The intersection of Grand Avenue and Airport Boulevard is set for a major overhaul in an effort to increase pedestrian and bicyclist safety, in particular for those traveling between the nearby Caltrain station and the city’s adjacent downtown.

The remodel will add bike lanes, widen sidewalks, make crosswalk improvements and remove a separated turning lane, in addition to adding planting to medians and other landscaping. The intersection, which is complicated by a highway on-ramp entrance, is a major connection point for those traveling into the city’s downtown from the freeway or the developing area to the east.

“This is an exciting project that’s been a vision of the city for quite a while,” city engineer Matthew Ruble said. “[It] is one of the most busily traveled and important intersections in our city.”

Councilmembers, however, held off on granting a $3.2 million construction contract during their meeting this week amid concern the proposed bike lanes would provide insufficient protection and a question regarding wages paid by the contractor.

“We definitely need a protected bike lane in that area, because if you’re just putting green paint on the side on Airport Boulevard, that doesn’t feel safe for a bike rider,” Mayor Mark Nagales said.

The bike lanes will be unprotected, meaning there will not be plastic posts or other physical dividers separating them from vehicle lanes. Ruble explained the primary focus of the redesign was to improve safety for pedestrians and cyclists traveling along Grand Avenue to or from the Caltrain station, and a larger revamp of Airport Boulevard would come at a later date, likely with protected bike lanes.

“We’re limited by constraints of the roadway until a larger project can come in for a more holistic approach,” he said, pointing to areas where cars would need to cross over the bike lane to make right turns or merge onto the freeway.

Still, councilmembers Eddie Flores and James Coleman questioned if changes could be made to the design ahead of the larger renovations.

“Why are we calling this a bike lane … if we are just coloring it and suggesting this is where bikes should go? I see great liability for potential swerving of vehicles in and out and crisscrossing with cyclists,” Flores said. “I would like to see a different option, if there is one. This is not where we should be.”

Ruble said minor changes could be made to the design without needing to seek new estimates from contractors, something he said would put the project back several months, and increase costs by hundreds of thousands of dollars given rapidly rising construction costs and inflation.

But Public Works Director Eunejune Kim warned that there would likely be little changes able to be made given the layout of Airport Boulevard.

As it was presented, the work would not require the removal of any parking places or reduction in vehicle lanes other than the separated “slip lane” for northbound Airport Boulevard traffic turning right on Grand Avenue.

The council agreed to reexamine the item during a meeting planned for June 8, after which there will also be further information regarding an investigation into the contractor, CF Contracting, concerning wages paid during a project in Sausalito.

Residential towers will be an increasingly common part of South San Francisco’s skyline in the city’s Lindenville neighborhood, El Camino Real corridor and a pocket east of Highway 101, per new plans reviewed by the City Council last week.

The plans within the zoning ordinance were released this month and, in addition to indicating what type of buildings will go where, include policy to streamline project approval. The ordinance is part of the city’s general plan, a comprehensive document outlining future development that the city has been working to update since 2019.

Among the biggest changes, buildings up to 85 feet tall (generally a seven-story structure) are called for along much of El Camino Real and in the south of downtown Lindenville neighborhood. A southern area east of the highway would have a cap on overall building density but not height, potentially producing structures significantly taller.

The increased heights are a key part of the city’s plan to nearly double its housing stock by 2040. The general plan calls for 17,800 new units in the span to cope with tens of thousands of jobs planned also to pour into the area, largely in the booming biotech sector.

And Mayor Mark Nagales indicated he would like to explore further density, both expanding the proposed east of Highway 101 residential zone further north and allowing taller buildings along El Camino Real.

“It looks like we might have to build up,” he said, pointing to state laws requiring residential development in line with job growth. Such laws call for more than 4,000 homes to be added in the city just in the next eight years. “I don’t want to restrict us because it might hurt us in the long run.”

Offering a glimpse of the transformation set for the east of Highway 101 area, two residential developments set to replace low-lying industrial buildings near the highway were already approved this year. Those projects will be eight and seven stories, one with two buildings boasting 480 units and another with 292 units.

