At 2:27 a.m. on June 10, Kate Sutherland received a notification. A person was discovered in her empty apartment at Tehama 33.

“When I opened the video, I happened to see a person strolling through my device and taking a video with a flash. That sent goosebumps down my spine,” Sutherland said.

The eerie video showed what looked like a person moving slowly in the dark. The building was empty for several days after a burst water pipe flooded the building. Kate ended her lease four days after recording this video.

RELATED: Residents of a luxury apartment in SF displaced after pipes burst that flooded all 35 floors

Luz Pena: “How did they explain what happened?”

Kate Sutherland: “You really know how to explain it. They kept saying it was unauthorized.”

Kate's story is just the tip of the iceberg. This week another resident caught a contractor using the toilet in one of the apartments and taking something on the way out. Hines, the real estate company that owns the building, confirmed the theft on Monday, saying in part:

“It was recorded that a contractor performing repairs on one of the units at Tehama 33 removed items from the unit. This contractor was terminated immediately.”

In the case of Stephanie Sunwoo, thousands of dollars disappeared from her bank account this morning.

“Two fraudulent checks were cashed on my account. They both total over $1,500 each in my bank account,” said Stephanie Sunwoo, 33, a Tehama resident.

Sunwoo says her entire checkbook is in her bedside table in her empty apartment.

“The thought of someone going through the bedside table in my bedroom, taking a box full of checkbooks is really alarming, and now I'm very afraid of identity theft,” Sunwoo said.

Residents also report theft in the bike room.

“Our bike room was completely looted. There are remains of people's bicycles. Some people’s bikes are completely missing,” Sunwoo said.

Regarding theft, Hines said, among other things:

“While we have not yet confirmed the validity of these claims, we have temporarily withdrawn all contractors’ access to housing units while we work on a solution to increase safety measures.”

And for residents like Maarya Abbasi, these reports make them want to get all their belongings out of the building quickly. She says Hines makes it difficult.

“It just feels like a nightmare that never ends,” Maarya Abbasi said.

Hines does not allow residents to enter the building and only lets them use Hines-hired movers.

“That's something I asked Tehama too: 'What can we do if our property is damaged?' I was just told we had to get our own renters insurance,” Abbasi said.

Hines said they are providing locked storage units for residents who are scheduled to move out by the end of the month.

As for the theft of bikes, they said they did not know if bikes were stolen, but said a large number of bikes were left behind.

We also followed up and asked about the resident who said her checkbook was stolen and they said it was a police matter.

Statement from Hines on 33 Tehama – August 16, 2022

“It has come to our attention that on August 15, 2022, a contractor performing repairs on one of the units at 33 Tehama was on record removing items from the unit. This contractor was terminated with immediate effect. All construction workers in 33 Tehama are licensed. We are bonded and insured and work with reputable subcontractors. We ensure security on site 24 hours a day, 7 days a week and keeping our residents' belongings safe is our top priority.

There are very few allegations of other security issues in the units. Although we have not yet confirmed the validity of these claims, we have temporarily withdrawn all contractors' access to housing units while we work on a solution to increase security measures. These measures include, at a minimum, a comprehensive video surveillance system to capture footage while contractors are in residents' units to protect their property on an active construction site.

When we learned that the timeline for re-occupancy of 33 Tehama would extend into 2023 and informed residents that they would need to find alternative housing, we began working with the city government and local building owners to find housing for our am to secure most vulnerable residents, which include residents of the 60 units below market rate (BMR) at 33 Tehama. We were successful with the city, who responded promptly to the request. We continue to work with local building owners to find housing solutions for these residents. We hope that building owners in San Francisco with vacant BMR units will agree to support these 33 Tehama residents by offering them housing at this time.

As financial and lodging assistance for 33 Tehama residents ends tomorrow, August 17th, we have extended financial and hotel lodging assistance to tenants who meet certain income requirements through August 31st. We continue to work closely with building owners and in Partner with Supervisor Dorsey and other government officials to find a longer-term solution. “

A new seven story, 99 unit residential building with restaurant space on the ground floor has been proposed to replace a building at 421 Cypress Ave. in South San Francisco, home to the shuttered Bertolucci’s restaurant.

