A Craigslist rental posting in San Francisco caught our eye this week. What jumped out wasn’t the gorgeous exposed pine ceilings or “luxurious window dressings,” but the explosive price tag and the fact the posting tells folks not to bother applying if they don’t earn $432,000 a year.

The two-bedroom, 2.5-bath corner penthouse at 255 Berry St. in San Francisco’s Mission Bay doesn’t come cheap. Rent is a cool $12,000 a month, and the small print at the bottom of the ad simply states: “REQUIREMENTS: Credit: Good Standing Income: 3x the Rent”

255 Berry St., unit 708

Craigslist

While it’s not unheard of for landlords in San Francisco to demand proof of an income three times that of the rent, in this instance that calculates out as showing receipts for nearly half a million bucks a year, making one wonder whether the price tag is a little steep for a two-bed apartment.

So what can the new tenant expect after handing over $24,000 for the deposit and first month’s rent on the 2,435-square-foot pad? Not one but two fridges; a full home water filtration system; and a view of “water” (though it seems from the photos that the water in question is Mission Creek, not the bay.)

255 Berry St., unit 708

Craigslist

The apartment does offer some luxe finishings in the “impeccably appointed Bulthaup, Gaggenau, and SubZero kitchen,” radiantly heated floors, a “Spa like bathroom” and towel warmers. Redfin estimates that the unit is worth $2,887,899 (that’s $312,000 less than what it last sold for in 2019).

San Francisco has no shortage of luxury apartment buildings. These skyscrapers, usually clad in glass and with an all-white interior accented by stainless steel appliances, are known for their amenities. A 24-hour doorman, extensive roof terraces, dog runs and even work rooms have become everyday perks. And with rental prices in the Bay Area still below pre-pandemic levels, many homes are still offering deals to attract potential tenants – and the perks could get louder.

One amenity that has come up a couple of times lately while following Craigslist rentals is Valet Waste Service – aka someone comes and picks up and cleans your trash for you. No more way to the building’s garbage chute; instead, someone from the management of the building will take care of it for you.

When a building called Potrero Launch, which offers the service, was reached via the automated chat service, no indication could be given of how often it was included or whether you can probably dispose of your trash yourself.

This luxury condo is available for rent in San Francisco on Craigslist.

Craigslist

While someone taking out your trash sounds great, we’ve seen other buildings offer everything from rooftop pools, rock climbing walls, outdoor kitchens, butterfly habitats, music rooms, valet parking, libraries, and wine cellars. NEMA, a luxury apartment building in SOMA, won the San Francisco Apartment Association’s Best Facilities Award two years in a row. In November 2020, it offered three months of free rental plus a bonus offer of your choice – like free personal training sessions or a donation to your favorite charity – to sign a rental agreement.

These buildings often charge above the market price for their units. “Our analysts found that the more amenities a property got, the more expensive it was,” said a Zumper spokesman. “Buildings with more than the average equipment were 16% more expensive than those with less.”

A two-bedroom, one-bathroom apartment at Potrero Launch has access to a rooftop lounge, 24-hour gym, yoga studio, and “zen” garden. There is also a “social lounge”, a dog run and a bicycle storage room. Coveted and rare SF in-unit amenities such as in-house laundry and air conditioning are also included.

The Craigslist listing currently has four weeks of free rental, but it’s worth noting that there is no parking available. It’s going for … drum rolls … $ 3,999 a month! Zumper reports the average rent for a two-bedroom apartment in Potrero Hill is $ 4,188.

OAKLAND (KPIX) – The high property prices are not a problem for those who can afford to stay there. But it does lead some African Americans to sell their homes and move. Now, a new program from the Chan Zuckerberg Initiative is giving low-income black homeowners the chance to profit from their homes without leaving them.

In the 1980s, Oakland was 46% African American, the largest black-dominated city in California. But since then, the city has lost nearly 40,000 of its black residents, some of them due to skyrocketing housing costs. Gentrification is taking its toll on low-income communities and changing the character of Oakland.