Those developments each have a “floor area ratio” under 5, well below the maximum 8 proposed in the area in the new zoning ordinance.

Another major factor likely to up the rate of new construction, also in line with state law, the zoning ordinance is set to streamline the city’s review process for large residential projects, something that could cut bureaucratic red tape that often clogs the development pipeline.

The city’s current process entails at least six meetings with various city committees and groups, a number that often balloons for larger projects that require changes based on city input.

But Senate Bill 330, a law that became effective this year, imposes a five-meeting cap. It also requires cities adopt objective design standards for developers to adhere to, reducing the discretionary review process in which city officials often request changes that can range from exterior color to building height. The law requires cities to approve projects that meet the standards.

Those standards proposed in the zoning ordinance relate to facade articulation, art requirements for blank walls, open space minimums and landscaping and height transitions to meld with nearby buildings.

Nagales and Councilmember Mark Addiego expressed concern related to the review process changes. The plan suggests cutting both the Housing Standing Committee and the Bicycle and Pedestrian Advisory Committee from the process, in addition to giving final approval authority to the Planning Commission, removing the City Council from the role. A meeting to gather neighborhood input would also be eliminated.

“There needs to be an opportunity for the public to review and to have their say, in terms of what comes to South San Francisco,” Nagales said. “As much as I like to build housing, I also am concerned about … now limiting the number of meetings because there are projects that we have had that we needed multiple meetings.”

He said the City Council should retain the final say, a point with which Addiego agreed.

“The Legislature is doing their best to write us out of the process,” Addiego said. He added that the council was “quite often … chastised” by some members of the public who felt they had not been adequately informed of new developments, and retaining neighborhood meetings could alleviate that.

City Manager Mike Futrell, however, warned that though the City Council could elect to retain certain meetings, “for a project that completely complies with the rules, if it gets to the City Council, there’s nothing you can do except vote yes.”

“Under state law, so much authority has been removed from the City Council that, residents may come and may be frustrated, but you’re really left with little power to do anything about it,” he said.

City staff will amend the zoning ordinance based on the council’s input. The City Council plans to adopt the complete general plan later this year.

Negotiations are set to begin Tuesday, May 10, in San Francisco to hammer out a new contract for some 22,000 dockworkers at 29 West Coast Ports, including the twin ports in Los Angeles and Long Beach.

The behind-the-scenes talks — no public information is expected to be released during the confidential process from either side — will cover the usual issues of pay, benefits and working conditions.

But a higher level of attention is expected for these talks following the past several years in which pandemic cargo surges and ship backlogs — along with new health safety issues — have brought a global spotlight on the shipping industry and how ports operate.

“Both sides have a lot of vested interest in these negotiations,” transportation economist Paul Bingham told industry news publication Transport Topics in February. “The stakes could not be any higher in terms of the national attention on the topic. These negotiations are going to happen in a context that’s never been done before, which is, with much more attention based on what’s happened in the last two years on the West Coast. And that means there’s some unpredictability about it.”

Automated cargo handling and its impact on jobs, for example, Bingham said, is likely to be a leading topic.

Even so, the two sides have said they do not anticipate any disruptions to cargo movement during the negotiations.

Talks are expected to go on until July 1, when the current agreement expires, or possibly beyond as the two sides work to strike a deal between employers who operate marine terminals and shipping lines and dockworkers.

Earlier, the start of negotiations was set for May 12 but was moved up two days as both sides consulted with their respective calendars.

The two parties have negotiated West Coast collective bargaining agreements since the 1930s.

Talks are scheduled to continue on a daily basis until an agreement is reached.

Dockworkers went out on strike in 1971 and, in 2002, President George W. Bush used the Taft-Hartley Act following a 10-day lockout.

In March, four US senators — Kevin Carner (R-ND), Mike Braun (R-IN), Richard Burr (R-NC) and James Risch (R-ID) — sent a letter to President Biden expressing concern about the talks .

They asked the president to use the tools available to work with both parties to guarantee contract negotiations are completed before July 1.