Peter Sodini, the owner of Bertolucci’s, submitted an application for the project last year, according to the city. The Planning Commission will review the project Aug. 18 during a 7 pm meeting.

Bertolucci’s, a landmark Italian eatery — opened in 1928 as a boarding house — and was purchased by Sodini in 2005 after the Bertoluccis retired. The restaurant closed amid the pandemic, and will reportedly reopen in the new building, potentially called Sodini’s, by renderings.

Plans indicate 1,500 square feet of space for the restaurant at the corner of the building, plus outdoor seating space. The first floor would also include 99 parking spots, made possible with mechanical stackers.

The existing two-story building including the restaurant and five apartments would be demolished.

The planned building’s architecture “harkens back to the historic character of the city with its brick base” according to a city report. “A faithful reproduction of the original Bertolucci’s sign” would also be included, it states.

Sodini, a Burlingame resident, also owns Golden Boy Pizza, with its original San Francisco location and newer location in San Mateo.

A new 292-unit apartment building has been proposed in South San Francisco to replace an aging industrial facility near Highway 101.

The building would rise eight stories on a 1.6-acre lot at 40 Airport Blvd. and include 308 parking spots in a multi-level garage. The site is bordered by the highway and Caltrain tracks, and would sit adjacent to a La Quinta hotel and Denny’s restaurant. Across the street a 480-unit apartment building is planned, slated also to replace industrial buildings.

The city’s Housing Standing Committee, which includes members of the City Council and Planning Commission, gave the project a positive review last week, advancing it to a vote to grant entitlements at a later date.

“I think it’s a great addition, the existing building doesn’t do the area justice,” said Planning Commission Chair Sam Shihadeh.

The plans were originally submitted in late 2020, when the city’s zoning for the site was for an industrial use. With the city’s general plan update, the lot will allow for a residential building. The existing facility, occupied by a produce distribution company, is regularly accessed by large trucks.

“I would say it no longer really fits with the character of the neighborhood, particularly as this area’s programmed to move to more residential uses,” said Ryan McNamara, vice president of development for Blake Griggs, the Danville-based developer for the project.

The building would be 330,000 square feet, with the structure wrapping around a central courtyard and most units including balconies.

McNamara said the apartments would be smaller than average new units in the area, allowing for more affordable rents. On average, rents would be $200 to $300 less than nearby new construction, resulting in studios in the $2,400 range and one-bedrooms under $3,000, he said.

The smaller size will require a reduced subsidy from the developer to provide affordable units in line with the city’s inclusionary zoning requirements. The city’s rules require 10% of units be offered with rents affordable to those earning 80% or less of the county median income — which works out to studios offered at or below $2,558, one-bedrooms at $2,741 and two-bedrooms at $3,290. Another 5% of units would need to be more affordable, for those earning 50% or less of median income, with rents in those categories at $1,598, $1,713 and $2,056, respectively.

The building would include 57 studio units, 32 one-bedroom units, 122 two-bedroom units, 59 three-bedroom units and 22 four-bedroom units. Amenities would include a cafe and bar for residents only, a gym, a rooftop lounge, coworking space and a pet run and cleaning area. Parking space for 135 bicycles would also be available.

The developer proposed to cover the cost of various changes to Airport Boulevard, including adding bike lanes, removing a separated turning lane to improve pedestrian safety and making landscaping improvements. A payment to the city of $630,000 was also offered as part of the agreement, which would come on top of standard impact fees to be paid by the developer likely to cost several million.

Councilmember Mark Addiego suggested the developer could also make improvements to a nearby pedestrian tunnel under the train tracks that provides access to downtown and transit stops.

The developer of the 480-unit project, slated for 124 Airport Blvd., proposed lighting and paint upgrades to the tunnel, which some councilmembers had indicated could be insufficient. McNamara said because the tunnel is owned by Caltrain, more extensive upgrades to it would require its cooperation. He said further upgrades would be explored in conjunction with the developer of the other project.

