<p class="EkqkG nlgHS yuUao MvWXB TjIXL aGjvy ebVHC"><span class="oyrPY qlwaB AGxeB">SAN FRANCISCO (KGO) – </span>San Francisco is still recovering from the pandemic the slowest of all major US cities. Thirty-four percent of downtown office space is now vacant. At the same time, there is not enough housing in the city. Could some of this vacant office space be converted into much-needed housing?</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">San Francisco is in a constant battle with itself: too much commercial space, but not enough housing.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“In many cases, it is cheaper to remodel one of these buildings than to build new,” says Marc Babsin, head of Emerald Fund, a real estate development company based in San Francisco.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">That&#39;s what Mayor London Breed wants to hear.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">She is convinced that the “coming together” of the two, like a marriage, could contribute to the revitalization of the city center.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“We will continue to adapt, we will adjust and we will get better,” Breed stressed.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">The key word is &#8220;conversions&#8221;. This has been done before.</p>

<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">In 2006, the Royal Insurance Building on the corner of Sansome and Pine Streets, across from the old Pacific Stock Exchange, was converted from office space into 46 condominiums.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">The 52-unit Ritz-Carlton building on Market Street was once the headquarters of the San Francisco Chronicle.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">And in the 1930s, AP Giannini had a branch of the Bank of Italy, which later became the Bank of America, which lent Walt Disney the money to complete his first feature film, Snow White, and later for other projects.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">This building, One Powell Street, was converted into 44 high-end lofts in 2004.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">We know it&#39;s possible, but what does it take to convert commercial space into residential units? The answer: It&#39;s not that simple.</p>

<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">Strachan Forgan knows a lot about conversions.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">His firm, Solomon Cordwell Buenz, was responsible for the largest office-to-residential conversion in San Francisco&#39;s history: 100 Van Ness, a 29-story building that now houses 418 rental units.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">100 Van Ness was the old AAA building.</p>
<p><span class="hsDdd OOSI GpQCA lZur VlFaz " data-testid="prism-truncate"><span><span class="gtOSm FbbUW tUtYa vOCwz EQwFq yCufu eEak Qmvg nyTIa SRXVc vzLa jgBfc WXDas CiUCW kqbG zrdEG txGfn ygKVe BbezD UOtxr CVfpq xijV soGRS XgdC sEIlf daWqJ ">100 Van Ness, the former AAA building, was converted into residential units.</span></span></span></p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“The biggest change we made to the building was to remove the old precast concrete facade and replace it with floor-to-ceiling glass facades to really exploit the building’s view potential,” explained Forgan.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">In many interior renovation projects, <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> installation is one of the biggest challenges.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“This means we have to cut new vertical risers throughout the building,” Forgan explained.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">This means that holes have to be drilled through the concrete.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">Each unit must now have its own piping, sprinkler heads, thermostat, heating and ventilation, and lighting.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">&#8220;Light, air and natural light in the residential units is a big deal,&#8221; said Joseph Camajani of engineering consulting firm IMEG. &#8220;Many of these offices are very large and deep, and it&#39;s difficult to get natural light into the bedroom units.&#8221;</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">For IMEG, a floor-to-ceiling glass façade was ideal.</p>

But lawyers are convinced that the city attorney&#39;s lawsuit will change everything.</span></span></span></p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">ABC7 asked: When will you decide to tear down the building and rebuild from scratch?</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">&#8220;I think some buildings have reached the end of their useful life and the best use of the property might be to build new buildings there,&#8221; Forgan said.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">He is currently reviewing 15 possible redevelopments in San Francisco, but only three to five are potential candidates.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">The other challenge is dealing with the planning department.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">Because the city was determined to make 100 Van Ness a success, approvals were expedited.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">The property was purchased in 2011 and was ready for occupancy just four years later.</p>

