Kevin Mullin, a former South San Francisco mayor turned state assembly member, won his bid to represent much of San Mateo County in the House of Representatives, beating out Supervisor David Canepa for the seat being vacated by Jackie Speier.

“It’s an honor and a privilege and I’m thrilled at the opportunity to represent the area,” Assembly Speaker pro Tem Kevin Mullin said on election night while celebrating at Joseph A. Fernekes Recreation Building in South San Francisco.

Mullin captured 57% of the vote with 48,740 ballots cast for him on election night, making him the successor of US Rep. Jackie Speier, D-San Mateo, in California’s 15th district. The district was newly redrawn to replace the 14th District and encompasses the eastern Peninsula from Redwood City up to South San Francisco plus Daly City.

Meanwhile, Canepa, a lifelong Daly City resident who was elected to the Board of Supervisors in 2016 after serving on the Daly City Council, received 36,740 votes, or 43%, according to semiofficial results as of 11 pm Tuesday by the San Mateo County Elections Office.

On the campaign trail, Mullin and Canepa, both Democrats, backed similar platforms by voicing support for universal health care, the Green New Deal, forgiving student loan debt and other progressive policy stances.

But Mullin raked in major endorsements early including from Speier, a fellow South San Francisco native and Mullin’s political mentor, US Rep. Anna Eshoo, D-Palo Alto; House Speaker Nancy Pelosi, D-San Francisco; gov. Gavin Newsom; and supervisors Dave Pine, Carole Groom and Warren Slocum.

Those endorsements, particularly that of Speier, paired with his career as a representative of the area contributed to his success, Mullin said. Looking ahead, Mullin said he has his eyes on the House Committee on Energy and Commerce and House Committee on Transportation and Infrastructure, two bodies tackling issues pertinent to Silicon Valley’s tech industry, while bracing for a potential Republican majority in the House.

“It’s been a long public service journey,” Mullin said, noting his first political job was with Speier. “Having her mentorship and longtime connection has been just invaluable. She’s a daughter of South San Francisco, so there’s a long history of public service in this community.”

Mullin was elected to the Assembly in 2012 and has served as the speaker per tem since 2014. Prior to that, he served on the South San Francisco City Council for five years. A South San Francisco native, he is the son of the late Gene Mullin, a former South San Francisco mayor and assembly member.

Canepa conceded early as results rolled out. In a statement, he shared his appreciation for his team and supporters while wishing Mullin well in Congress.

“Running for Congress has been the most exciting year of my life and I’m so proud of my team. We fought hard and we never gave up. Congratulations to Kevin Mullin, we wish him the very best of luck and look forward to working with him on the most pressing issues our nation faces,” Canepa said in a statement conceding the race.

Eshoo won her reelection campaign to represent California’s newly drawn 16th district, covering the Peninsula coast from Pescadero to Pacifica plus Palo Alto, Saratoga and a sliver of San Jose, with 74,000 votes or 58.6%. Eshoo beat out fellow Democrat and current Saratoga Council member Rishi Kumar who received 52,183 votes, or 41.4%. Kumar faced off against Eshoo for the first time in 2020 when he received 36% of the vote.

State Assemblymember Marc Berman, D-Palo Alto, beat out Republican Tim Dec, a small business owner from Mountain View, to reclaim his seat as a representative of the state’s 23rd district. Berman received 63,566 votes, or 72.4%, while Dec received 24,055 votes, or 27.5%, as of election night.

San Mateo Councilmember Diane Papan will be replacing Mullin as an assemblymember in the state’s 21st district, having received 41,568 votes or 73.9%. Papan was up against Redwood City Mayor Giselle Hale at the start of the campaign but Hale announced her departure from the race after citing the toll it’s taken on her and her family. Hale still received 14,669 votes, or 26.1%.

