3><strong>In San Francisco. </strong></h3>
<p><strong>The median price of single-family houses</strong> sold in November in San Francisco plunged by 11.4% from October to $1.50 million, and by 27% from the peak in April, according to the California Association of Realtors.  A nasty-looking chart:</p>

<p><strong>Condo prices plunged</strong> by 4.3% from the prior month to $1.15 million, and by 9.5% year-over-year.  Since the peak in April, the median condo price is down by 15.5%.  Condo sales in November have collapsed by 49%.</p>
<p>Seasonally, the lowest months are December and January.  So that&#8217;s still to come.</p>
<p><strong>But who is going to buy in the spring selling season</strong>?  Prices normally rise as demand picks up in the spring;  but who will be the exuberant tech workers that will want to overpay for a house by borrowing against the collapsed value of their stock options?  Those lucky ones that still have jobs and stock options?</p>
<p>The housing markets in San Francisco and Silicon Valley are tied to the boom-and-bust cycles of the startup scene – now combined with the crypto scene and cryptos – and they&#8217;re tied to the stocks of startups and big tech and social media companies in the area, to the jobs that have to be done locally, and to the value of the stock options.  All of them are puking.</p>
<p>Year-over-year, the median price of single-family houses in San Francisco plunged by 21%, the sixth month in a row of year-over-year declines.  It was the biggest year-over-year plunge since the peak of Housing Bust 1:</p>

<h3><strong>Silicon Valley, San Mateo County</strong>.</h3>
<p>The median price of single-family houses in San Mateo County, which forms the northern part of Silicon Valley, plunged by 6.2% from October to $1.78 million, and by 26% from the peak in April.</p>

<p>Santa Clara County, which forms the southern part of Silicon Valley and includes the Bay Area&#8217;s largest city, San Jose, is lagging behind but is moving right along.  The median price of single-family houses dropped by 1.5% in November from October to $1.60 million, and by 19% from the peak in April:</p>

<p>Year-over-year, the median house price dropped by 5.5%, the first significant year-over-year decline in this cycle.  Prices had already undergone significant year-over-year declines in 2018 and 2019, and were on a downward path until the trillions in money-printing, the surge in the stock market, and the interest rate repression began to boost prices again.</p>
<p>Currently, Santa Clara County lags San Francisco and San Mateo by a few months, it seems.</p>

<h3><strong>In all of California</strong>.</h3>
<p>Sales of single-family houses in California collapsed by 47.7% in November, compared to a year ago, the biggest decline since 1980, according to the California Association of Realtors.  Condo sales collapsed by 46%.</p>
<p>Unsold inventory more than doubled year-over-year to a supply of 3.3 months, and days on the market also more than doubled – before sellers pulled the unsold homes off the market again.</p>
<p>For all of California, the median price of single-family houses plunged another 3.0% in November from October, which pushed the price down year-over-year (-0.6%).  The median condo price fell 2.1% in November from October, which whittled down the year-over-year gain to just 2.7%.</p>

Medallia&#8217;s Leslie Stretch with 2626 Larkin (Medallia, Lunghi Studios)</p>
<p>This week, Leslie Stretch, CEO of customer experience software company Medallia, will list the Russian Hill home he bought with his wife Heather just before the pandemic for exactly what they paid for it: $20 million.</p>
<p>Listing agent Nina Hatvany of Compass gave TRD an exclusive first peek of the five-bedroom house, which includes a separate guest apartment one level below the main entrance.  The home&#8217;s centerpiece is a floating helix-shaped limestone staircase with hand-forged railings circling a three-story Venetian glass light fixture hanging from a central skylight.  There&#8217;s also a walnut-clad elevator that services all floors.</p>