CONTINUE READING: COVID: FDA is expected to approve mixing of Moderna, Johnson & Johnson booster shots

“We have moved from a city that is really rich in art and culture and a high social life to something more sterile,” said third generation Oaklander, Bobby Arte. “The neighborhoods are all starting to look the same. There’s no such thing as the eclectic feel and vibe of the city. And we definitely don’t see that much diversity. “

Arte is the chief operating officer of Well Nest Company, a development company that has become part of a project to rescue black homeowners in Oakland. They do it with backyard in-laws or ADUs, short for accessory dwelling units. His company offers a range of different designs of ADUs and the expertise to guide homeowners through creating them.

“So we can really help streamline this process for the homeowner who doesn’t want to deal with the city, the planning and the design,” said Arte.

It’s a pilot project called Keys to Equity, which gives low-income black homeowners the opportunity to become landlords, earn income without selling their homes, while offering an apartment for someone else. The program is organized by the nonprofit Richmond Neighborhood Housing Services.

CONTINUE READING: UPDATE: The Fast Acting Good Samaritan rescues a man trapped in a burning building in San Francisco

“So we really want to test the assumption, can ADU stabilize the community we care about?” Said RNHS Executive Director Nikki Beasley.

Meanwhile, the Chan Zuckerberg Initiative has allocated $ 2 million to guarantee home loans so lenders don’t take the risk of lending to homeowners who otherwise would not be qualified, according to Ruby Bolaria-Shifrin, CZI director of housing affordability.

“So you don’t have to be rich or have a lot of equity in your home to get an ADU,” she said.

All you need is a back yard or even a garage that can be converted. The program is only possible due to changes in the law that facilitate the construction of ADUs. The organizers estimate that there are now 20,000 condos in Oakland alone that could qualify for a backyard apartment.

MORE NEWS: PG&E blames power pole fires for rain, dust, dirt and salt accumulation overnight

In most cases, the units can be self-financing and, over time, give low-income African Americans a chance to capitalize on the hot housing market rather than fall prey to it.

A sunny apartment at a price too good to be true. A text message offering a loan to pay off pandemic rental debts. Or a sudden phone call promising a grant to avoid an eviction – for a small up-front fee.

Welcome to the world of home fraud in the age of COVID-19.

In expensive rental markets like the Bay Area, home fraud with low detail and strong pressure to hand over deposits is nothing new. However, recent warnings from financial watchdogs and data on rental housing systems point to a rapidly changing landscape for California renters trying to navigate the frenzied pandemic housing market, where some tenants struggle to pay off their debts while others experience discounted rents benefit.

A new Apartment Guide report reveals that California was home to three of the five largest cities in the country for reported rental fraud per capita from January 2015 to May 2021: No. 1 Los Angeles, No. 3 San Francisco, and No. 4 San Diego . The report also found that the busy summer moving season tends to be the most expensive when average losses have exceeded $ 19,000 per victim.

The timing couldn’t be worse this year. After a slow start to California’s unprecedented $ 5.2 billion pandemic rental relief program, officials are asking renters to seek assistance before the state’s September 30 eviction moratorium expires. However, tenant attorneys warn that an increasing number of scams could hamper these efforts.

“It’s really brutal to prove that you’re not just trying to get people’s information and take advantage of them,” said Leora Tanjuatco Ross, associate director of San Mateo County’s Housing Leadership Council.

Even before the pandemic, Tanjuatco Ross said her non-profit organization was hearing more skepticism from tenants who were exhausted by years of rising costs and intense competition for housing. And now dozens of community groups have been enlisted across the state to ease rents through a maze of city, county, and state programs funded by the federal government.

According to the California Business, Consumer Services and Housing Agency, the state’s primary rent reduction program had paid out $ 282 million in financing to 23,760 households by last week – a fraction of the 807,000 households the National Equity Atlas estimates were lagging behind in rent. With the addition of smaller rent relief programs in the Bay Area and the city, only 10% of the nearly $ 900 million in funds available to the area had been disbursed by mid-July.

Now efforts to speed up those payments clash with recent warnings from watchdog groups that scammers are changing their tactics as rents pandemic protection expires.