All results are according to semiofficial results from Tuesday, Nov. 8, which included votes by mail received by Friday, Nov. 4, and all ballots received at voting centers. Later results will include votes received after Saturday, Nov. 5. Post-election results will be released before 4:30 pm on Thursday, Nov. 10, Friday, Nov. 11, Monday, Nov. 14, Tuesday, Nov. 15, Wednesday, Nov. 16, Thursday, Nov. 17, Friday, Nov. 18, Monday, Nov. 21 and Wednesday, Nov. 23. Results will be certified Dec. 8th.

US MP Jackie Speier announced on Monday that she would support Kevin Mullin, MP of the South San Francisco Assembly, in the race to fill her seat as representative of the peninsula in Congress.

Speier, D-San Mateo, said last month she would not run for re-election next year after representing the 14th Congressional District for nearly a decade. Mullin, along with David Canepa, President of the San Mateo County Board of Supervisors, Burlingame Councilor Emily Beach, and tutor Gus Mattammal have since joined the race.

“I am enthusiastic and unequivocally in favor of Kevin Mullin in favor of replacing me in the House of Representatives,” said Speier, flanked by Mullins supporters, in front of South San Francisco City Hall. “Experience counts, collegiality counts, progressive values are important, things deliver.”

Mullin, D-South San Francisco, who has served on the congregation since 2013 and is currently the spokesperson, served as Speier’s district director during her tenure on the state senate. Mullin’s other supporters include California Attorney General Rob Bonta, Treasurer Fiona Ma, State Senator Scott Wiener and former Senator Jerry Hill, as well as a number of local leaders.

“I know him better than any other elected officer in the Bay Area,” Speier said of Mullin. “He’s compassionate, he’s intellectually honest, he’s real.”

The affirmation is an important boost for Mullin in a race that could turn out to be competitive. Mullin, who will be removed from his Chamber of Deputies seat in 2024, could be ousted next year due to a reallocation. The 14th Congressional District spans much of the peninsula and includes an area similar to that of the county with minor changes due to reallocations.

Mullin said that if elected, he would focus on electoral reform and environmental issues, in addition to increasing funding for things like affordable housing, public transportation and universal childcare. He emphasized his previous legislative achievements – a point that was emphasized against the background of the largely local political references of his opponents.

“If you want to know what I’m going to do to be successful, take a look at what I’ve done,” he said.

Mullin penned more than 60 bills signed during his nearly decade-long tenure, and that year raised millions for local infrastructure and other projects, including $ 8 million to combat sea level rise in the county.

“Going to Congress with a legislative background is enormous,” said Speier, who referred to Mullin as the “most progressive number one member in the state parliament”.

Prior to the meeting, Mullin served on the South San Francisco City Council. Mullin’s father, Gene Mullin, was similarly mayor of South San Francisco before he was elected to the congregation.

hemp

Speier’s support was followed shortly thereafter by an announcement from Canepa stating that he had raised $ 300,000 in the first three weeks of his campaign. Canepa has served on the Board of Directors since 2016 and previously on the Daly City Council. The fourth-generation San Mateo County native said that while backed by multiple local leaders, “what wins elections wins people’s votes, not approval.”

“Our agenda is the people’s agenda, not the establishment’s agenda,” he said.

Canepa said his focus in Congress will include health care, education and reducing the country’s wealth gap. He emphasized his “passion and compassion” and that he “was not given a silver spoon” – and also noted that his father had worked as a chauffeur.

“I’m not a Sacramento insider or a Washington insider, but I am a representative who represents this great district,” he said. “I want to bring the values of San Mateo County into Congress.”

Beach

Beach, who also vied for Speier’s seat, is the only woman in the race to sit on Burlingame City Council since 2015. She served in the US Army for four years and rose to the rank of captain.

“I’m inspired to run because I think my lived experience brings a really valuable perspective to Congress,” she said, also highlighting her experience as a mother of two teenagers.

Beach said she will focus on the environment, gun control, women’s reproductive freedom, early childhood education and economic justice for the middle class. Beach campaigned as mayor last year to raise the minimum wage in Burlingame. She also referred to her “lived experience” as a wife and mother of teenage children.