The larger project was the subject of a lengthy and contentious approval process, and finally received the green light late last year amid concerns that the developer, Hanover Company, did not plan to employ union carpenters during construction. The property owner, PS Business Parks, opted to seek a new developer this year.

Addiego said Texas-based developer Trammell Crow had been chosen as a replacement.

“Sounds like we might have some high-level, major players out there creating a new neighborhood, so I’m pretty excited,” he said.

Mayor Mark Nagales emphasized the need for both developers to coordinate upgrades along Airport Boulevard. He also raised concerns regarding disruptions if both developments were to be constructed at the same time.

But, he said, “overall, I’m pretty excited about the project.”

When David Wasserman first started working as a San Francisco landlord attorney in the mid-1990s, his clients often had blue-collar day jobs as plumbers or garbage collectors.

Most likely bought their first buildings in the 1960s or ‘70s, he said, a bygone era before the city’s strict rent control laws, when a multifamily building could be purchased for tens of thousands. It was an avenue to wealth creation that Wasserman says is now closed if you don’t “show up to the rodeo with seven figures in your pocket.”

“Multifamily housing has become corporatized,” he said. “The big, big operators are swooping up everything.”

In many cases, that means the kind of institutional backing from REITs or other investment funds that have been flooding the market for multifamily and single-family rental homes throughout the nation.

San Francisco is a case in point for the trend that saw investors spend a record $77 billion on rental properties in just six months in the end of 2020 and first half of 2021, according to Redfin. Yet the city has a unique combination of factors that has made it especially difficult for mom and pop owners to compete, including a rental and commercial market that dropped substantially during the pandemic and still hasn’t recovered, making San Francisco an outlier where multifamily properties are trading for less than they were in early 2020.

“Private money is still very frightened,” said Ramon Kochavi, regional manager of Marcus and Millichap in San Francisco. “The smart money is already back, up and running.”

Small buyers are still out there, but they’re only interested in updated, filled buildings in popular neighborhoods, he said. They won’t be able to outbid larger groups to take advantage of the down market and get into a bigger building.

“Anything over 10 to 12 units won’t be bought by another mom and pop,” said Marcus & Millichap’s Clinton Textor. He estimated that each year about 35 such buildings out of approximately 2,000 citywide change from family owners to corporate investors.

A specialty case

Rents rose in most U.S. cities last year, pushing investment interest in the rental sector even higher. After a “historic level of trading activity” in the national rental market in 2021, the average price per unit was up 9 percent to over $180,000, according to a recent report by Marcus & Millichap.

But after enjoying some of the highest occupancies in the country for years, San Francisco’s vacancy rates climbed as high as 10 percent, according to the report, which called the city a specialty case “in a league of its own” outside the rest of the country’s upwards rental trends. Younger tenants most likely to be paying market rents fled the city for more space and a lower cost of living, Kovachi said, leaving behind only rent-controlled tenants or those looking for better deals.

“We see rent rolls that will turn your head,” he said.

Though interest is up since vaccines rolled out in the spring, rents were down 25 percent at the worst of the downturn and are still well below pre-pandemic figures. Commercial rents were also down, with many ground-floor businesses shuttering.

National institutional investors have been very interested in the single-family-home rental market, but demand for these limited homes has skyrocketed during the pandemic and most are far too expensive to attract investor interest in San Francisco. Even smaller buildings don’t pencil out for most institutional buyers, who are targeting those with at least 12 units, said Stephen Pugh, president of Compass Commercial California.

“They’re like the square box, square peg for the private equity groups,” he said.

With smaller owners largely on the sidelines, and only a limited number of larger buildings to attract institutional interest, the apartment sales market in San Francisco fell by all major indicators.

There were 183 apartment transactions over the 12 months beginning in the third quarter of 2020, compared with 431 in 2019, according to Marcus & Millichap data. The average price per unit dropped 9 percent to just over $410,000 during that same time.

