<p>Berkeley&#8217;s announcement spoke about a &#8220;shift from requirements to recommendations&#8221; that reflected &#8220;the current phase of the pandemic, with hospitalizations and severe illness remaining low amidst an ongoing decline in infections.&#8221;</p>
<p>&#8220;Our COVID tools create a path to navigate the pandemic,&#8221; said Dr.  Lisa B. Hernandez, Berkeley&#8217;s health officer.  &#8220;As this latest surge fades, the safe path widens but the risks haven&#8217;t disappeared.&#8221;  She urged residents to continue to get vaccinated and get their booster, and to wear a mask &#8220;when needed.&#8221;</p>
<p>We&#8217;ll update this story if further Bay Area cities or counties decide to roll back their proof of vaccination requirements.  In the meantime, if where you live, work or study still requires proof of vaccination to enter bars, restaurants or gyms, here&#8217;s how to look up your California vaccine card online.</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO &#8212; San Francisco will become the next major US city to require full vaccination for patrons and employees at certain indoor establishments.</p>
<p>Proof of vaccination will be required at indoor bars, restaurants, clubs, theaters and entertainment venues, as well as indoor gyms and other fitness establishments.  This does not include individuals ordering or picking up food or drink to go.</p>

<p>San Francisco&#8217;s order also creates a new proof of vaccination requirement for large events at indoor venues, requiring attendees who are age 12 or older at events with 1,000 people or more to provide proof of vaccination.</p>
<p>Under the new order, a negative COVID test will no longer be considered an exemption to being fully vaccinated.</p>
<p>&#8220;We are not out of the woods as it relates to COVID, we are still going through it,&#8221; said San Francisco Mayor London Breed.  &#8220;Of course, we&#8217;re sick and tired of it, but it&#8217;s not sick and tired of us.&#8221;</p>
<p>The health order will extend vaccination requirements to certain health care providers &#8212; including workers at adult day centers, residential care facilities, dental offices, home health aides and pharmacists, who are not included in the state health order on vaccinations.</p>
<p>The mandate does not include children under 12 who are not yet eligible for the COVID vaccine or people picking up to-go food orders.</p>
<p>&#8220;We don&#8217;t want people to think, a family of four with two kids seven years old that you can&#8217;t go to a restaurant &#8211; you can,&#8221; said Breed.  &#8220;We know that your children cannot be vaccinated, but the parents will need to be.&#8221;</p>
<p>The requirement for patrons goes into effect on Aug. 20 and for staff on Oct.  13.</p>

<p>However, some say they are not prepared to serve guests and check their vaccination status because they are short-staffed.</p>
<p>Danielle Reese owns Queen&#8217;s Louisiana Po-boy Café on the Embarcadero.</p>
<p>She fears enforcing the mandate will mean a loss in tourist business.</p>
<p>&#8220;We don&#8217;t want confrontation with anybody on their political views as far as vaccines go, I&#8217;m just here to feed people,&#8221; said Reese.</p>
<p>Enforcing the rules is up to the business owners, and as Reese puts it, &#8220;We have enough going on as it is now.&#8221;</p>

<p>As far as the mask mandates, that will remain in place.  The health officers&#8217; put the mask mandate in place to deal with the rapid spread of the delta variant, so they will continue to assess the indoor mask mandate.</p>
<p>County health officials say the city&#8217;s COVID compliance team, also known as CERT team, will be reactivated on a smaller scale to help with educating businesses.  But enforcement on verifying vaccines and exemptions will fall on the individual business owners.</p>
<p>&#8220;It&#8217;s going to be a little unclear how to deal with an exemption situation,&#8221; said Laurie Thomas, the executive director of the Golden Gate Restaurant Association.  &#8220;Each restaurant owner or business might have different legal advice.&#8221;</p>
<p>Businesses will be required to check a person&#8217;s ID and vaccination card match before allowing anyone indoors.</p>
<p>&#8220;If there&#8217;s six people in the party and one or two of them don&#8217;t have a vaccine card, they&#8217;re going to be asked to sit outside,&#8221; said Thomas.</p>