“Any delays caused by failed negotiations will have a drastic cost and impact on our nation’s supply chain,” the sponsors wrote. “This cost will be felt by not only retailers and others that rely on ports for their business, but also by millions of American workers, farmers and ranchers who may face short-term shutdowns at their factories or barriers to shipping their products to market. ”

The Biden White House has been closely involved in the supply chain issues to make sure cargo keeps moving over the past year, appointing a task force and meeting with port officials, including Executive Directors Gene Seroka and Mario Cordero of the LA and Long Beach ports, as well as ILWU International President Willie Adams, to work out strategies to address the backlogs.

US Secretary of Labor Marty Walsh visited the twin ports in November when he took news media questions on the upcoming contract negotiations. Walsh, a former mayor of Boston and a past union president, said he trusted the negotiation process and would be available if an impasse occurs or if asked to step in.

When it came to recreating the offices of WeWork, the company that made and lost billions of dollars, production designer Amy Williams was told she could go as big as she possibly could.

The communal office space world is depicted in the Apple TV+ series “WeCrashed,” which comes to an end on Friday. The show charts the rise and fall of founders Adam Neumann, played by Jared Leto, and his wife Rebekah Paltrow Neumann, played by Anne Hathaway.

Williams was excited as a designer to dip into the big, luscious extravagant world. Creators Drew Crevello and Lee Eisenberg mentioned she would have to build the main headquarters set. “I had this idea that I wanted it to be this confusing, MC Escher-type staircase [place] that was three stories and confusing,” says Williams. When she pitched it to the showrunners, they loved it. The set ended up being so big, it was treated as a real building that needed sprinklers and a HVAC system.

When designing the workspaces, Williams credits WeWork architect Miguel McKelvey. “We cast the net worldwide,” she says for inspiration. “They have a really good pattern at the Paris location. The New York location has the multi-level thing, but with staircases,” she explains.

The staircases were important because she wanted to give Leto’s Adam a pulpit which he could preach from. Atop that was his office. “It was this place from on high, so when he had the Monday meetings, he could look down onto his kingdom and look down on his disciples,” Williams said, leaning into the grandiose notion with the staircases.

Just as important to her design was the color. Williams worked closely with the show’s costume designers. “We wanted to stay true to what and who these people were in life. My graphics team worked very closely with costume because swag and branding was a big part of what WeWork was,” explains Williams. Early on, the two departments worked closely as they each built their palette. Williams pulled bright primary colors such as bright pinks. “Once we had that template we had something to work off of.”

Furthermore, she built a WeWork timeline that was colour-coded, beginning with earthy, organic, gritty and city-like for the early stages. “That’s when Edison bulbs were popular and reclaimed wood. As the story heightens, and they get more and more successful, it gets brighter and more colorful, and chaotic.” However, as the world begins to crash around them, Williams deliberately stopped the party. “That’s when the palette gets serious. It’s blue, greens and silvers.”

Williams’ favorite problem to solve was the aspect of having a space that is converted into the office space in the script. She didn’t have months to build, just a matter of days. “We found this great building in Brooklyn. We used one floor for the raw space, and we would make it dirty, we added scenic paint everywhere and garbage, and we boarded up the windows. Then we would take over another floor and completely renovate it to the WeWork space with the colorful furniture, the desks and the polished concrete.”

In the end, the office and set spaces were as long as a city block, Williams says, “There was a backyard courtyard that was supposed to be a roof deck, and it had a two-story waterfall, they let us put that in there.”

The set was so big, it was treated like a real building with a sprinkler system installed on every floor. “They coded it as an actual building and not a set. We also needed a HVAC system.”

The slow-moving storm is continuing across the region, with steadier drizzle seen along the coast and in our hills and mountains. The wet weather is expected to continue through the evening, with overnight light rain and higher elevation drizzle becoming less widespread.

By the beginning of Friday’s morning commute, lingering moisture remains mainly in the form of patchy dense fog, especially across North Bay neighborhoods. A few areas of drizzle are still possible, though streets should begin to dry as our morning rush unfolds.

This storm will produce additional rainfall up to .20 inches.

A faster moving and more potent storm starts our weekend with an early soaking.

Categorized as a 1 on the ABC7 Storm Impact Scale, the storm arrives Saturday morning.