The overall dollar volume of apartment deals in San Francisco was about $1.4 billion between the third quarter of 2020 and the third quarter of 2021, almost 60 percent below pre-pandemic volume.

Tenants get picky

Agents say buildings in the city’s northern neighborhoods have held their value best through the downturn, as renters looking to upgrade took the opportunity to move to formerly out-of-reach neighborhoods like the Marina, Russian Hill and Pacific Heights. Without a return to offices, it has proven harder to fill vacancies in the downtown core, where legacy buildings have to compete with new developments that have all the upgrades today’s selective tenants want.

Compass listed a 60-unit brick building near downtown on Market Street with more than 40,000 square feet of commercial and residential space for $28.5 million in June 2020. Despite the $2 million in upgrades needed on the century-old, maintenance-deferred building, Pugh said before the pandemic it could have pulled in that amount. But then residential tenants started leaving, and three out of six of the ground-floor retail spaces went under. Banks became unwilling to lend money on the property.

“It was hit after hit after hit,” Pugh said. The building, which had been family-owned for decades, finally sold for $12 million below its original asking price in September 2021 to “one of the biggest private equity-funded groups in the city.”

“They were the only ones who could stomach purchasing it and repositioning it because anyone outside of that arena couldn’t make it work,” he said.

No one wants to sell in a down market, and for the most part larger owners and institutions have been buying without selling their existing properties, agents say. They are strong in their convictions that the rental market will eventually make a comeback and they also have the estimated $50,000 to $100,000 per unit on hand to make the improvements tenants can now demand, like in-unit washers and dryers, built-in office nooks and high-end kitchens and bathrooms.

As with the Market Street property, whose original owner died and whose heirs had neither the resources nor the desire to be landlords in San Francisco, smaller owners are much more likely to be affected by a personal or financial crisis that makes maintaining an aging property in a rent-controlled city untenable.

‘Vilified’ landlords

In the city’s popular Lower Haight neighborhood, Textor of Marcus & Millichap listed a 12-building portfolio last year after its original owner died and the longtime manager retired. The buildings had been in the family since the 1950s, but with many tenants paying well below market rate, several vacancies and looming mandatory seismic retrofits, the over-60-person family ownership group wanted to sell, regardless of the down market.

Textor listed adjoining 11- and 12-unit, mixed-use properties along Lower Haight’s commercial corridor for $6.3 million in January 2021. They finally sold for $1 million less in December to a large local owner with its own property management company that also picked up several of the family’s other nearby properties.

As a small rental owner himself, Textor said he understands why so many of his mom and pop clients, or their children, are eager to get rid of properties they may have held onto for decades, especially after the original owner passes away and their “know-how” goes with them.

With rents down, many can’t afford to hire a property manager, who typically charges 5 percent of rents, and it seems impossible to keep up in a city that is constantly adding new rental protections and regulations.

“San Francisco’s political solution to the housing crisis is to blame everything on greedy landlords,” Textor said. “It’s not terribly easy to own rental property and you’re vilified.”

While some family-run rental housing providers are getting out of San Francisco, others have decided that the best way forward is to join forces with outside investors.

A patriarch’s legacy

Mosser Companies is an institutionally-backed rental housing owner and manager, and one of San Francisco’s top-five biggest landlords with over 4,000 units — mostly in the city, but also in Oakland and Los Angeles.

It started as the singular vision of Charles Mosser, who purchased his first run-down rental property in the city’s Western Addition neighborhood in the 1960s. He spent decades buying and operating multifamily properties, particularly targeting those in need of capital improvements that could boost their often-low-income neighborhoods, according to his son Neveo.

He started working for his father’s company as a janitor in the 1980s and had held “almost every job” there before becoming its CEO in 2000. It took some “soul searching” to move from a family-owned company to one that was funded by investors, Mosser said.

Ultimately, after his father died in 2008, the family agreed that the best way to continue its patriarch’s vision of “benevolent capitalism” was to seek outside investment to expand the business rather than “be lazy” and just let the rent checks roll in.