<p>dr  Grant Colfax says vaccinations are strongly recommended but not required for outdoor &#8216;mega&#8217; events &#8212; where 5,000 or more people are attending.  For example, vaccinations won&#8217;t be mandated for Giants games, but will be mandated for anyone dining indoors at the stadium.</p>
<p>The city is reporting 263 new daily COVID cases and have at least 107 people in the hospital as of Thursday, according to the mayor&#8217;s office.</p>
<p>The announcement couldn&#8217;t have come soon enough for MX3 Fitness co-owner Dave Karraker.</p>

<p>&#8220;We&#8217;re already a health-driven industry and this gives our clients that one more piece of assurance that they are going to be safe when they go into a gym to workout,&#8221; said Karraker.</p>
<p>Karraker says his number one priority is the safety of his employees and members.</p>
<p>&#8220;We need to take every precaution possible to stop the Delta variant in its tracks.&#8221;</p>
<p>Restaurant Owner and Executive Chef Mat Schuster says his business Canela Bistro &#038; Wine Bar started requiring proof of vaccination for customers indoors two weeks ago.</p>
<p>&#8220;We saw the writing on the wall and we wanted to be part of the solution,&#8221; said Schuster.</p>
<p>Customers will have the option of showing their actual vaccination card or a photo of it.  You can also register your vaccination with the state.</p>
<p>Both Karraker and Schuster say they&#8217;ll do their best when it comes to verifying what they&#8217;re looking at is legit.</p>
<p>&#8220;As of now we are asking for pictures and for photo ideas but hopefully that process will get a little bit easier as it becomes more prevalent,&#8221; said Schuster.</p>
<p>&#8220;I think we really need to trust each other on this,&#8221; said Karraker.</p>

<p>Previously, San Francisco, Marin, Sonoma, and Alameda counties had allowed people in offices, gyms, and religious meeting rooms such as churches to remove their masks, provided they were all fully vaccinated.</p>
<p>The counties had negotiated with the state to maintain these exemptions after California reintroduced a universal mask mandate earlier this month.</p>
<p>But with data clearly showing that omicron infects vaccinated people in significant numbers, the exceptions are now gone.  The new orders of the districts come into force on Thursday at 12:01 p.m.</p>
<p>&#8220;When we see numbers like this, it is time to act,&#8221; said Dr.  Matt Willis, Marin County Health Officer.</p>
<p>Contra Costa County took a similar move on Tuesday to lift the mask exemption.  All nine Bay Area counties are now fully aligned with the California indoor mandate.</p>