<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">Other conversions have also proven extremely profitable, such as the conversion of the former University of the Pacific dental school at 2121 Webster Street in Pacific Heights.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">It came on the market in 2016 and the sale of the 76 condominiums is said to have brought in $300 million.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">But that was then. Today, in 2023, conversions may be less profitable.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“Construction costs have probably doubled compared to last year and rents have now fallen so much that they are barely above the 2012 level,” reveals Babsin.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">In addition, when 100 Van Ness was built, the city required owners to set aside 13 percent of the units for affordable housing; today, that number is 21 percent.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">Any developer, architect or engineer will tell you that City Hall needs to create more incentives to make these conversions more realistic.</p>
<p class="EkqkG nlgHS yuUao lqtkC TjIXL aGjvy">“We have a huge inventory of buildings that could be good enough and could serve the people who need them,” Camajani said.</p>

<p>As we outlined yesterday, the amount of vacant office space in San Francisco has just hit a new pandemic-era high of nearly 21 million square feet.</p>
<p>For context, the 1,070-foot-tall Salesforce/Transbay tower at First and Mission, which is the tallest building in San Francisco, contains 1.35 million square feet of office space spread across 59 floors.  And employing the framework we introduced back in 2020, and others have since co-opted, there is now 15.4 Salesforce Towers, or 909 Salesforce Tower floors, worth of empty office space spread across San Francisco, which is roughly enough space to accommodate between 119,000 employees, based on an average, pre-Covid office density or 160,000 (a la twitter) worker bees.</p>

<p>And yet again, while it&#8217;s tempting to see, promote or editorialize an opportunity to convert all the vacant office space in San Francisco into housing, the conversion of existing office space to residential use still makes absolutely no economic sense for the vast majority of San Francisco buildings, due to the relative value of each use and the costs of conversion.</p>

<p>As Elon Musk&#8217;s &#8220;hardcore&#8221; ultimatum spurred a mass exodus of Twitter&#8217;s remaining workers on Thursday night, &#8220;someone across the street&#8221; from the company&#8217;s San Francisco headquarters took it upon themselves to troll the mogul with a number of projected messages, according to NBC Bay Area.  The news ticker-style taunts called Musk, among other things, a “bankruptcy baby,” “supreme parasite,” “petulant pimple,” “apartheid profiteer,” “space Karen,” and “mediocre manchild,” according to footage of the projections.  Gia Vang, an NBC Bay Area reporter, attributed the messages to an individual calling themself “a projection activist.”  It was not immediately clear who or what was behind the messages, but they resembled similar insults thrown up in the same place on the building&#8217;s exterior by projection artist Alan Marling on Nov. 7. In an email, Marling told SFGate at the time that “ as humans we have a moral duty to defend our neighbors against hate speech and white supremacy,” both of which he accused Musk of amplifying through Twitter.  Just after 11 pm Eastern time on Thursday, Musk tweeted, “And… we just hit another all-time high in Twitter usage lol,” adding, in reference to an earlier meme, “Let that sink in…”</p>

<p class="body-text-paragraph">Twenty-three years after it became a cult classic about workplace frustrations, the ever-relevant Office Space crew has been brought back to life by Walmart.</p>
<p class="body-text-paragraph">In an ad campaign leading up to Black Friday on Nov. 25, Walmart revived the 1999 movie with Initech regulars.</p>
<p class="body-text-paragraph">There&#8217;s smug Gary Cole back in his role as the mug-holding Bill Lumbergh, manager of Initech.  Frustrated code worker Samir Nagheenanajar (Ajay Naidu) also returns.  There&#8217;s also Michael Bolton — the real one, not the character played by David Herman — And there&#8217;s Lawrence (Diedrich Bader), the handyman known to put in the drywall in Las Colinas.</p>
<p class="body-text-paragraph">Best of all, there&#8217;s Nina (Kinna McInroe) putting callers on hold with her pert &#8220;Thanks for calling Initech, Nina speaking, just a moment.&#8221;  And, the overly perky female temp (Jennifer Jane Emerson) offers: “Oooh!  Looks like someone&#8217;s got a case of the Mondays!&#8221;</p>
<p class="body-text-paragraph">Walmart is expanding its Black Friday approach, reminding shoppers that many of its sales and bargains are showing up online at the start of the week instead of Wednesdays and Black Friday.  The ads will be shown in episodic fashion each Monday in November.  Here they are, in order:</p>