“We just felt that we had a great opportunity to continue his legacy and his goals, which are our goals, and continue to provide good services and be stewards of the community,” he said.

The largely African-American and woman-owned company had been able to grow on its own in the past. But as the financial crisis coincided with his father’s death, Mosser said he looked at the success that other rental operators had expanding rapidly after they “made the jump” to investor partnership around the same time. He thought his family’s company could do the same, but with a better outcome for the city.

“We have local operators who have roots in a community buying into these properties, as compared to just some large institutional group that wants to come in and engulf and devour everything and has no care for its tenants or the neighborhood,” he said. “I think that’s one of the things that’s continued to set us apart from many of our peers.”

The local connection is also a selling point to backers, according to Jim Farris, CEO of Mosser’s investment management arm.

“We’re invested for the long-term and understand how to operate within the systems here,” he said via email. “I think this is our advantage. When we work with investors — they know that Mosser will invest with deeply set values.”

The extra backing has allowed the company to “weather the storm” of the last two years, according to Mosser, who said he feels for the smaller owner-operators who couldn’t withstand months of unpaid rents during the city’s eviction moratorium and lost their buildings before rent relief started rolling in this past spring. With its outside investors, plus rent relief and PPP loans, Mosser was able to keep all 280 employees on staff, renovate vacant units and provide tenants with hard-to-find items like toilet paper in the early days of the pandemic, he said.

Now that the worst seems to be over, Mosser has also started buying properties, adding 17 buildings to its portfolio in the last six months of 2021. He agreed with the agents that the Northern neighborhoods have a lot of appeal right now, but he didn’t rule out further investment in the hard-hit Tenderloin, where Mayor London Breed recently declared a state of emergency due to drug overdoses and the homelessness crisis.

The company already has significant holdings in the neighborhood, and last fall it sponsored a mural painting on the side of its 16-story Mosser Towers featuring a tribute to a Tenderloin-born visual artist. It also partnered with Urban Alchemy, a company that hires former prisoners to provide security and cleaning services to underserved neighborhoods.

Smaller owner-operators like Textor and Wasserman, who bought his first property in the 1990s with an inheritance from his grandmother and now has more than 100 units in 11 buildings, take a dim view of the prospects for individuals trying to break into the rental market today.

Even though he’s established — and a landlord attorney to boot — Wasserman said he hasn’t been able to buy any new buildings recently, though he’s always looking.

“I’m a glutton for punishment,” he said.

But Mosser pointed out that the majority of San Francisco multifamily properties are still under private ownership, and calls institutional capital’s role “very, very small” compared to other larger cities. He said there are still chances for someone like his father, who grew up “dirt poor” during the Depression, to succeed.

“Cities change over the years but the core values of San Francisco still exist and the core opportunities in San Francisco still exist,” he said. “So I think with hard work, tenacity and grit, the same thing can happen again and it does happen, even these days.”

The former Presidio Public Health Hospital (Google)

These $ 3,730 a month apartments in a former San Francisco hospital are certainly for rent, even though they may already be inhabited by ghosts.

SFGate.com reports that three one-bedroom apartments on the fifth floor of the former Presidio Public Health Hospital could very well be haunted, or at least have upstairs neighbors who could rumble at night.

That’s because the building has a curious – and creepy – history. The listed hospital, built in 1932, served patients until 1981, and for some time staff there conducted medical research and animal experiments on the sixth floor – and paranormal experts claim it is haunted in the area.

According to SFGhosts.com, many residents who have moved into apartments since the building was converted in 2010 have complained of being visited by otherworldly beings. One said she would return home to find things all over the floor, and when she slept she sometimes saw the indentation of someone sitting at the foot of her bed.

Other local residents have claimed to have seen men in army uniforms knock on their doors and then (of course) vanish into thin air.

But that shouldn’t stop anyone from moving there, should it? A couple of ghouls should certainly not put anyone off the opportunity to live in the Presidio, with its breathtaking views of Golden Gate Park and Sutro Tower and easy access to hiking, running and biking trails.