<p>The chandelier alone was rumored to cost $1 million and is an indication of the high-end finishes throughout the home, Hatvany said.</p>
<p>The house was built in 2013 by hedge fund manager Chris Hansen, according to public records.  It has six floors plus a bay view roof deck just around the corner from Lombard&#8217;s “crookedest” street.  The 10,000-square-foot home at 2626 Larkin Street was the biggest residential sale in the neighborhood when it sold at the end of January in 2020 for $2,000 a square foot, according to Redfin.  It would be the biggest Russian Hill single-family sale of 2022 thus far if it sells for anywhere close to that amount, although the combined $29 million paid for a pair of penthouse suites owned by former secretary of state George Shultz in July is the bigger overall neighborhood residential sale.</p>
<p>Hatvany, who also represented the Stretches when they bought the home from Hansen in 2020, said her clients are selling now because the youngest of their four children has gone off to college and they are moving to a smaller pied a terre in the city.  They also purchased several “spectacular” secondary homes during the pandemic, she said.</p>
<p>They made only minor decorative changes to the property during their two-plus years there, but spent hundreds of thousands of dollars upgrading the smart home features of the property, such as the AV system and light switches, she said.  They also added two car lifts to make room for five cars in the three-car garage.</p>
<p>Otherwise the home is much as it appeared when they bought it in January 2020, she said, with “glowing” lime plaster walls, french white oak floors and a glass wall off the kitchen-family room that leads out to a backyard with a pizza oven, quartz stone patio and a fireplace bookended by two bronze fountains.  The back of the home overlooks the garden, while the front, including the fourth-floor primary suite and fifth-floor family room, has northwest views of the bay.  Both have decks to take in the views, and there&#8217;s also a panoramic view roof deck with a fire pit.</p>
<p>Even with the SF luxury market seeing millions in price cuts, Hatvany said the home is priced to bring in high-end buyers who she said are still actively house hunting despite the slower market.</p>
<p>“We have other houses on the market in the $18 [million] to $25 million range, and not one of them is as done as this house is,” she said.</p>
<p>Most of those properties are in Pacific and Presidio Heights, which Hatvany said are still tops for high-net-worth individuals with young families, given the proximity to parks and prestigious private schools.  The Larkin home&#8217;s buyer may not be someone with “masses of children,” since it has a “more sophisticated feel,” Hatvany said, but otherwise she expects it to draw the same well-heeled crowd of house hunters to its “Pacific Heights- ish” location.</p>
<p>&#8220;It&#8217;s as close to Pacific Heights as you can be on Russian Hill,&#8221; she said.</p>

<p>                                    (TNS) — Tech company layoffs are poised to eliminate hundreds of jobs in the Bay Area, an ominous new round of layoffs that might jolt the region&#8217;s primary economic engine.</p>
<p>Malwarebytes, Shift Technologies, Robinhood Markets and Rivian Automotive have notified the state&#8217;s labor agency that they have embarked on cutbacks that are slated to jettison about 450 jobs in the Bay Area, according to official notices filed with the government.</p>
<p>Here&#8217;s the local impact of the layoffs that are in the works as a result of several tech company job cuts, which together total 453 positions.  The layoffs were detailed in WARN notices filed with the state Employment Development Department:</p>
<p><span data-bsp-pv="4f8e492c-6f2f-390e-bc61-f176d3a37ab9"/><span data-bsp-pv="00000182-b689-d6ba-a182-f7bf0e360000"/><br />— Rivian Automotive, an Irvine-based maker of electric vehicles, plans to eliminate 208 jobs at multiple locations in Palo Alto.</p>
<p>— Robinhood Markets, a financial services tech company, or fintech, is cutting 146 jobs in Menlo Park, the city where Robinhood is based.</p>
<p>— San Francisco-based Shift Technologies, which operates an e-commerce online marketplace for used-car sales, is cutting 52 jobs in Oakland.</p>
<p>— Santa Clara-based Malwarebytes, an Internet security company that specializes in protecting home computers, smartphones, and companies from malware and other digital threats, is cutting 47 jobs at its Santa Clara headquarters, part of an overall reduction of 125 positions throughout the company .</p>
<p>These layoffs have arrived at a time when multiple tech titans, including Google, Amazon, Facebook app owner Meta Platforms, Netflix and Apple have revealed plans to slow down their pace of hiring.  Amazon and Netflix, however, each have launched actual job cuts.</p>
<p>Amazon&#8217;s total staffing shrank by 99,000 from the end of March to the end of June worldwide.</p>
<p>Los Gatos-based Netflix has chopped about 500 jobs this year, including full-time workers, part-timers and contractors.  The Netflix layoffs include a loss of slightly more than 100 jobs in Los Angeles.</p>
<p>Malwarebyte&#8217;s job cuts were effective as of Aug. 15, the company stated in the WARN notice.</p>
<p>Rivian said its staffing reductions would take effect on Oct.  7, Robinhood said its job cuts would be effective by Oct.  1 and Shift said its layoffs would be in place by Oct.  8th.</p>
<p>Electric vehicle maker Rivian blamed inflation and rising costs for its layoffs, saying it had to undertake measures to save cash to cope with the financial squeeze.</p>
<p>Some Malwarebytes employees took to the LinkedIn social network to alert people that they had lost their jobs, using a #layoffs hashtag.</p>
<p>“Due to #layoffs at Malwarebytes today, I am looking for a new role and would appreciate your support,” one Malwarebytes worker posted on LinkedIn.</p>
<p>The cutbacks at Shift Technologies occurred in the wake of the company&#8217;s acquisition of CarLotz, a vehicle retailer.  The deal gives the new Shift and CarLotz firm a presence in the markets for vehicle transactions via both online commerce and in-person encounters.</p>