<p class="body-text-paragraph">&#8220;What better way to shine a light and bring attention to Mondays than the movie Office Space,&#8221; said Lea Ciskowski Shackelford, Walmart&#8217;s senior manager of global communications.</p>
<p class="body-text-paragraph">The movie has strong Texas connections.  Former Garland resident Mike Judge directed and filmed parts of Office Space in Dallas and Austin.  Judge also played the role of Stan, the flair-obsessed manager at Chotchkie&#8217;s.</p>

<p class="body-text-paragraph">Judge was inspired by animated short films he saw at the Inwood Theater, he told Sportsradio 96.7 FM/1310 The Ticket (KTCK-AM) in a 2015 interview.  He went to the Richardson Public Library and checked out books on animation.</p>
<p class="body-text-paragraph">“The first thing I ever finished animating was called Office Space, and it was Milton with a stapler,” Judge said.  “I animated it right there in Richardson.  I did it all in my house with a little Bolex movie camera.”</p>

<p>San Francisco has 27.1 million square feet of office space available across the city, a record high, according to new data recently released by commercial real estate firm CBRE.  If you need a visualization of that staggering number, that&#8217;s just over 20 Salesforce Tower&#8217;s worth of office space available — and SF&#8217;s tallest building has 1.35 million square feet of office space across its 59 floors.</p>
<p>If leasing activity keeps pace with its current trajectory, upcoming quarters could continue to get worse, given that 50% of current sublease space is set to expire in 2025. “The vacancy rate is going to continue to creep up over the next couple of quarters because demand remains subdued right now and that all relates to the uncertainty around the economy and the amount of space companies need,” said Colin Yasukochi, CBRE&#8217;s Executive Director of Tech Insights.</p>
<p>Mayor London Breed spoke about her concerns with the city&#8217;s high office vacancy rate last week in an interview with Bloomberg News.  The remote work policies of tech companies are part of the problem, Breed said.  She pointed to Salesforce as an example.  &#8220;[Marc is] very supportive of the city, continues to contribute that support to schools and to other great causes, but the building is empty, and that&#8217;s a real problem,” Breed said.</p>
<p>Empty buildings depress property values, which affects the amount the city makes in property tax revenue.  Workers are also using public transportation at lower rates, and are spending less on goods at local businesses since they spend more time inside their homes.</p>
<p>Breed plans to coax businesses in growing industries, such as biotechnology and green technology, to fill empty office space.</p>
<p>Meanwhile, asking rents on directly leased space haven&#8217;t budgeted much.  Rental prices are down just 2.6% compared to the first quarter of the year, though it&#8217;s down 13% from an all-time high in 2019. Yasukochi said he thinks that&#8217;s the most interesting takeaway from the new data.  &#8220;It&#8217;s somewhat of an anomaly because normally high supply and low demand usually means prices are coming down, and we haven&#8217;t really seen that much of that,&#8221; he said.</p>
<p>When broken down by neighborhood, the highest vacancy rate according to CBRE is the Yerba Buena district at 46.1%.  (CBRE defines Yerba Buena as bounded by Market to the north, Bryant to the south, Third Street to the east and Sixth Street to the west).  The neighborhood with the lowest vacancy rate was Mission Bay/China Basin at 18.1%.</p>
<p>Interestingly, Yerba Buena has the highest average asking rent of all the commercial districts, but at $82.45 per square foot, it&#8217;s only cents above Mission Bay/China Basin&#8217;s average asking rent of $82.28.</p>
<p>The rental market is often bolstered by big office deals from tech companies, but San Francisco saw no new deals over 100,000 square feet in the third quarter of the year.  Furthermore, the big tenants that do occupy space that large have decreased to five, down from nine in the second quarter of the year.  Planet Labs, an Earth imaging company, completed the largest lease renewal of last quarter, while software company Asana signed the biggest sublease.</p>
<p>“From what our economists are seeing, the [market] turnaround will probably be during the middle of next year, but keeping in mind that real estate tends to lag the overall economy a bit,” Yasukochi said.  &#8220;So it&#8217;s probably not until the latter half of 2023 and into 2024 that we&#8217;ll really start to see sustained improvement in the market.&#8221;</p>