Each one-bedroom, one-bathroom apartment listed on Craigslist also has 700 square feet, a Bosch washer and dryer, floor-to-ceiling windows, and full-length vinyl plank floors. Together with the (alleged) ghosts, the building has an inner courtyard opposite the apartments.

Still, the monthly rent can be a little daunting. According to SFGate, the average rent for other one-bedroom apartments in the neighborhood is under $ 3,000 a month.

San Francisco politicians are considering another policy that would harm tenants in the event of property violation: a ban on smoking in private homes.

On Thursday, a committee of the city’s board of directors voted to propose a bill banning smoking in private homes in homes with three or more units. The San Francisco Examiner reports that the restrictions would apply not only to tobacco products, but also to smoking marijuana and even vaping.

According to billing sponsor supervisor Norman Yee, the goal is to protect non-smoking apartment residents from the fumes of their ruthless neighbors.

“I take pride in helping residents avoid exposure to secondhand smoke in their own homes,” Yee tweeted as he introduced the bill last week. “Smoke moves easily between units and buildings. Now that more of us are working from home, it is more important than ever because there is no way to contain it.”

San Francisco currently prohibits smoking in the enclosed public areas of multi-unit buildings. Yee’s proposal extends to the interiors of these buildings’ private homes, as well as balconies and terraces.

The bill would allow the city’s Department of Health to punish offenders with a fine of up to $ 1,000, though the investigator reports they would receive warnings first. According to the legal text, a violation of this prohibition would not be a reason for eviction.

During the first year of the ban, the Ministry of Health would also need to “conduct a multilingual and culturally engaging public information campaign to raise awareness of the smoking ban and smoking cessation resources”.

63 California cities have similar bans. Yee’s proposal is endorsed by the American Cancer Society’s Cancer Action Network, the American Heart Association, and the San Francisco Tobacco-Free Coalition, all of which have issued letters of support.

Common claims about the dangers of secondhand smoke are made in these letters, including the notion that “there is not a safe amount of secondhand smoke exposure” and that secondhand smoke kills 41,000 people annually. However, recent medical studies have not found a clear link between secondhand smoke and lung cancer. Unlikely claims that smoking bans in public spaces are causing massive, immediate decreases in heart attacks and heart disease have also been largely debunked. A 2016 report by the Royal College of Physicians in the UK stated that “there is no direct evidence of such passive exposure to date [to e-cigarette vapor] is likely to cause significant damage. “

Yee has spoken out in favor of his ban as people are expected to seek refuge in their homes during the pandemic. One could use the same argument against the proposed ban: it is better to let people smoke in their homes than to light up on crowded public streets.

This is especially true for marijuana smokers, who would have few places to pamper themselves if Yee’s ban were passed. In San Francisco, smoking marijuana is illegal in public and in almost all businesses except the city’s cannabis lounges, which are closed during the pandemic.

In his credit, I think Yee proposed a change that would allow people with medical marijuana cards to continue smoking weed in their homes, the examiner said. At least one manager, Rafael Mandelman, has said he wants a blanket exemption for cannabis.

Given the weak public health case to crack down on second-hand smoking, it is difficult to view this proposal as anything other than an advanced form of invasive nanny statism. It effectively treats people’s homes as public places just because they happen to live in an apartment building.

That’s pretty bad for privacy and pretty bad for freedom. It’s also quite discriminatory to apartment dwellers. People who are rich enough to be able to afford a house or at least a maisonette in the extremely expensive city are not affected by the ban.

None of this is meant to ignore the preferences of non-smokers who don’t want to smell cigarette smoke in their own four walls. However, this preference can be satisfied by living in a building where smoking is prohibited as a condition of the lease. Likewise, smokers who want to live in their own four walls should be able to choose a building that allows them.

Obviously, people’s ability to find a building that suits their indoor smoking preferences is made significantly more difficult by the prohibition of apartments in much of the city in San Francisco. This lack of housing forces these two groups of people to live cheek to ashtrays in whatever houses they can find, creating conflict.