“Scammers often take advantage of the confusion and stress surrounding major events,” the Better Business Bureau said in an August 6 warning. “When the eviction moratorium expires, watch out for fraudsters offering loans, selling credit repair services, or promoting government programs.”

The Better Business Bureau scam tracker, which is just a snapshot based on consumer reports, has identified more than 50 rental and moving frauds in the Bay Area and 144 across California since the COVID-19 lockdown began in March 2020. They range from two roommates in Oakland who said they lost $ 4,190 after viewing an apartment by sending a person in Los Angeles money for a deposit via a cash app that was $ 499 for paid an eviction defense service that never came about.

One challenge is that the supply of rental fraud in California has exploded in recent years, well beyond known attempts to trick home applicants into transferring money to unknown recipients. Now scammers can reassure them that they don’t need social security numbers, just a credit report. Or they post photos of homes recently sold or offered for rent on more regulated sites like Zillow, Vrbo, or Airbnb, district attorneys warned in Santa Cruz County and elsewhere.

Last year, the FBI’s cybercrime department reported more than 13,600 confirmed victims of rental and real estate fraud in the United States. This makes them less common than credit card schemes, but more common than healthcare tricks. Overall, real estate fraud cost victims more than $ 213 million.

In the Bay Area, rental fraud has also taken hold in fire-hit areas and, more recently, in locations that have seen an influx of remote workers. Take a three-bedroom, white picket fence Santa Cruz bungalow that was advertised last week on Craigslist for $ 3,600 a month and on Zillow for $ 4,600 a month.

Go to www.housing.ca.gov, text 211211, or call (833) 430-2122 to see if you are eligible for legitimate state, county, or local rent loss programs.

Never agree to pay a fee for assistance with free rental reduction programs, or give your Social Security number, bank account, or credit card number to someone who contacts you.

When you hear about an organization offering rental help, search for their name online with the words “scam”, “scam” or “complaint” to see what others have to say.

The California eviction ban for non-payment of rent lasts through September 30th. Tenant attorneys recommend that you follow the “three-S rule” when you receive an eviction notice: stay at home, submit a COVID-19 hardship declaration to your landlord and look for tenant relief.

Report suspected fraud related to rent reduction at www.reportfraud.ftc.gov or to the local public prosecutor.

        See morecollapse

“I can’t give you a personal tour right now,” said the Craigslist poster, instead offering an in-depth backstory about cancer treatment out of state and a picture of a driver’s license with the same address in Santa Cruz.

“Yeah, it’s a scam,” said Scott Joly, the real estate agent trying to rent the actual house.

MONTGOMERY, Ala. Landing, a home rental company founded by Shipt’s founder, is moving its headquarters from San Francisco to Birmingham.

Alabama Governor Kay Ivey announced the move Thursday morning. She said it would create 816 full-time positions.

“Landing is a fast growing company with an innovative business model and we are very excited to have its headquarters in Alabama,” said Ivey in a statement.

Landing uses a membership model to rent furnished and unfurnished apartments across the country. The company offers tenants flexibility by offering “flexible leases, concierge services, first-class furniture, basic equipment in stock and 24/7 support”. Members pay an annual membership of $ 199 and can rent at 81 locations, according to the company’s website.

“As a native of Birmingham, relocating our headquarters and expanding our team in Alabama was a natural transition,” said Bill Smith, Founder and CEO of Landing, in a statement.

Smith previously started Shipt, the app-based delivery service that was later developed by Target Corp.

The distortions caused by the shift to work from everywhere hit households that can least afford it.

By Wolf Richter for WOLF STREET.

For months we have seen the data how the big shifts due to the pandemic have affected property markets across the country. In terms of rents, tenants have left large, expensive places like San Francisco, Silicon Valley, Boston, or Manhattan, leaving high vacancy rates, falling rents, and a massive churn in stayers seeking this free upgrade to a nicer apartment as the landlords try to keep their units filled.

And we saw in the data that this outflow, conversely, has resulted in large inflows in destinations, usually less expensive markets, and driven up rents in those markets.

This shift has a troubling component, however. Rents are falling in places with some of the highest household incomes and they are rising in places with much lower household incomes, shifting the affordability crisis from housing to people who can least afford it – in a matter of months.