<p>Fully vaccinated people are at greater risk of contagion than ever before in the pandemic.  In California, the number of cases for fully vaccinated people for the week ending December 19 was 13.6 cases per 100,000 and 70.5 cases per 100,000 unvaccinated people.  Just a month earlier, the weekly averages were 5.4 per 100,000 for the vaccinated and 38.4 per 100,000 for the unvaccinated.</p>
<p>And the latest rates are before omicron invaded Christmas gatherings and triggered infection rates even higher.  In Sonoma County, Dr.  Sundari Mase 40% of New Cases where Source of Infection is Known Due to Holiday Gatherings the Cause.</p>
<p>San Francisco reported its highest single-day case count on Tuesday &#8211; 805, according to state data and Chronicle analysis, which tends to deviate slightly from the city&#8217;s official numbers.</p>
<p>The actual numbers are certainly higher since many people do antigen tests at home and do not report the results.</p>
<p>According to Dr.  Ori Tzvieli, Contra Costa County&#8217;s public health director, hospitals are still not overwhelmed, but they are getting more calls.</p>
<p>&#8220;What worries me is that in two to three weeks there will be even more people with COVID,&#8221; he said.</p>
<p>Dr.  Karen Relucio, Napa County&#8217;s health officer, said hospital admissions so far have been stable and manageable.  &#8220;We have good capacities. We are not at the highest level we have ever seen,&#8221; she said.</p>
<p>Dr.  Caesar Djavaherian, co-founder of San Francisco-based care provider Carbon Health, said his company&#8217;s clinics typically see 40 to 50 patients a day, but now about double that &#8211; and most of that is COVID.</p>
<p>“Clinics are being overrun,” he said.  &#8220;The wave is real.&#8221;</p>
<p>When asked about the mood among health care providers in the Bay Area, he said, &#8220;It&#8217;s 100% exhaustion.&#8221;  Not only are health care providers dealing with potential exposures or infections in their own families, but they are also seeing a flood of patients.</p>
<p>Health workers are trained to prioritize patients, but it &#8220;wears you down as a provider,&#8221; said Djavaherian, adding, &#8220;The stress out there, especially for health workers, is incredibly high.&#8221;</p>
<p>Experts urged people to take as many precautions as possible &#8211; getting vaccinated, freshened up, wearing masks, only gathering in small groups, and doing rapid tests beforehand &#8211; though a lack of testing obviously makes it difficult and the tests aren&#8217;t foolproof either accurately identify in relation to positive cases.</p>
<p>&#8220;At this point where Omicron is soaring, I wouldn&#8217;t recommend New Years Eve celebrations unless they&#8217;re small,&#8221; said Dr.  Sara Cody, Santa Clara County Health Officer.  “Small, intimate gatherings are the right way to bring this New Year together.  It is not the time to go to a big gathering. &#8220;</p>
<p>Mase from Sonoma County went even further.  She recommended that those who are not vaccinated avoid holiday gatherings and travel.  For those vaccinated and unvaccinated who choose to meet, she recommended well-fitting masks for all &#8211; and not cloth masks.</p>
<p>Dr.  Bob Wachter, chairman of UCSF&#8217;s medical division, said on a Twitter thread on Wednesday that things are tough now but significant improvements could be made.</p>
<p>&#8220;At the beginning of February we could be in a place where Covid is actually &#8216;like the flu&#8217; which significantly lowers your risk,&#8221; he wrote &#8211; although he added that it was by no means safe.</p>

<p>SAN FRANCISCO (KRON) &#8211; San Francisco will require residents and visitors to be fully vaccinated against COVID-19 for a range of indoor activities such as visiting restaurants, bars and gyms, Mayor London told Breed on Thursday. </p>
<p>The order requires companies to check vaccination status prior to entry.  This takes effect on August 20th.</p>
<p>A vaccination certificate is required for all customers and employees.  Staff must be fully vaccinated by October 13th.</p>
<p>The requirement does not include people ordering takeaway, clarifies Breed.  It also does not apply to people who cannot be vaccinated, ie children under 12 years of age.  </p>
<p>Fully vaccinated means that the person received both doses of the Pfizer or Moderna COVID-19 vaccine or one dose of the Johnson &#038; Johnson COVID-19 vaccine.  </p>

<p>However, that is not all that the new health order entails.  There is also a new vaccination requirement for major events in halls, which requires proof of vaccination for events of 1,000 or more people. </p>
<p>“The Health Ordinance also extends vaccination requirements to certain health care providers &#8211; including workers in adult day care centers, nursing homes, dental offices, home nurses, and pharmacists &#8211; who are not yet required.  This goes into effect on October 13th, ”said Breed. </p>
<p>San Francisco is reportedly the first major US city to require proof of full vaccination in order to receive services in indoor stores.  New York City recently started enforcing a similar requirement, but companies there only need proof of one dose. </p>
<p>In response to Thursday&#8217;s announcement, Mayor Darrell Steinberg told FOX40 that Sacramento &#8220;must go in the same direction.&#8221;  The Mayor of Sacramento said his top priority was to vaccinate city workers.</p>
<p lang="en" dir="ltr">Just asked @Mayor_Steinberg about San Francisco&#8217;s vaccination mandate for certain indoor activities and if this will happen in Sacramento. </p>
<p>&#8220;Yes. We have to go there. But first I am concentrating on mandatory vaccinations for municipal employees. We have to lead by example.&#8221;</p>