<p>From its role as the birthplace of the United Nations, the city of San Francisco has always had its own distinctive place in the world of diplomacy.  In recent years, however, San Francisco has become the birthplace of something else &#8211; a distinctive form of tech diplomacy that could only happen within striking distance of Silicon Valley.</p>
<p>In September, the European Commission is joining the fray with its own San Francisco office.  Gerard de Graaf, who spearheaded digital regulation at the Commission&#8217;s Directorate-General for Communications Networks, Content and Technology, is set to lead the new outpost, which will operate under the purview of the Washington EU Delegation office and coordinate with Brussels.</p>
<p>While the exact date, location, and size of the new EU office is yet to be determined, the remit is clear.</p>
<p>&#8220;We are essentially launching the EU&#8217;s digital diplomacy as yet another foreign policy tool to support our geopolitical role and our ambitions in the global technical power game.&#8221;  Peter Stano, lead spokesperson for Foreign Affairs and Security Policy at the European Commission told Parliament Magazine of the new office.  “Because digital issues are no longer just a matter of engineers, no longer technical matters.  They are the battleground of technology, values ​​and narratives.&#8221;</p>

<p>“San Francisco was chosen because it is a global center for digital technology and innovation.  It also responds to requests from EU Member States to increase the EU presence on the US west coast,” Stano added.</p>
<p>The opening of the office follows a Parliamentary diplomatic mission to Silicon Valley in late May ahead of the Digital Markets Act (DMA) and the Digital Services Act (DSA) being passed by the European Parliament;  both acts are expected to have significant impact on the tech industry.</p>
<p>These laws represent the latest EU efforts to regulate the digital sphere and curb the power of US tech giants.  The “right to be forgotten” legal principle, established in 2014 by a ruling from the European Court of Justice, marked an era of lawsuits and contention between Silicon Valley and Europe.  In the years since, the European Commission has levied billions of dollars in fines against Google, Facebook, Amazon, Qualcomm, Apple and other leading technology companies for offenses ranging from unpaid taxes to market monopolization.  The General Data Protection Regulation, which established strict rules for how companies handle personal data, came into effect in May 2018.</p>
<p>Jeroen Dewulf, director of the Institute of European Studies at University of California, Berkeley, has watched the evolution of the relationship between Europe and Silicon Valley over the past decade.</p>
<p>&#8220;In the early years, people would be fascinated with the expansion of technology in Silicon Valley, with the possibilities, and whether we could potentially build something similar in Europe,&#8221; Dewulf told Parliament Magazine.  &#8220;What I have seen over the years is that perspective has become more critical &#8211; concerns have grown about the darker sides of big tech, concerns about abuse of power, lack of transparency.&#8221;</p>
<p>The opening of the EU office signals, to some, a change in approach, with a focus on greater cooperation and diplomacy (particularly ahead of the inevitable legal backlash against the DMA).  Yet the Union is arguably behind the curve.</p>
<p>Several European countries have already established a tech diplomacy presence in the Bay Area.  SwissNex on Pier 17 of the Embarcadero is an event space, consulate, start-up incubator and tourism office in a revamped hangar.  Denmark&#8217;s tech ambassador &#8211; an official title &#8211; has an office located in Palo Alto, the heart of Silicon Valley (the country famously appointed the first ambassador to the tech industry in 2017, although he later left to work at Microsoft).  Open Austria, the official Austrian presence in San Francisco&#8217;s SoMa neighborhood, appointed its first Austrian tech ambassador in 2020.</p>
<p>These missions, however, have often focused on trade, supporting diaspora in tech and entrepreneurship, and other collaborations.  For instance, the Holland in the Valley initiative, a program established by the Netherlands Consulate in San Francisco, brings together government, the private sector and academia “to boost results in entrepreneurship, innovation, and applied science.”</p>
<p>The EU&#8217;s new office signals a broader approach, one that will be more policy and regulation focused.  With the nomination of Nathaniel Fick to lead the State Department&#8217;s new Bureau of Cyberspace and Digital Policy, the US is attempting to make strides in bridging the gap of tech regulation;  however, for the foreseeable future, the EU will continue to lead.</p>
<p>Paul Adamson, OBE, Chairman of Forum Europe, which organizes policy conferences and has received funding to promote the EU-US Trade and Technology Council (TTC), told Parliament Magazine, “As a public relations strategy, the EU has to better explain what they&#8217;re doing.  This opening up [of the office] is really intriguing.  It suggests to me that they&#8217;re trying to do some proselytizing, make the case about what they&#8217;re doing on the home turf of the tech sector, rather than being accused by the tech sector that, &#8216;You&#8217;re so remote.  You&#8217;re in Brussels.  What do you know about what we&#8217;re doing here?&#8217;”</p>
<p>It suggests to me that they&#8217;re trying to do some proselytizing, make the case about what they&#8217;re doing on the home turf of the tech sector </p>
<p>&#8220;Gerard is a very affable guy, as well as being very knowledgeable,&#8221; Adamson said.  “He&#8217;s a very relaxed kind of guy, and quite diplomatic.  I think he&#8217;s a very good choice.&#8221;</p>
<p>Dewulf, the director of the Institute of European Studies, expects de Graaf to find a welcome reception when he arrives.</p>
<p>“Within California in general, in particular the Bay Area, there is a tremendous amount of goodwill when it comes to the EU and its policies and its vision for the world.  I always regretted that Europe was not taking advantage of that, enough.  Of course, we have the EU office in Washington, DC, but I always felt that was maybe too far from what was going on here on the west coast,” Dewulf told Parliament Magazine.  &#8220;Sometimes I have the impression that the EU is much more popular here in California than it is in Europe, and its attempts to tackle certain challenges with a mindset and a perspective that aligns quite well with the general mindset of people here in California.&#8221;</p>
<p>&#8220;That&#8217;s why, for me, I&#8217;m so excited that we have the news that an EU office is finally coming to San Francisco, to the west coast,&#8221; he said.</p>