The following table lists the 16 districts (of the 100 largest districts) whose rents fell between 10% and 24% year-on-year in February. It also shows the median 1-BR asking rent and median household income, based on a new study by Zumper of the affordability issues that caused the shifts.

To point out that nothing is universal, there’s also one county on the list with a sharp year-over-year rent decline and one of the lowest rents and household incomes in the U.S. ($ 41,800): Hidalgo County, Texas.

When it comes to median household income, San Francisco ($ 124,000) and Silicon Valley Counties of Santa Clara ($ 133,000) and San Mateo ($ 138,000) top the list, and they also top the list for rental declines . For these lagged folks, renting has become, so to speak, a lot less unaffordable. (If your smartphone cuts off the sixth column on the right, hold your device in landscape orientation).

There is another element here. Some of the counties on this list are geographically located near very expensive, high-household income housing markets, such as Counties of Kern and San Bernardino in the urban areas of Los Angeles and San Diego. or Sacramento and Fresno counties to the San Francisco Bay Area, indicating that people are moving to cheaper cities just a few hours’ drive from their former location.

Given the large population like New York City, Los Angeles, or the Bay Area, they can easily skew rents in smaller, less expensive markets. And as rents go down in expensive cities and go up in cheaper cities, the difference between the two collapses where at some point it’s no longer worth moving.

The graph shows the difference between the 50% decrease in 1-BR rents in San Francisco and Sacramento and the 1-BR rents in San Francisco and Fresno, which fell 46%:

What has essentially taken place is a shift in tenants from the wealthiest to the less affluent districts, and once that shift has picked up, rents have increased in the receiving districts.

Some of these people who had moved kept their jobs but moved to work from everywhere. and they brought their high household incomes with them and they are used to the much higher rents in their expensive markets and they offer the rents and still think they are getting a deal.

At the receiving end of these shifts, however, are tenants with relatively modest household incomes who are now competing with an influx of high-income tenants, and they are now facing massive and unaffordable rent increases.

SAN FRANCISCO (CBS SF) – According to the latest report from the real estate database, property prices in the 50 largest US markets have seen their biggest monthly jump in seven years, with the largest increases in metropolitan areas of San Jose and San Francisco company Zillow.

The Seattle-based firm’s August Real Estate Market Report shows a typical property value of $ 256,663, up 0.7% from July, fueled by the shortage of real estate inventories and strong demand from buyers. Values rose in 48 of the 50 largest markets.

CONTINUE READING: COVID Surge: Spread of Variant Concerns Affecting Santa Clara County’s Health Officials

However, on the San Jose subway, the typical home value last month was $ 1,224,366, up 2.1% from the previous month and a whopping 10.3% year over year. On the San Francisco subway, the typical August home value was $ 1,127,066, up 0.8% from the previous month and 2.7% year over year, the report said.

Meanwhile, rental rates in the Bay Area continued to fall, with a typical one-bedroom San Jose subway rental falling 3.8% year over year to $ 3,219. Rental rates on the San Francisco subway are down 4% year over year to $ 3,167, according to the report. Before the February pandemic, rents in San Jose and San Francisco rose 3.5% and 2.4%, respectively, year over year.

Nationwide, average rents in August fell 0.3% from July to $ 1,771 – the largest monthly decline since 2017, with rents falling most dramatically in San Jose, San Francisco, New York / Newark, and Boston.

For homes in the market, Zillow stated that they were typically signed after 14 days, which is 14 days faster than at this point in 2019.

“American home buyers have faced a historic shortage of supply this summer, and that scarcity is now reflected in a rapid surge in property values after a sluggish start to the home buying season this spring,” the said Zillow economist Jeff Tucker in a press release. “Builders are trying to catch up with demand and rising prices should encourage more potential sellers to get off the sidelines and off the list. Still, the shortage of inventory is likely to tilt the property markets unusually in favor of sellers this fall. “

The report said that in the future, due to the stock deficit, price pressures are likely to continue into the fall while demand remains stable. Buyers are pulling the trigger after delaying purchases earlier this spring and summer.