<p>Before the announcement, hundreds of bars and restaurants checked vaccination cards and supported the idea of ​​presenting proof of vaccination or a negative COVID-19 test for entry. </p>
<p>&#8220;We are enacting these new health requirements because indoor public spaces, where people gather in confined spaces, often without masks, are a primary route for the virus to spread,&#8221; said Dr.  Naveena Bobba, Assistant Health Officer.  &#8220;With COVID-19 case rates soaring, we now need anyone eligible for a vaccine.&#8221; </p>
<p>COVID-19 cases among restaurant workers have already resulted in some owners temporarily closing services or restricting them to outdoor dining. </p>
<p>Health officials say most of the new COVID-19 cases are among unvaccinated people.  There have also been reports of &#8220;breakthrough&#8221; cases of fully vaccinated people becoming infected with the virus.  The CDC says these landmark cases are expected and represent a very small minority of all new cases. </p>

<p>COVID-19 vaccines are effective and a vital tool in bringing the pandemic under control.  However, no vaccine is 100% effective in preventing disease in people who have been vaccinated.  There will be a small percentage of those fully vaccinated who will still get sick, hospitalized, or die of COVID-19.</p>

<p>According to the city of San Francisco, as of Aug. 11, 71% of the city&#8217;s eligible residents are fully vaccinated. </p>
<p lang="en" dir="ltr">In conclusion, I ask that people be patient with one another and try to lead with empathy.  This transition will be challenging and we expect people to do their best to abide by it, as businesses and local residents did with our previous health regulations.</p>

<p><span style="font-weight: 400;">The city and its surrounding areas were the first in the country to impose a lockdown as the coronavirus outbreak began to worsen in the spring of 2020.  Some companies were allowed to reopen after cases fell in the summer, but plans to reopen were rolled back in the fall when cases began to rise. </span></p>

<p><span style="font-weight: 400;">Tuesday, city officials </span><span style="font-weight: 400;">announced</span><span style="font-weight: 400;">    San Francisco had met the criteria based on its coronavirus cases, hospital admissions, and other metrics to move to California&#8217;s less restrictive red tier and allow indoor activities to reopen with restrictions. </span></p>
<p>Indoor dining in restaurants, bars serving food, cafes and food courts can now be opened for 25 percent capacity or up to 100 people, whichever is lower.  Indoor dining tables are limited to members of a household up to a maximum of four people, and office work must end at 10:00 p.m.</p>
<p><span style="font-weight: 400;">Fitness studios and yoga studios are allowed to open at 10 percent capacity, while museums, zoos and aquariums are allowed to open 25 percent indoors. </span></p>
<p><span style="font-weight: 400;">Cinemas may reopen with 25 percent capacity or up to 100 people without concessions.  Outdoor activities such as recreational sports are now being expanded. </span></p>
<p><span style="font-weight: 400;">&#8220;Thanks to everyone in our city who act responsibly and do their part, we can take another step towards reopening and beginning our recovery,&#8221; said the Mayor of San Francisco London Breed (D) in a </span><span style="font-weight: 400;">statement</span><span style="font-weight: 400;">    Tuesday. </span></p>
<p>“This year has been incredibly tough for our residents and small businesses, so every step forward is critical to ensuring they can survive this pandemic.  To make sure we can keep moving forward, we all need to stay focused and continue to follow health guidelines, ”Breed said. </p>
<p><span style="font-weight: 400;">Starting Thursday is San Francisco </span><span style="font-weight: 400;">Averaging calculation</span><span style="font-weight: 400;">    62 new coronavirus cases every day and a total of 34,207 cases with 423 deaths.  In January, the number of new cases hit a seven-day average of more than 370. </span></p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8211; San Francisco eased its health regulations a bit on Monday so that nail and hair salons, gyms, massage parlors, and tattoo parlors can welcome a limited number of customers back to their homes.</p>
<p>At MX3 Fitness, Kevin Mcspadden was one of the first clients to train indoors on Monday morning.  He hasn&#8217;t been to a gym since March.</p>