<p>We&#8217;ve seen all countless stories about San Francisco tech workers decamping for Texas and Florida — but according to US Postal Service change-of-address records, they&#8217;re mostly moving to Bay Area suburbs, the San Francisco Chronicle reports.</p>
<p><strong>The big picture: </strong>The Chronicle analyzed postal service records and found that &#8220;the top six destinations for those fleeing the city were all Bay Area counties: Alameda, San Mateo, Marin, Contra Costa, Santa Clara and Sonoma.&#8221;</p>
<ul>
<li>After that came Los Angeles, San Diego, Napa and Riverside.</li>
<li>The No.  1 destination — Alameda County, where Oakland is the biggest city — is directly across the bay from San Francisco.</li>
<li>Austin and Denver were the &#8220;only two out-of-state destinations that made it into the Top 20,&#8221; per the Chronicle.</li>
</ul>
<p><strong>Details:</strong> It is true that lots of San Franciscans moved away from the city during the eight-month period between March and November (which is what the Chronicle examined). </p>
<ul>
<li>&#8220;While the influx of new residents coming into the city remained constant between 2019 and 2020, the number of households leaving skyrocketed by more than 35,000 — from 45,263 in 2019 to 80,371 in 2020.&#8221;</li>
<li>Roughly 41% of the change-of-address requests were moves within San Francisco. </li>
<li>Those movers were taking advantage of falling rents — and the lower-rent trend could be a happy and lingering outcome of the pandemic, San Francisco economist Ted Egan tells the Chronicle.</li>
</ul>
<p><strong>Between the lines: </strong>The tally is city-specific and doesn&#8217;t capture all the people coming and going from the Bay Area, which includes all the counties close to San Francisco proper. </p>
<ul>
<li>Numerous real estate, moving and transportation companies have been trying to capture the migration patterns and have been feeding reporters (like me) surveys that show where people are going.</li>
<li>Those results don&#8217;t always speak with one voice, but they do show consistent patterns.</li>
<li>For instance: &#8220;The No. 1 pick for people leaving San Francisco is Austin, Texas, with other winners including Seattle, New York and Chicago, according to moveBuddha, a site that compiles data on moving,&#8221; Nellie Bowles writes in the New York Times.</li>
</ul>
<p><strong>reality check: </strong>With companies like Oracle and Hewlett Packard Enterprise moving headquarters out of the Bay Area (to Austin and Houston, respectively), it makes sense that some workers will follow.</p>
<ul>
<li>But as Axios&#8217; Scott Rosenberg writes, &#8220;Silicon Valley&#8217;s powerhouses aren&#8217;t putting out the &#8220;moving sale&#8221; signs, even as a handful of high-profile departures raises questions about the region&#8217;s status.&#8221;</li>