There was a prospect of further price reductions for the tenants, particularly in the Bay Area and in the New York area.

“Rental demand has been weighed down by still-rising unemployment as well as some tenants logging out of expensive markets and their ability to work remotely during the pandemic,” Tucker said. “The rental market may also feel an early gust of demographic headwinds as the bumper crop of millennials make the leap to home ownership in their early 30s.”

By Molly Goldberg, Kung Feng and Fernando Martí

The housing affordability crisis in major cities across the country has sparked a multitude of creative policies to combat property speculation. For all of the leadership in affordable housing, there is one important tool that San Francisco lacks: an inventory of all homes in The City. Many cities have thorough information on tenancies, vacancies, unit sizes, housing services, and rents, which enables active community planning and enforcement of housing laws.

There are a total of around 400,000 apartments in San Francisco, of which almost 250,000 are rental units. It’s time for The City to get back on top with a comprehensive inventory of rental apartments. This week the supervisory board will vote with nine co-sponsors on the legislation that will set up such a housing database.

There are several reasons why we need this.

First, there are laws that The City simply cannot implement or enforce without a comprehensive housing database. Enforcement is critical to protecting tenants and ensuring that the policies are having their intended impact.

One example is Senate Draft 50, a bill to promote market interest rate developments. SB50 sponsors have promised this would not apply to properties that have had tenants at any point in the past seven years. However, in the absence of a thorough inventory of homes, there is no surefire way to identify these properties and protect tenants from displacement. This is a serious and worrying barrier to incentives for development that does not trigger a potential shift.

Likewise, ADUs (Accessory Dwelling Units), small rental units that have been added through the renovation of underutilized parking lots, warehouses or backyards, cannot be implemented properly. Strict ADU guidelines ensure that the construction does not displace existing tenants or threaten housing services. However, these guidelines cannot be followed or enforced, and renters cannot be protected without an inventory of the existing conditions.

Second, the city authorities should have the information infrastructure to provide real-time help, support and assistance to owners and residents and to respond to crises.

The city currently has no apartment-level addresses for most of our housing stock, let alone information about which units are occupied. Following a recent fire in the Richmond District, a lack of information about the number of occupied units in a building could result in officials being unable to determine how many tenants were evicted. As a result, it is unclear how aid should be provided or what rents should be if tenants can return.

Many of the 500,000 or so tenants in San Francisco are key workers who play a vital role in The City as we all struggle with the pandemic and economic crisis. Without a housing database, The City is unable to efficiently ensure that these workers have safe housing during this difficult time.

Third, knowing exactly what the housing supply is in San Francisco at all times is a clear advantage. This, in turn, can influence housing expansion efforts, which close certain “gaps” in housing affordability. Without knowing what apartments we have and what rents are available, or whether apartments are even occupied, housing policy can look like throwing arrows blindfolded and just hoping to achieve the goal.

For example, it is common knowledge that there are thousands, if not tens of thousands, of vacant housing units across the city. As the housing access and affordability crisis deepens during the pandemic, it is a missed opportunity for housing units to collect dust rather than being actively occupied as part of the citywide housing supply. But how do we know where these units are or how we can support them to get back up and running?

San Francisco is better able to meet its affordable housing needs, and a housing database is vital to the effective housing policy we need.

Having a comprehensive housing database is synonymous with understanding the nature of the city’s housing supply, as well as the displacement and speculation that continue to plague our city and endanger the Franciscans. This new tool will provide the city and the public with an information infrastructure to enforce laws that curb displacement and improve affordability. This real estate crisis has resulted in significant tenant evictions, extreme income gaps and prices that have made it increasingly unsustainable for low-income and everyday working-class people to stay.

In this crisis we need solutions that will keep people in their homes. Good solutions start with good information. Our city can begin to pass the House Inventory Act this week.

Molly Goldberg is the Human Resources Director for the San Francisco Anti-Displacement Coalition (SFADC). Kung Feng is the director for San Francisco Jobs With Justice (JWJ). Fernando Martí is co-director of the Council of Local Housing Associations (CCHO).