<p lang="en" dir="ltr">We haven&#8217;t seen the following in San Francisco in 6 months: Someone working out in a gym!  This is allowed from today &#8211; but no group classes. <p>The owner of MX3 Fitness is thrilled to see people back in the house.  He had set up an outdoor area for customers while waiting for the city&#8217;s permission to open inside.  The outdoor exercise room worked fine until smoke covered the city.</p>
<p>&#8220;We can&#8217;t ignore the air quality, can we? It was really difficult. We&#8217;ve had so many outdoor cancellations for our outdoor gym over the past week. So it&#8217;s nice to have that other option. But it&#8217;s also nice to know.&#8221; &#8220;The rain is coming. And we&#8217;re finally back inside,&#8221; said co-owner Dave Karraker.</p>
<p>San Francisco only allows a limited number of people in the gyms and only for one-on-one personal training or individual training.  Group fitness classes are still not allowed, leaving some large fitness chains closed.</p>

<p>&#8220;Group fitness is still not allowed indoors. So don&#8217;t expect to go to your Barry&#8217;s boot camp or spin classes just yet. For now, only one-on-one personal training and then individual training is allowed indoors. We expect that . &#8221;  Change in the coming months as we do better as a city on our COVID-19 response, but right now it&#8217;s only those limited services at 10%, &#8220;Karraker said.</p>
<p>He said this new facility was great for his business, but he was fine with the larger training facilities.</p>
<p>&#8220;It&#8217;s very difficult right now for the big box gyms because they have these huge leases they sit on and 10% doesn&#8217;t help them. But 10% for a small neighborhood gym really helps being a little bit outside / doing a little bit inside &#8211; can help pay the rent, &#8220;Karraker said.</p>

<p>His personal trainers were fully booked on Monday, an indication that many San Franciscans are ready to be back.</p>
<p>&#8220;Everyone I know in my community has always wanted to go to the gym. It&#8217;s one of the two things they talk about &#8211; going to restaurants and going back to the gym. I think it&#8217;s good and important.&#8221;  Mcspadden said.</p>
<p>Some salon and gym owners, like Karraker, said they will continue to provide outdoor service to customers who are uncomfortable with being indoors with others.</p>

<p>Tracy Chavez owns Eye Candy SF.  She crossed Union Street with a sign in her hand and was thrilled to be reopening her beauty salon.</p>
<p>&#8220;So happy to be back, so happy to be able to open again. I&#8217;m really excited,&#8221; she said.  &#8220;I&#8217;m really looking forward to everyone coming back and I&#8217;ve missed everyone so much. It&#8217;s been a busy year but we&#8217;re going through.&#8221;</p>
<p>Chavez had to move in with her family because she couldn&#8217;t afford to stay where she lived.</p>
<p>The salon is now set up to keep the recommended number of clients at a distance, and Chavez complies with the requirements by wearing a mask, face shield, and specialized clothing.</p>
<p>Tracy Stanwick is another salon owner eager to reopen.</p>
<p>&#8220;It&#8217;s been stressful, but we&#8217;re all happy. It&#8217;s also a relief for our customers,&#8221; said Stanwick.  The first customer of the day has already been served in her salon.</p>

<p>&#8220;Months and months and months. I&#8217;m so happy to be here,&#8221; said the customer.</p>
<p>Everyone told us the city had waited too long for it to reopen.</p>
<p>Danielle Rabkin, owner of Cross Fit Golden Gate, agrees.</p>
<p>&#8220;We saw counties like San Diego and Los Angeles reopen, but San Francisco, which had much better metrics, stayed closed and that was really hard to see.</p>

<p>Gyms may only be opened with a capacity of 10%.  Rabkin says the majority of her clients, young tech professionals, have moved out of town.</p>
<p>&#8220;I don&#8217;t know if I can recover from six months of closure but I&#8217;m going to fight like hell, I sure will try,&#8221; Rabkin said.</p>
<p>Hotels were also allowed to attract tourists for the first time today.  Still, some hotels decided to wait a few days, knowing that few people would be willing to visit San Francisco under these conditions.</p>