<p>Tech companies have been shedding large amounts of San Francisco office space over the past year, and this week, another unicorn joined in on the trend.  Block, formerly known as Square, said it will not renew the lease on its former headquarters in the Mid-Market neighborhood. </p>
<p>That puts 470,000 square feet of space at 1455 Market St. on the commercial real estate market, shrinking the company&#8217;s presence to two smaller city offices at 760 Market St. in SoMa and 2101 Mission St. in the Mission.  After the lease expires in September 2023, Block&#8217;s largest Bay Area office will now be in Oakland at Uptown Station.</p>
<p>A Block spokesperson said the company remains committed to the Bay Area and was looking to eliminate redundant real estate costs.  It is even planning to add a small South Bay office in the future.</p>
<p>The payment processing company run by Twitter founder Jack Dorsey announced earlier this year it would no longer have an official headquarters and it will continue to give employees the option to work from home. </p>
<p>The building at 1455 Market St., which was also previously the headquarters for Uber, was originally built as a Bank of America data center and housed around 2,200 of the bank&#8217;s employees.</p>
<p>New office leasing has been sluggish in San Francisco as tech companies continue to delay requirements for in-person work or switch to a remote-first policy.  Office transaction data reflects the decline: listing rates are down 9.3% year-over-year, according to CommercialEdge, a real estate data platform.  SF office vacancy hit an all-time high in April 2021, when it surpassed even the dot-com bust, and it was the first time in five years that Manhattan&#8217;s office rental market surpassed San Francisco&#8217;s.</p>
<p>Block also has offices in Atlanta, New York City, Seattle, St. Louis and Scottsdale.</p>

<p class="MsoNormal">NGM Biopharmaceuticals Inc. re-upped its 120K SF lease at 333 Oyster Point Blvd.  for nearly a decade, according to a recent Securities and Exchange Commission filing.</p>
<p class="MsoNormal">HCP BTC LLC, which is controlled by Healthpeak Properties, owns the building.  The current lease is set to expire at the end of 2023.</p>
<p class="MsoNormal">NGM will be locked into a lease period of just under 10 years beginning Jan. 1, 2024. Base rent for the first year of the initial term clocks in at just over $900K, increasing at a rate of 3.5% each year.</p>
<p class="MsoNormal">Founded in 2007, NGM develops drugs that treat conditions relating to the gastrointestinal endocrine system. Biotech and life sciences companies are growing rapidly in Silicon Valley and in pockets across the US, helping make available laboratory space more difficult to find. </p>
<p class="MsoNormal">Developers struggled to keep up with the growing demand, hampered in part by the high cost of building specialized lab and research and development space.</p>
<p class="MsoNormal">As part of its new lease, NGM was granted a $4.9M allowance for tenant improvements.  Such allowances are increasingly common, as high-tech tenants demand updated space to facilitate the use of new technologies, as well as enhancements to utilities like electricity and <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>.</p>
<p class="MsoNormal">The Oyster Point Boulevard block has been a hotbed of life sciences activity in recent months.  Genetics testing company 23andMe recently trimmed its office usage in Sunnyvale, with plans to relocate to a smaller space at 349 Oyster Point Blvd., upping its lease from 31K SF to 65K SF through Kidder Mathews last year.</p>