A better solution would certainly be to legalize new buildings so that consumers can choose from more types of housing in more locations. Smokers and non-smokers would then be better able to choose environments that better suit their needs.

The entire board of directors will be considering Yee’s smoking ban for the next month.

SAN FRANCISCO (KPIX) – The number of vacant homes increased during the San Francisco pandemic. Now people affected by homelessness are being put into these empty units.

It’s called Flexible Housing Subidy Pool, launched in July and has already relocated 75 people like Donald Booth.

CONTINUE READING: CDC makes it easier for those who are fully vaccinated to wear COVID-19 external masks

“Sometimes I think I’ll wake up from this dream because it’s too good to be true,” Booth said.

For the first time in more than 50 years he has keys to his own apartment.

“I went from absolutely nothing to a bedroom with a room on Nob Hill,” Booth said.

“There is a golden opportunity in the market right now,” said Andrea Evans, campaign manager and senior planner for the Tipping Point Community.

Tipping Point is a non-profit that runs the program and helps identify property owners like Wayne Huey.

“For me, it’s trying to make one change, one person, one unit at a time,” said Huey.

As an early adopter of the program, Huey has helped accommodate “nearly 30, 40 people who are given a second chance.”

Renters have to pay 30% of their income. Tipping Point is funding the rest with funds from Brilliant Corners, another non-profit organization, so property owners can continue to receive market rents.

CONTINUE READING: Child Tax Credit: How Much Money Can Parents Expect With Monthly Payments?

“It’s pretty easy, and it’s guaranteed rent, so you know, from a landlord’s point of view, why not?” Said Evans.

It’s also faster than other remodeling programs because it involves existing rooms and private dollars.

“They interviewed me on Thursday and the following Monday I got a call and she said,” I found a match, “Booth said.

The flex pool also randomly distributes tenants across the city as units become available. The organizers say this adds to the success of the program as people with homelessness, like everyone else, prefer to have a choice of which neighborhood to live in. This model also avoids that every formerly homeless person is housed in the same building with strict rules.

“You can bring people into your home at any time of the day or night, which is often not the case in many residential support structures,” said Evans.

Booth was in jail until May 2019, when he was first released, he ended up on the street. He says without this program he would likely end up in prison again and at least be housed and fed in prison.

Now he lights up and talks about his Nob Hill house. It’s an opportunity he really wants to seize.

“You gave me a chance and I’ve proven myself. I haven’t even had the hiccups and man I don’t care what it takes. I’ll do fine, “said Booth.

MORE NEWS: Vehicle tracking in Santa Clara County ends in terrible crash. 2 dead, at least 1 injured

Tenants in the Flex Pool program will continue to receive funding from Brilliant Corners through 2022, at which point the city will take over the payments. Mayor Breed’s goal is to expand this program to 200 units within the year and to 2,000 units later.

A new modular supportive housing development is currently under construction in the central SOMA district of San Francisco.

Tahanan will offer 145 studio apartments (and a manager’s unit) with permanent housing and services for adults affected by homelessness. An in-situ concrete platform consists of public areas, a consulting suite, administration offices and retail space. The top five floors in timber frame construction consist of modular boxes, each containing two residential units and a corridor. The modules were created by Factory OS off-site.

The six-story building will be modularly built on a site in the central South of Market district and is part of the SOMA Filipina Cultural District, which was set up by the SF Board of Directors and the Planning Department to enhance the cultural diversity of the area with an emphasis on highlighting the culture and Contributions from the Filipinx American Community.

This culture is mentioned in the name and appearance of the building. Tahanan is a Tagalog word that evokes the idea of ”coming home” or “returning home” while the pattern is made in poured concrete using traditional hand-woven banig mats. In addition, a mega-graphic of the Philippine rice terraces is integrated into the outer metal skin.

This project is a combined company of Mercy Housing, Tipping Point Community and the San Francisco Housing Accelerator Fund and was developed in collaboration with SF’s Homelessness and Supportive Housing Department. The project has been under construction since October 2020 and is expected to be completed in August 2021.