“We have had such a brave representative in Congressman Jackie Speier,” said Beach. “I think District 14 will be very excited to hear from another courageous, courageous, and compassionate woman who is running to continue her legacy.”

Diversity

Some progressive voices have called for Speier’s seat to be occupied by a woman or a colored woman, Mullin replied on Monday.

“We certainly need more women and people of color in Congress and we need more women and people of color in the state legislature,” he said. “If I didn’t think I was the most qualified person in this field for this office, I wouldn’t run for office.”

Mullin said he will work to empower women and people of color for leadership roles “at every level”.

Canepa pointed to his Italian and Mexican origins, identities that he was proud of and that he would bring to Washington.

“I think people are looking for diversity and perspective,” he said.

Mattammal

Ultimately, Gus Mattammal, the only Conservative candidate in the race, defined himself as a “center-right” candidate focused on problem-solving.

The Half Moon Bay resident, who works as a tutor, said he will focus on creating a “conservative plan that will provide universal health coverage” and setting immigration in a way that is “consistent with America.” , a place that wants ”. To welcome people who are willing to work hard and stick to the rules. ”Climate issues, Mattammal said, would also be at the forefront of his agenda.

Mattammal said although he has no political experience and is running as a Conservative in a deep blue district, he believes a “small win” is possible.

“People who normally vote democratically must be brought to justice,” he said. “There’s a moment now when Jackie is out of the way to take a risk.”

The California primaries will take place on June 7th and will narrow the field down to two candidates. The federal election will take place on November 8th.

Legislative district drafts released this week would likely remove Assembly Speaker Tem Kevin Mullin, D-South San Francisco, from the district that represents much of the county, in addition to Rep. Evan Low, D-Campbell, to a district with the MP Marc Berman, D-Palo Alto.

The maps used to elect state lawmakers for the next 10 years are rebuilt every 10 years to coincide with the release of the census data to maintain roughly equal populations across counties as population densities change. Given the requirement that the legislature be based in the district it represents, this can lead to conflicts if a new card moves a legislature out of its or another’s district.

“Our place of residence would be likely [be] outside the congregation’s proposed district boundaries, ”Mullin said in an email. “However, this is only the first draft card and I expect more changes so we will continue to follow the process. Regardless, representing the people of San Mateo County on the state capitol has been the honor of my life, and I have over a year left in my tenure.

Mullin, who has served in the congregation since 2012, will be removed from office in 2024 regardless of the final card. Berman could spend an additional six years in the congregation if he was re-elected next year, and Low has four years before reaching his term in office. The offices of Berman and Low did not respond to requests from members of the congregation.

The district maps are created by the independent California Redistribution Commission, which creates the maps over several weeks. Districts must also be elected in such a way that People of Color are empowered to choose their preferred representatives, a key concern during the process. The maps are likely to evolve by the December 27th deadline.

The 22nd Congregation District, represented by Mullin, spans most of the peninsula from South San Francisco to Redwood City. The new district boundary would shift to include a sizable portion to the southeast, including Half Moon Bay, and to the north the district would experience a slight decrease – the change Mullin could rule out.

The 24th district, currently represented by Berman, has seen remarkable changes. Currently, the district encompasses Menlo Park to Sunnyvale and west of Half Moon Bay to Pescadero. The new map divides the region into east and west and divides the coast into one large district that extends to Santa Cruz and inland to Morgan Hill. The eastern part including Palo Alto, where Berman lives, would be in a district that would extend into part of Campbell, possibly including Low’s residence.

The proposed Senate map leaves things relatively unchanged for the peninsula. The 13th district, represented by State Sen. Josh Becker, D-San Mateo, is getting a slight extension to the north and shifting to the southern border that would see Saratoga included and Sunnyvale excluded.

The cards are currently in a two-week review period ending November 24th during which they cannot be changed. Public comment sessions begin on November 17th. The new cards will come into effect from the elections in November 2022.

Go to wedrawthelinesca.org to view the maps or learn more about the process.