<p class="size-regular">Significant urban design projects on the scale of 5M are “about how you string together the opportunities so that you gain momentum and gain more of the critical mass and power.  It&#8217;s not about one thing acting by itself,” says Laura Crescimano, cofounder and principal of the San Francisco-based urban design firm SITELAB Urban Studio, which began work on the site a decade ago.  &#8220;And that&#8217;s the same way we think about the design process.&#8221;</p>
<p class="size-regular">Developed and operated by Brookfield Properties, 5M is located at between 5th, Mission, and Howard streets in a public transit–rich area.  It opened to the public with an ambitious agenda on multiple fronts.  The phase of construction completed last month includes the 640,000-square-foot, 25-story 415 Natoma office building designed by Kohn Pedersen Fox, The George apartments by Ankrom Moisan, The Parks at 5M, the historic Dempster printing building, and the Camelline building .  Cultural programming will activate the landscaped outdoor park that contains a dedicated performance area.  The over 300 units completed thus far include both affordable and market rate housing, with more to come.  5M also factors in the over 200,000 square feet of existing office space contained within the historic San Francisco Chronicle and adjacent Examiner buildings owned by the Hearst Corporation, which partnered with Brookfield on the entitlement process.</p>

<p class="size-regular">Crescimano points to how “the idea of ​​developing truly mixed use,” beyond simply placing retail on the ground floor with residences and/or offices above, was foundational.  5M would be a snapshot of a dynamic city and a nuanced particular place in west SoMa, where old and new are juxtaposed thanks to “that stitching together and honoring the history of place,” she says.  The area is home to a longstanding Filipino community and has a connection to labor history, among other significant threads.</p>
<p class="size-regular">Designers, planners and community advocates set out “to create that density and mix of uses that draws from the character here, which is a little funkier, more playful and creative,” Crescimano notes.  Prioritizing elements like pedestrian needs, inclusivity and scale for all users and neighbors meant trying to be “embedded and not about creating an island.”  In that sense, 5M should meet the needs of its immediate residents and tenants and be a resource for neighbors and even casual passers-by.</p>

<p class="size-regular">Extensive public outreach that included the newly formed 5M Community Advisory Committee shaped every physical and intangible aspect.  “Even though it is not necessarily the fastest process, those voices make a project better,” Crescimano says of the charettes and forums organized by SITELAB Urban Studio and local partners.  Changes to 5M included materials and colors, and types and diversity of seating.  Public performances and programming overseen in part by CAST (Community Arts Stabilization Trust), which is located in donated space at the Dempster Building along with other non-profit cultural and arts organizations, is another community benefit.  Instead of using public arts funding to commission “a sculpture and that&#8217;s the end of it,” these privately owned public parks can be “more dynamic.”  (Firms !melk and Cliff Lowe Associates served as the project landscape architects.)</p>
<p class="size-regular">Trent Tesch, design principal at Kohn Pedersen Fox, echoes the value of public input, which in addition to other considerations, shifted the physical arrangement of 5M over the course of planning and entitlements.  The 5M master plan contained guidelines helping regulate articulation, color and texture of new buildings.  Wind testing also changed final decisions about where buildings would be sited, and with regard to determining setbacks, “this was fine tuning, and crafting a very bespoke building,” he says of 415 Natoma.</p>
<p class="size-regular">The narrative of the contemporary workplace is being rewritten in our current moment, but there were certain things that the design team was certain about.  &#8220;There was a real desire not to do another building that&#8217;s just a glass box,&#8221; Tesch explains.  (The team also included House &#038; Robertson Architects.) On this parcel between 5th, Howard, Natoma and Mary streets surrounded by notable eclecticism, “we really pushed hard to make sure we were doing a building that had a lot of character and fabric on the.”  The result contains an intimate lobby and series of bays along Mary Street that make for a “more inclusive” building that invests “more on the alley structure of San Francisco as opposed to the major grid,” he adds.</p>

<p class="size-regular">The podium on the tenth floor of 415 Natoma contains two decks with contrasting, distinct views of the city and the San Francisco Bay.  The tower then splits into two articulated volumes of different heights that nonetheless remain visually connected.  &#8220;The idea is they hug each other,&#8221; Tesch says.  KPF devised what Tesch describes as a “seven and three” system based on a 10-foot module that wraps the facade;  seven of the 10 feet are glass and the others opaque, compared to a typical five-foot module on an office tower.  The eliminated mullion means “you register the seven-foot window.  To me, it&#8217;s a more elegant solution.&#8221;</p>
<p class="size-regular">As San Franciscans begin to visit, live in and experience the multiple features and spaces at 5M, the team&#8217;s early commitment will help spark conversations that address questions here and beyond.  “What is our daily routine?  What do we want out of our cities?  Nobody wants a generic place.  There&#8217;s a shared value in connecting to local culture and community,” SITELAB Urban Studio&#8217;s Crescimano says.  &#8220;I think that puts this project in a position to fulfill the way the city can evolve.&#8221;</p>

<p>RICHMOND (BCN) &#8211; Contra Costa County will spend $ 95.5 million to expand West County Detention Center in North Richmond, add more mental health rehabilitation and treatment rooms, while reducing overcrowding at Martinez Detention Center.</p>

<p>Gioia, whose borough is North Richmond, said the West County Reentry, Treatment and Housing (WRTH) project was better than previous expansion proposals.  But he still prefers to house the services it will provide in other locations rather than putting money in another maximum security detention facility.</p>
<p>&#8220;It is clearly a better project than at the beginning,&#8221; said Gioia.  &#8220;I&#8217;m saying this: if this could be segmented to approve certain parts, I would vote for it &#8211; the mental health arena, the classroom, the medical facilities and clinics, the re-entry and professional services.&#8221;</p>

<p>The WRTH will include five new secure housing units, a medical treatment center, space for a re-entry program and new facilities for family visits.  It adds 288 high security beds, 96 of which are mental health beds, as well as re-entry, family reunification and work readiness rooms from the original proposal.  The original proposal was reduced by 128 beds for the general population in order to preserve all medical, treatment and programming rooms.</p>
<p>There will be classrooms and visiting rooms, detoxification rooms, a day room, larger program rooms and 32 beds for inmates with severe mental illnesses.  The medical facility will include dentistry and optometry rooms.  There will also be a vocational training room.</p>

<p>Contra Costa County has three detention facilities: the Martinez Detention Facility (MDF), the West County Detention Facility (WCDF), and the Marsh Creek Detention Facility with low security in East County.</p>
<p>MDF is currently the only one of the three equipped for high security prisoners and was built in 1977, now can accommodate 695 adults.  WCDF, built in 1987, is a medium-security facility that can accommodate up to 1,096 adults.</p>
<p>The staff report for Tuesday&#8217;s meeting noted that attitudes toward incarceration have changed 1 / 4ve since Contra Costa built new detention facilities, and shifted to a therapeutic rather than punitive approach.  More emphasis is placed on treatment, education and training to prepare inmates for re-entry into society.</p>

<p>Two other factors influence the design of new prisons.  As the state seeks to reduce the number of prisoners, it shifts some responsibilities for long-term detention back to its districts, thanks to Congregation Bill 109 passed in 2011.</p>
<p>There is also an increasing proportion of inmates with significant mental and other medical problems in the system who, due to the closure of government treatment facilities, require more advanced treatment than the state can provide.</p>
<p>As part of a dispute settlement with the Prison Law Office in 2020, the county agreed to expand medical, psychological treatment and programming space in its prison system.</p>
<p>The project will not expand Contra Costa&#8217;s prison population.  When WCDF is complete, 288 beds will be removed from the MDF, reducing the nominal capacity of the beds registered with the California Board of State and Community Corrections (BSCC) from the current 695 beds to 407 beds.</p>
<p>The Martinez facility was originally built in 1981 for single cells with a nominal capacity of 384 people.  MDF will remodel the space for additional mental health treatment, new <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>, and accessibility improvements.</p>
<p>Most of the project&#8217;s funding has come from a $ 70 million state grant approved by Senate Act 844 and $ 25.5 million from the county general fund used in prior fiscal years.</p>
<p>The county will also spend an additional $ 18 million on county employees and consultants, $ 5 million on equipment and $ 8 million on contingent costs, bringing the total project price to $ 126.5 million.</p>
<p>The county hopes to complete the final design in November 2022, with construction a few weeks later and the new facilities by the end of November 2024.</p>
